Libya's oil company says signs shipment deal with Egypt | Reuters

Monday, 21 December 2015
The state oil company of Libya's eastern government has signed a deal to sell 2 million barrels of crude to Egypt, a spokesman said, boosting its efforts to win exports even as most trading companies prefer to deal with the rival western government.

The eastern government has for months been pushing to sell oil of its own without passing through the control of the Tripoli NOC and central bank in the west of the country, securing revenue from Libya's biggest natural resource.

Egyptian officials were not immediately available to confirm the agreement and the eastern oil company advisor Mohamed al-Menfi gave no further details.

Caught in chaos after the 2011 ouster of Muammar Gaddafi, Libya has two rival governments, each operating separate national oil corporations (NOCs) and oil ministries, creating confusion over the control of oil assets.

Western powers recognize the government in the east of Libya after an armed faction took over Tripoli last year and set up its own government. But the Western powers and most oil traders only recognize the original NOC, which is based in Tripoli and not in the east of the country.

A delegation from the eastern NOC headed by chairman Naji al-Moghrabi had visited Egypt and signed a deal for the crude shipment and also for training and exchanges related to the oil industry, al-Menfi told Reuters on Sunday.

"The shipment of 2 million barrels has not been sent yet to Egypt," he said.

Delegates from Libya's warring factions signed a U.N.-brokered agreement last week to form a national unity government, a deal which Western powers and Libya's North African neighbours hope will bring stability.

