What Does The U.S. See In Cypriot Natural Gas? | FORBES

Following a tumultuous few years of political and economic upheaval, the small European nation of Cyprus has suddenly found itself the subject of more official U.S. interest than it has seen in 50 years. In addition to visits from James Townsend, the assistant undersecretary of Defence for Europe and NATO issues and Amanda Sloat, the assistant US Undersecretary of State for European Affairs this month, the capital welcomed Vice President Joe Biden, the highest ranking U.S. official to arrive in five decades.

“I wanted to come to primarily underscore the value the United States attaches to our growing cooperation with the republic of Cyprus,” Biden said shortly after arriving in May, according to a Guardian report. “This relationship is now a genuine strategic partnershipwhich holds great promise.”

Although the visits have focused on everything from security cooperation to reunification with the island’s Turkish held northeast, the diplomatic push appears rooted in the issue of energy security and regional unity – two issues that are increasingly aligned.

Since a 2011 discovery, Cyprus has sought to establish itself as an energy hub in the region, joining new industry actors like Israel in promoting the potential of the Eastern Mediterranean’s new-found offshore reserves. However, progress has been slow, as the country’s weakened economic standing has made it difficult to nail down the financing needed to pursue exploration, production and export options. Although Cyprus currently lays claim to an estimated 50 to 60 trillion cubic feet of gas and 1.7 billion barrels of crude in waters off its southeastern coast, the country faces substantial financial challenges associated with export options, such as pipeline projects or possible Liquified Natural Gas plants.

For Washington, helping Cyprus overcome those financial challenges, as well as political disputes with Turkey could not only help put the small country on its way towards energy independence and growth, but also provide a viable alternative to Russian natural gas. Easing dependence on Russian gas reserves has long been a goal of Washington and Brussels, but has become especially pressing since the suspension of gas exports through Ukraine in 2009, resulting in winter shortages across Eastern Europe. Russia’s recent expansion into Crimea again cast a spotlight on the need for Europe to seek out viable alternatives.

While Washington’s focus on Cyprus is a welcome vote of confidence for Nicosia and the country’s current leadership, it is likely driven more by regional, not local potential. Rather than just offering an energy option for both Cyprus and possibly a broader European market, the country’s offshore claims could provide a catalyst for change for a number of long-standing regional challenges.

“The U.S. saw an opportunity to solve a number of issues,” said George Pamporides, a Nicosia-based attorney and author of the book,The Hydrocarbons of the Republic of Cyprus. “By encouraging Cyprus to pursue (exploration and production), they push Turkey to view new gas sources from Cyprus and Israel instead of more expensive imports from Russia.”

In addition to providing a domestic source of energy and revenue, a successful Cypriot gas operation could also be seen by Washington as a viable component of a broader Eastern Mediterranean energy alternative for European consumers and force for regional cohesion. Specifically, natural gas potential has been mentioned in discussions related to reunification talks between Nicosia and the Turkish-held northeast part of Cyprus, which has remained separate since 1974.

“Hydrocarbon reservoirs are not bounded by political boundaries, therefore it is important that the countries in the region need to work together to use these transboundary resources in a cooperative manner instead of fueling confrontations,” Amos J. Hochstein, deputy undersecretary for energy diplomacy at the U.S. State Department, told the Greek newspaper Ethnos earlier this month.

Despite bullish rhetoric from Washington and Nicosia, Cyprus gas remains a long-term goal. Earlier this year, Eurasia Group Senior Analyst on Global Energy and Natural Resources Leslie Palti-Guzman laid out a lengthy path for Cypriot gas, beginning with an assurance that offshore reserves actually meet early predictions, followed by a regulatory improvements and then finally nailing down buyers, which could prove difficult with new suppliers like Cyprus. Palti-Guzman suggested that the country’s contribution could be something to consider after 2020.

