Newly flowing gas from four Mediterranean fields, including the vast Zohr field, as well as deals with Israel and Cyprus, has helped ease Cairo’s financial woes

CAIRO, Egypt (AFP) — Egypt is looking to use its vast, newly tapped undersea gas reserves to establish itself as a key energy exporter and revive its flagging economy.

Encouraged by the discovery of huge natural gas fields in the Mediterranean, Cairo has in recent months signed gas deals with neighboring Israel as well as Cyprus and Greece.

Former oil minister Osama Kamal said Egypt has a “plan to become a regional energy hub.”

In the past year, gas has started flowing from four major fields off Egypt’s Mediterranean coast, including the vast Zohr field, inaugurated with great ceremony by President Abdel-Fattah el-Sissi.

Egypt lets contract for Midor refinery expansion - OIL & GAS JOURNAL

Houston, JUNE/08/2018
Robert Brelsford

The government of Egypt has let a contract to TechnipFMC PLC to provide services related to the implementation of the expansion at state-owned Middle East Oil Refinery Co.’s (Midor) 115,000-b/d refinery in El Amreya Free Zone, Alexandria, Egypt.

Signed on June 7, the $1.7-billion contract will cover construction, supplies, and engineering designs for the expansion, which aims to increase overall refining capacity at the site by 60% to 175,000 b/d, Egypt’s Ministry of Petroleum and Mineral Resources (MPMR) said.

Overall cost of Midor’s expansion project—which will include participation of Egypt’s ENPPI and Petrojet—will amount to about $2.2 billion, MOP said.

Alongside increasing Midor’s crude processing capacity, the expansion also will raise the refinery’s current LNG production by about 145,000 tonnes/year, benzene 95 by about 600,000 tpy, and jet fuel by about 1.3 million tpy.

The Midor expansion comes as part of MPMR’s integrated plan to develop, upgrade, and increase efficiency and production quality of Egypt’s refineries through implementation of a series of new projects across manufacturing sites to help meet domestic petroleum product demand as well as reduce imports from abroad, said Tariq El-Molla, Egypt’s minister of petroleum and natural resources.

Aramco likely to begin refining fuel in Egypt in 1Q2018 – officials - ENTERPRISE

Monday, 27 November 2017

Aramco likely to begin refining fuel in Egypt in 1Q2018 -officials: Saudi Aramco is likely to begin refining crude oil in Egyptian refineries in 1Q2018, an official from the Oil Ministry tells Al Shorouk, initially at the Middle East Oil Refinery (MIDOR). Egypt will receive the 700k tons of fuel per month from Aramco — under the existing five-year fuel supply agreement — for MIDOR’s refineries, with excess output being exported, the official stated. He noted that talks are still ongoing with the Saudi’s largest oil producer. Oil Minister Tarek El Molla had confirmed earlier this month that talks had been taking place with Aramco to refine fuel here and that refining would begin at some point in early 2018. This follows other reports that Aramco had agreed to a plan last month to ship crude through the SUMED pipeline and use Sidi Kerir as a center for exporting refined output to Europe.

The expansion project of Midor aims to increase its refining capacity from 115,000 barrels to 175,000 barrels per day.

The minister pointed out that it is necessary to adhere to the schedule agreed upon for the implementation of the two projects as well as placing them on the production map for their significance in securing the supply of fuel to the local market and in limiting imports.

Tue Feb 23, 2016, CAIRO

Feb 23 Egypt's state-owned Middle East Oil Refinery Company (Midor) has signed an initial loan agreement with three banks for $1.2 billion, the state news agency said on Tuesday.

The loan represents around 80 percent of the cost of its $1.4 billion Alexandria refinery lab expansion, while the remaining $230 million will be self-financed, Midor Chairman Mohamed Abdel Aziz said.

The agreement was signed by Abdel Aziz with the heads of a banking consortium that includes French banks Credit Agricole and BNP Paribas and Italy's CDP.

The expansion at Midor aims to increase the company's refining capacity to 160,000 barrels per day (bpd) from 100,000 bpd.

Egypt has struggled with soaring energy bills caused by high subsidies it provides on fuel for its population of more than 80 million.

Ahram Online , Monday 4 Jan 2016

Egypt's oil refinery MIDOR will finance its planned expansion, borrowing $1.2 billion from French lenders Credit Agricole and BNP Paribas, a loan that will be guaranteed by the Italian central bank and the Italian export development authority, oil minister Tarek El-Molla told Egyptian state news daily Al-Ahram.

MIDOR signed in April two deals worth $1.4 billion with US-based engineering company UOP to design the expansion of the refinery, raising its capacity to 160,000 barrels per day from 100,000 barrels per day.

The project, which starts this year and will span over three years, would allow Egypt to cut its petroleum product imports and export refined oil products, raising sources of foreign currency, according to Al-Ahram.