The new state of play as Cyprus preps for more gas drills | Cyprus Mail

The new state of play as Cyprus preps for more gas drills
By Constantinos Hadjistassou
IT’S BEEN TWO and a half years since the official announcement of the discovery of natural gas in offshore Block 12, and a great deal has changed here in Cyprus, in the region and also in the global natural gas market. No doubt expectations ahead of the second cycle of prospecting within Cyprus’ Exclusive Economic Zone (EEZ) are cause for excitement. The next two years will be key to the energy (and economic) future of Cyprus and of other countries.
During this time no major hydrocarbons prospecting – aimed at increasing countries’ indigenous reserves – is expected in Europe, with the exception of the United Kingdom and Poland. Cyprus can therefore potentially play a part in boosting EU energy security through the discovery of major natural gas quantities, of the scope of 50 to 60 trillion cubic feet (tcf). The recent interest displayed by Deutsche Bank and by China’s CNOOC in a mooted Cypriot liquefaction terminal also opens up new exciting opportunities for implementing infrastructures and seeking buyers.
What developments have taken place in the space since late 2011 that are relevant to future energy planning?
Whereas initial estimates spoke of an average of 7 tcf in Block 12, the latest prevailing estimate of 3.6 tcf has upset export designs, rendering a land-based liquefaction terminal unprofitable – at least for the time being. The rising costs of building and operating liquefaction terminals have in turn led to an increase in the export capacity of LNG trains. With the exception of Qatar, the capacity of the latest trains is around 5.5 million tonnes of LNG per annum.
The expanded capacity of LNG trains has led to an increase in the amount of natural gas reserves needed to justify such mammoth investments.
Another significant and more recent development has been the construction of the world’s first floating LNG (FLNG) facility. Though the facility is still not complete, it has nonetheless paved the way for tapping into more stranded gas and for allowing this technology to take root. At the moment, water-based LNG operations are perhaps the only profitable choice for exporting natural gas from the ‘Aphrodite’ field. That is, unless some form of partnership is struck with Israel for jointly developing a land-based terminal, but this is a remote possibility for the time being.
The Ukraine-Russia conflict is another development with major ramifications. The Ukraine crisis has come to be tied to Cyprus, in the context of boosting the EU’s energy security by supplying the EU with Cypriot natural gas, thus diversifying the bloc’s energy supplies. This is a policy strongly backed by the United States, which is seeking alternative sources of natural gas as a counterbalance to Russian gas, not just for the EU but for the region in general.
In this context the comments made by Amos Hochstein, who heads up the Bureau of Energy Resources at the US State Department, are of particular significance. In a first, Hochstein decoupled the Cyprus problem from the development of Cyprus’ energy resources.
Meanwhile Israel has approved exports of up to 40 per cent of its natural gas reserves, giving concession holders there the green light to seek export routes. The most important preliminary deal with BG, involving the channelling of some 3.6 tcf from Leviathan to BG’s LNG terminal in Idku, Egypt, creates a whole new state of affairs where Cyprus is concerned. It’s now clear that the same companies active in Cyprus are opting for the most cost-beneficial, least time-consuming, and politically acceptable solutions. Israeli natural gas is to be exported to Egypt via subsea pipelines. But despite Egypt’s huge demand for natural gas, the methane will not be sold on the local market for the time being.
In practical terms, should this agreement be seen through, the companies would secure their interests, but it would strip Cyprus of an option. It’s worth clarifying that any business or commercial action by the companies is jointly decided with the sponsor state. From a commercial standpoint, the companies operate from a position of strength and usually take the lead in business ventures.
Moreover, on a political level, the option of exporting natural gas through Turkey has been definitively rejected over the past two and a half years. This approach restricts Cyprus’ bargaining scope in the peace talks by ruling out the transport of natural gas to the Turkish market and then onto the EU via Turkey. Despite the transit risks, natural gas pipelines are still one of the most cost-beneficial options as far as liquefaction is concerned, and thus it is not wise to rule out this option.
Another important development, in the wake of the appraisal drilling at ‘Aphrodite’, is Egypt’s conversion from a net exporter to a net importer of natural gas, despite the fact that the country has 65 tcf of proven reserves. Considering the longstanding good relations between Cyprus and Egypt, Egypt is a potentially significant trade partner that can absorb major quantities of Cypriot natural gas, provided that payments are guaranteed.
In the interim, recoverable natural gas exceeding 100 tcf has been discovered offshore Mozambique and Tanzania. And some of the companies involved in prospecting there are the same ones operating in Cyprus.
With the land-based LNG terminal now pushed back to the year 2024 (or even later) from 2022 initially, Cypriot gas will likely face increased competition in global markets, particularly in Asia. It is estimated that by 2018 Australia may overtake Qatar as the largest exporter of LNG in the world. Due to its proximity to the LNG markets of China, Japan, India and South Korea, Australia has an advantage given the comparatively lower transport costs to these markets. Increased production of shale gas, coupled with the LNG export prospects of the United States and Canada, are expected to drive down LNG prices, particularly in the Asian and EU markets. Yet even if the timing is not on our side, the possibility of oil discoveries offshore Cyprus is something else to look forward to.

Cyprus gas: is it too late for LNG? | Financial Mirror

Cyprus gas: is it too late for LNG?

17 May, 2014
 * Depends on Asia prices – 8-10tcf needed to make Vassiliko viable -
 * ENI-Kogas to drill in August – could be searching for oil

By Fiona Mullen, Director Sapienta Economics

At the Energy Stream CMG conference on May 8 and 9 in Nicosia, it became clear that the natural gas market is becoming more complex by the day, with competing suppliers, changing priorities of buyers and lots of politics in between.

This raises a number of questions about the ideal gas export options for Cyprus and whether land-based LNG is still a viable option.

LNG: time is money

The government’s official line is to build a land-based liquefied natural gas (LNG) plant as Vassilikos. The main argument for LNG is that it provides flexibility. With an LNG plant you can export to anywhere that has regasification facilities.

The second argument for is that bolsters Cyprus’ position as a regional hub.

The third and probably most important argument is that it allows for exports to Asia, where prices can be around USD 7 per MMBTU higher than in Europe.

But an LNG plant will cost at least USD 6 bln to build. Add other costs, such as pipeline from Block 12, liquefaction costs, transport costs, and so on, and you are looking at a cost to the producer of approaching USD 30 bln.