Israel's Leviathan gas reserves estimate raised by 16 pct

JERUSALEM, July 13 (Reuters) - The estimated size of natural gas reserves in Israel's Leviathan field has been lifted by 16 percent, partners in the field said on Sunday.
Leviathan, discovered in 2010 off Israel's Mediterranean coast, is the world's largest offshore gas find in the past decade and is expected to provide the country with greater energy independence. Production is slated to begin in 2017.

Based on updated analysis by consultant Netherland Sewall & Associates (NSAI), the reserves estimate was increased to 21.93 trillion cubic feet (620 billion cubic metres) from 18.91 tcf.
The high estimate was raised by 10 percent to 26.52 tcf, while the low estimate was increased by 11 percent to 16.58 tcf.

NSAI estimates that the field holds 39.4 million barrels of condensate, up from 34.1 million.
The increases follows expansion of Leviathan's database, including 3D seismic surveys and laboratory analysis.

Texas-based Noble Energy is the field's operator with a 39.66 percent stake. Avner Oil and Delek Drilling - subsidiaries of Delek Group - hold a combined 45.34 percent and Ratio Oil has the remaining 15 percent.

Delek Drilling said the higher reserves ensure Israel's energy independence for decades to come.

"The dramatic increase in Leviathan's gas reserves gives a wide range of export options and bases Israel's position as a leading player in the international energy map with gas reserves of 1,000 billion cubic metres (bcm)," Delek Drilling CEO Yossi Abu said.

Along with Leviathan's 620 bcm, the Tamar field - which started production last year - has 303 bcm, while two smaller sites hold 58 bcm.
Israel's government has decided to allow exports of up to 40 percent of the gas reserves.

Last month, the partners in Leviathan said they had signed a preliminary agreement with British oil and gas company BG Group to negotiate a deal to export gas to BG's liquefied natural gas (LNG) plant in Idku, Egypt. (Reporting by Steven Scheer; Editing by David Goodman)

Να τρέξουν οι εξελίξεις θέλουν οι Αμερικανοί, που ενδιαφέρονται ιδιαίτερα να προχωρήσουν οι έρευνες για το φυσικό αέριο. Οι συνεχείς επαφές με τη Λευκωσία και οι επαφές στο υψηλότερο επίπεδο, επιβεβαιώνουν το μεγάλο ενδιαφέρον που επιδεικνύουν οι Ηνωμένες Πολιτείες για την περιοχή μας και ως απόρροια τούτου και για την Κύπρο. Οι εξελίξεις στην περιοχή αλλά και στην Ουκρανία, αναβαθμίζουν το αμερικανικό ενδιαφέρον για την Κύπρο, αναφέρουν ενημερωμένες πηγές. Όπως συναφώς πληροφορούμαστε, οι επαφές στη Λευκωσία του Βοηθού Υφυπουργού Άμυνας των ΗΠΑ για θέματα Ευρώπης και ΝΑΤΟ James J. Townsend και της Βοηθού Υφυπουργού Εξωτερικών των ΗΠΑ για Ευρωπαϊκά Θέματα Amanda Sloat, ήταν αρκούντως αποκαλυπτικές των αμερικανικών προθέσεων.

Σύμφωνα με ασφαλείς πληροφορίες, η Ουάσιγκτον εκτιμά πως η κρίση στην Ουκρανία θα διαρκέσει πολύ και ως εκ τούτου αναζητούν εναλλακτικές επιλογές ως προς το θέμα του φυσικού αερίου. Οι ίδιες πληροφορίες αναφέρουν πως μια επιλογή είναι η αξιοποίηση των αποθεμάτων της Ανατολικής Μεσογείου. Παρά το γεγονός ότι η Κυπριακή Δημοκρατία αναμένει επιβεβαιωτικές γεωτρήσεις αλλά και καινούργιες, ως προς το μέγεθος των αποθεμάτων, οι Αμερικανοί εκτιμούν από τώρα πως «είναι αρκετά». Παράλληλα, φαίνεται να υποστηρίζουν πως μπορεί να γίνει νωρίτερα η αξιοποίηση των υδρογονανθράκων και σίγουρα πριν την κατασκευή του τερματικού σταθμού. Η βιασύνη αυτή συνδέεται με τις εξελίξεις στην Ουκρανία. Ωστόσο, για να γίνει αυτό υπάρχουν μια σειρά παράμετροι που πρέπει να ληφθούν υπόψη. Σημαντικό ρόλο και λόγο έχουν ασφαλώς και οι εταιρείες. Δεν πρέπει να θεωρείται τυχαία η ανάδειξη πρόσφατα και της επιλογής της Αιγύπτου για μεταφορά του αερίου.

Στο επίπεδο της ασφάλειας, αρμόδιες πηγές αναφέρθηκαν στο γεγονός ότι οι Αμερικανοί υποδεικνύουν με νόημα πως ο James J. Townsend, είναι ο πρώτος αξιωματούχος του Πενταγώνου που επισκέπτεται την Κύπρο. Σε αυτό το πεδίο, η Κύπρος έθεσε, στη διάρκεια των συζητήσεων στο υπουργείο Άμυνας και το θέμα του εμπάργκο πώλησης όπλων προς την Κύπρο. Το θέμα εγείρεται και για λόγους πολιτικής αλλά και ουσίας καθώς μπορεί η Εθνική Φρουρά να μην αγοράζει όπλα, ωστόσο, η Κυπριακή Δημοκρατία ενδιαφέρεται για εξοπλισμό που αφορά τα θέματα εποπτείας και ελέγχου της ΑΟΖ. Στο τραπέζι, βρίσκεται και η ένταξη της Κύπρου στον «Συνεταιρισμό για την Ειρήνη» (PfP) του ΝΑΤΟ, παρά το γεγονός ότι υπάρχουν αντιδράσεις από την Τουρκία. Η αναβάθμιση της συνεργασίας στο πεδίο αυτό δεν αρχίζει και τελειώνει μόνο μέσω του «Συνεταιρισμού για την Ειρήνη».

Σημειώνεται πως σε άσκηση έρευνας και διάσωσης που θα πραγματοποιηθεί στις 16 Ιουλίου, θα συμμετάσχουν και οι Αμερικανοί. Δεν είναι η πρώτη φορά που γίνεται τούτο και στο παρελθόν συμμετείχαν οι Αμερικανοί σε τέτοιες ασκήσεις.

Σε πολιτικό επίπεδο, αναμένεται ότι ο Πρόεδρος Αναστασιάδης θα συναντηθεί με τον Αντιπρόεδρο των ΗΠΑ, Τζο Μπάιντεν το Σεπτέμβριο στην Ουάσινγκτον, μετά την Γενική Συνέλευση των Ηνωμένων Εθνών. Όπως έγινε, δηλαδή και πέρσι. Η συνάντηση συμφωνήθηκε κατά την προχθεσινή τηλεφωνική επικοινωνία των Μπάιντεν και Αναστασιάδη, που έγινε με πρωτοβουλία του Κυπρίου Προέδρου. Ο Νίκος Αναστασιάδης επικοινώνησε με τον Αμερικανό αξιωματούχο για να τον ευχαριστήσει για τα όσα ανέφερε στην ομιλία του ενώπιον της ομογένειας για το Κυπριακό.

Τις διμερείς σχέσεις ΗΠΑ – Κύπρου καθώς και άλλα θέματα συζήτησαν κατά τη σημερινή τους τηλεφωνική συνομιλία, ο Αμερικανός Αντιπρόεδρος Τζο Μπάιντεν με τον πρόεδρο της Δημοκρατίας, Νίκο Αναστασιάδη, ανέφερε σε γραπτή δήλωση εκπρόσωπος του Λευκού Οίκου. «Ο Πρόεδρος Αναστασιάδης ενημέρωσε τον Αντιπρόεδρο για τις τελευταίες συνομιλίες για μία συνολική διευθέτηση κι ο Αντιπρόεδρος επαναβεβαίωσε την σθεναρή υποστήριξη των ΗΠΑ για μία διζωνική δικοινοτική ομοσπονδία με πολιτική ισότητα», αναφέρει.