To make that kind of expenditure commercially viable you have to sell an awful lot of gas.

It is no longer a secret that the estimated 3.6 to 6 trillion cubic feet (tcf) in Cyprus’ Block 12 is not enough to make an LNG plant viable. Last week the energy minister, George Lakkotrypis, admitted that 2020 was no longer a likely date for finishing the plant.

If the price moves we need even more than the 6 to 7 tcf that industry sources generally is needed to make it viable.

My own estimates, to be published in a report by PRIO on May 28, suggest that if the Asia price drops by 10% you need 8 tcf. If the price drops by 20% you need 10 tcf. And if you want to sell to Europe, the volume threshold is even higher.

Noble is due to do more drilling in Block 12 this year and we learned at the conference that the ENI-Kogas will spud its first exploratory well in August. Total will not begin until 2015 but the word on the street is that it is going for gold—black gold.

In the words of Andy Varoshiotis, the head of the Cyprus Oil and Gas Association, “if we hit oil, we hit the jackpot”.

But if we do not hit the jackpot, we have to rely on gas.

Even If Noble and Eni-Kogas get past the 6 to 7 tcf threshold, it will then be another couple of years before this is confirmed with appraisal wells, then add another year or two before they can get the finance and sign the final investment decision (FID).

First LNG export not before 2026-2028, at who knows what price

We are looking at 2016 to 2018 before construction even starts. Then it could take ten years to build. It is just about possible to build an LNG plant in six years, but with all the political interference in Cyprus, it will take longer.

So we should not expect our first LNG export before 2026-2028, by which time we have no idea where gas prices will be.

If Russia bumps up supply to China, if the US exports a lot to Japan, additional supply will push the Asia prices down. This suggests that financiers might use a lower price for gas in their assumptions and will therefore demand higher volumes to make everything viable.

The Israeli gas boat may already have sailed

There has been much talk of adding Israeli gas into the mix in order to reach the required volumes. However, this is becoming an ever more distant option.

In the past few weeks, the partners in Leviathan and Tamar, who also hold the licence for Block 12, have received ten bids for the supply of gas from Leviathan to Turkey by pipeline, have signed a preliminary agreement for the supply of gas to an unused LNG plant in Egypt and have signed a contract to send gas to Jordan and the Palestinian Authority, although the latter deal is less certain.

It is questionable, therefore, whether there would be enough to send to a Cyprus LNG plant given that Tamar may already be supplying Cyprus’ domestic needs and that Leviathan is only allowed to export 50% of its 540 bln cubic metres.

Gina Cohen, an energy expert based in Israel, noted that Leviathan could raise its export quota to 75% by swapping quotas with the smaller Karish and Tanin fields. But, she noted, “no country has ever agreed to sell gas via an LNG plant in another country”.

She also said that a floating LNG (FLNG) plant was gaining ground. Prices were coming down and in terms of timing it would be quicker than easier than using a land-based facility.

FLNG is also good for smaller fields, so could end up being the only viable option for Cyprus.

If Israel will not supply an LNG plant in Cyprus, maybe it would help fund it. This was an idea put forward by Matt Bryza, a former US diplomat who sits on the board of Turcas, a Turkish energy company.

In exchange for allowing Israel to send gas via pipeline to Turkey, the Leviathan partners could pledge to help fund an LNG plant in Cyprus, he suggested, thereby giving Cyprus its much desired LNG plant.

Still, it is difficult to see this happening without a solution of the Cyprus problem.

CNG: the chicken and the egg

If Cyprus has to wait up to 14 years before it can sell LNG, then there are two other options in the meantime: pipeline and marine compressed natural gas (CNG). CNG is good for small fields and short distances, so it would be a Mediterranean market that could either be supplied directly or into pipelines.

Adam Hedayat, Vice-President of SeaNG Canada, said that the “netback” for companies exporting CNG was USD 6.9 for CNG, compared with USD 4.88 for LNG and USD 6.77 for a pipeline.

CNG does not require the construction of pipelines or LNG plants, so is also greener than other options. In addition, unlike the Israel-Turkey or Cyprus-Turkey pipeline, it does not require a solution of the Cyprus problem.

The only thing holding CNG back is the fact that no one has done it before. SeaNG has obtained all the requisite international safety licences but so far no one has taken the leap to use it, although Hedayat hinted that SeaNG could be signing an agreement with a buyer by the end of the year.

Turkey pipeline: a bridge too far?

A pipeline to Greece is currently considered far too expensive given the depth and length of the pipeline, although a technical feasibility is due soon.

That leaves the other option in addition to CNG that could be funded with today’s volumes, namely a pipeline to Turkey. It costs less to build so revenue would be generated far earlier than LNG.
But the Turkey pipeline option is of course dependent on a resolution of the Cyprus problem.

Diversification is key

Given all of these difficulties, it is clear that Cyprus is not going to make money from gas any time soon.
Perhaps, instead, we should be focusing, not just on selling the commodity, but using its existence as a way to generate income in other ways.

Toula Onfouriou, the president of the Cyprus Hydrocarbons Company, is clearly already thinking along these lines.

She talked of an energy hub not only for producing and exporting “but also a centre of training and education and technological development”.

Cyprus has already been damaged by overdependence on the UK for tourists, on Russia for financial services and soon on China for real estate investors.

The gas market is too changeable to depend on one option. Diversification of the entire “Cyprus energy story” is our best way forward.

1,5 δισ.

Noble: 3 billion barrels of oil at Leviathan, Block 12 | Globes

Noble: 3 billion barrels of oil at Leviathan, Block 12

Noble Energy has told analysts that Leviathan and the neighboring field in Cyprus might each contain 1.5 billion barrels of oil.

17 December 13 16:45, Amiram Barkat
Noble Energy Inc. (NYSE: NBL) believes that as much as 3 billion barrels of oil might be discovered in Israeli and Cypriot waters. Delek Group Ltd. (TASE:DLEKG) is Noble Energy's partner in the Leviathan prospect and the neighboring Block 12 (Aphrodite) prospect in Cyprus. Until now Noble Energy had only spoken about the potential for 1.5 billion barrels of oil at Leviathan but now it seems there may be similar oil potential at Block 12. Noble and Delek have already discovered 19 trillion cubic feet of natural gas at Leviathan and 4 trillion cubic feet at Block 12.
Noble confirmed the estimates that have been circulating in recent days that the oil potential in the region is double previous estimates during a comprehensive briefing with analysts. Regarding the start of an exploratory drill for oil at Leviathan, Noble Energy confirmed "Globes" reports that it will not begin before the end of 2014 or early 2015. The main reason for the delay according to Noble Energy CEO Charles Davidson is the regulatory uncertainty over the Leviathan field's development program.

Israel’s Deepest Well Targets 1.5 Billion Barrels of Oil | Bloomberg

The deepest oil well drilled in Israel’s 65-year history may be the most important.

July 18 (Bloomberg) -- Bloomberg Television's Elliott Gotkine reports on off-shore oil exploration in Israel by companies including Shemen Oil & Gas Resources Ltd. (Source: Bloomberg)

Houston’s Noble Energy Inc. (NBL) will probe 6,500 meters (4 miles) below the Mediterranean seabed later this year, targeting as much as 1.5 billion barrels of crude, equal to about 15 years of Israeli demand.

While explorers have found enough natural gas in the past five years to turn Israel into an exporter, a major oil discovery would break new ground. The Middle East’s third-largest economy spends about $10 billion a year importing 98 percent of the oil it uses. Domestic production would increase tax revenue, boost the country’s balance of payments and reduce vulnerability to supply disruptions.

“The economic impact on Israel would be far greater than that of natural gas,” David Wurmser, director of the Washington-based Delphi Global Analysis Group, said in a phone interview. “Finding the oil would mean big money for the Israeli companies and the government.”

Noble isn’t the only explorer hunting for oil. Shemen Oil & Gas (SMOG) Resources Ltd. is looking to hit an oil field reckoned to hold 120 million barrels by the end of August. Gabi Ashkenazi, once Israel’s top general and now Shemen’s chairman, said finding crude will enhance the country’s security.

“If we are successful, it will be a strong push to the economy, and to the strategic objective to become energy independent,” said Ashkenazi, 59, who spent four years heading the armed forces before retiring in 2011. “Oil will be an important factor in this.”
Tamar Field

Israel has discovered enough natural gas under the Mediterranean to supply the country for decades while leaving plenty left over for exports. In March, production started from the Tamar field, the largest yet developed, a project that may add about 1 percentage point to gross domestic product, according to the Bank of Israel. Leviathan, almost twice Tamar’s size, is scheduled to come on stream in 2016.

It’s at Leviathan that Noble, the lead partner in a group including local billionaire Isaac Tshuva’s Delek Drilling-LP and Avner Oil Exploration LLP (AVNRL), believes a layer of rock below the gas field may contain the equivalent of 210 million to 1.5 billion barrels of oil.

Noble expects to start a well at the end of this year when a new drilling ship is delivered fromSouth Korea and rates its chances of success at 25 percent, according to company filings.

“We believe there is potential for significant oil resources at this prospect and the basin,” Noble’s Susan Cunningham, senior vice president of exploration and business innovation, said in a May 2012 statement.
Deeper Waters

The key to finding Israel’s offshore energy deposits has been technology -- developed in places like the U.S. Gulf of Mexico and Brazil -- to drill in deeper waters and further under the seabed. The Leviathan oil well will be drilled in 1,600 meters of water and probe a further 6,500 through the rocks below, according to company filings.

“Thanks to advances in drilling technology, Israeli companies and their international partners can now reach greater depths that will enable oil exploration at lower geological levels than ever before,” Yossi Abu, chief executive officer of Delek Drilling (DEDRL), said in a phone interview.

Delek Group (DLEKG) shares advanced 1.4 percent today to the highest since June 23, bringing its 12-month rise to 82 percent. Delek Drilling shares closed little changed, capping a 40 percent rise in the past 12 months.

Avner shares gained 0.4 percent, bringing its 12-month advance to 36 percent. Ratio Oil Exploration 1992 LP (RATIL), also a partner in the Leviathan field, rose 2.4 percent, the most since June 23.

Because it’s deeper, the well will probably cost more than the $120 million spent making the original Leviathan discovery. The greater profits from pumping oil over gas make the expense worthwhile, Guil Bashan, an analyst at IBI-Israel Brokerage & Investments Ltd., said in a note in June. While gas requires expensive pipelines or export terminals, oil can be easily put in tankers and shipped wherever it’s wanted, he said.
Raise Money

Still, drilling is uncertain. Ashkenazi’s Shemen had to raise money from investors twice this year after delays completing the Yam 3 well 16 kilometers (10 miles) off Israeli’s coast. It expects to to hit the well’s target depth by the end of August.

Former military and security officers like Ashkenazi are coveted by energy companies that find government contacts useful during the licensing process. Meir Dagan, former head of Israel’s intelligence service, Mossad, is chairman of oil explorer Gulliver Energy Ltd. (GLVR) Delek Group Ltd.’s chairman Gabriel Last was a deputy inspector-general of Israel’s police in the 1990s.

Israel’s search for oil and gas opens opportunities to supply neighboring countries that will enhance Israel’s security, Ashkenazi said.

“Natural resources in this region, especially in energy, are providing an opportunity to co-operate with some of our neighbors, maybe with Jordan, maybe with Turkey and other places,” said Ashkenazi, who fought Egyptian troops in the Sinai peninsula in 1973. “Energy is important, like water.”
