Deputy Government Spokesman Victoras Papadopoulos has announced that the Council of Ministers decided on Thursday to establish a Hydrocarbons Service, at the Ministry of Energy, Commerce, Industry and Tourism.

In statements he made after a Cabinet meeting at the Presidential Palace, Papadopoulos said the decision was taken in line with the findings of a relevant study.

The new service will be responsible for matters regarding off shore activities and infrastructure to do with hydrocarbons, including facilities at the energy hub of Vassiliko and in particular the construction of an LNG plant with a view to eventually selling natural gas to international markets.

The Hydrocarbons Service will also oversee existing contracts with private companies, licensing issues and future exploration and development.

Asked if the new service will replace the existing Energy Service, Papadopoulos said that there will be no conflict of powers between the two.

Replying to another question, he said ministers have been briefed by the Minister of Energy Yiorgos Lakkotrypis on developments as regards the 2nd licensing round and blocks 5 and 6 in the Republic’s Exclusive Economic Zone.

He added however that there is nothing to announce at present.

Preliminary results of a Noble Energy appraisal well for natural gas in Block 12 of Cyprus’ Exclusive Economic Zone estimate the hydrocarbon reserve between 3.6tcf and 6tcf with a gross mean resource of 5tcf. Noble Energy operates Block 12 with a 70 percent working interest. Delek Drilling Limited Partnership and Avner Oil Exploration Limited Partnership each own 15 percent.

On June 26, 2013, the Cyprus government, Delek and Avner signed a Memorandum of Understanding (MoU) with regard to the construction of a Liquefied Natural Gas (LNG) terminal in the Cyprus.

The ENI - KOGAS consortium, which has signed a contract for hydrocarbons exploration in blocks 2, 3 and 9 within Cyprus’ EEZ, is planning to drill in the third quarter of 2014, while TOTAL, which has signed a contract for blocks 10 and 11, is also proceeding with drilling in the first quarter of 2015.

Το LNG η καλύτερη επιλογή για την Κύπρο


H ανέγερση του τερματικού υγροποίησης φυσικού αερίου είναι η καλύτερη επιλογή για την Κύπρο δεικνύει προκαταρκτική μελέτη του Μassachusetts Institute of Technology (MIT) και του Cyprus Institute επί της οποίας διεξάγεται σήμερα και αύριο διημερίδα στη Λευκωσία με τίτλο “Maximizing the Long-term Value of Natural Gas for Cyprus”.

Τη διημερίδα, στην οποία συμμετέχουν διακεκριμένοι επιστήμονες από την Κύπρο και το εξωτερικό, χαιρέτισε το πρωί ο Υπουργός Εμπορίου Γιώργος Λακκοτρύπης.

Στην ομιλία του ο Υπουργός επανέλαβε ότι η αξιοποίηση του φυσικού αερίου θα έχει σημαντικότατα οφέλη για την οικονομία του τόπου και ανοίγει πολλές προοπτικές.

 Τόνισε εκ νέου την αποφασιστικότητα της Κυβέρνησης να προχωρήσει με την ανέγερση του τερματικού υγροποίησης , υπενθυμίζοντας ότι η ΚΔ υπέγραψε Μνημόνιο Συναντίληψης για τον Τερματικό Σταθμό με τις εταιρείες Noble Energy, Delek και Avner.

Ο Υπουργός σημείωσε για άλλη μια φορά ότι η Κύπρος προχωρεί με την επιλογή του LNG αφού προηγουμένως έχει αξιολογήσει και σταθμίσει όλα τα δεδομένα που είχε ενώπιον της και θεωρεί ότι πρόκειται για την καλύτερη επιλογή για μεγιστοποίηση των κερδών και για πρόσβαση στις πλέον ανταγωνιστικές αγορές του εξωτερικού.

Ο κ. Λακκοτρύπης αναφέρθηκε στη χρήση του φυσικού αερίου για σκοπούς ηλεκτροπαραγωγής, κάτι το οποίο θα οδηγήσει σε μείωση των τιμών προς όφελος των καταναλωτών και θα δημιουργήσει ανταγωνιστικά πλεονεκτήματα για τη χώρα μας.

Ο Υπουργός αναφέρθηκε και στο θέμα των εξαγωγών φυσικού αερίου, υπογραμμίζοντας και πάλι τα πολύ μεγάλα οφέλη, με τη δημιουργία, μεταξύ άλλων, νέων θέσεων εργασίας.

Ο Επικεφαλής του Cyprus Institute Κώστας Παπανικόλας  δήλωσε ότι στη διημερίδα θα γίνει συζήτηση και ανταλλαγή απόψεων πριν οριστικοποιηθούν τα συμπεράσματα της προκαταρκτικής μελέτης που διεξάγεται από το Ινστιτούτο Κύπρου και το MIT, κάτω από την ομπρέλα του Ιδρύματος Προώθησης Ερευνας.

Τα συμπεράσματα, σημείωσε, είναι πολύ σημαντικά, είναι τεχνικής φύσης και όχι πολιτικής ώστε να δώσουν στους πολιτικούς μας την δυνατότητα να πάρουν τις πιο σωστές αποφάσεις, βασιζόμενοι στη καλύτερη δυνατή τεχνοοικονομική επεξεργασία των δεδομένων.
«Τα συμπεράσματα αυτής της μελέτης που είναι προκαταρκτική, είναι βασικά ότι βρισκόμαστε στο σωστό δρόμο, ότι το LNG είναι η πρώτη επιλογή και αυτή η άποψη φαίνεται να είναι σωστή,  αυτό που θα επεξεργαστούμε σε μεγάλη λεπτομέρεια είναι τα ρίσκα , τα οποία είναι πολλά, ώστε να ελαχιστοποιηθούν, είμαστε στο σωστό δρόμο, χρειάζεται εμπεριστατωμένη μελέτη για να αποφύγουμε κακοτοπιές που τέτοιες επιλογές έχουν», σημείωσε.

Ο τέως Υπουργός Εμπορίου Νεοκλής Συλικιώτης ο οποίος θα είναι ένας εκ των ομιλητών στις αυριανές εργασίες του συνεδρίου, ανέφερε ότι είναι σημαντικό το γεγονός  ότι στην προκαταρκτική έκθεση αυτό που τέθηκε ως πρωταρχικός στόχος και προτεραιότητα είναι πως για την αξιοποίηση του φυσικού αερίου και την μεταφορά του στις παγκόσμιες αγορές πρέπει να γίνει καλύτερη επιλογή που είναι η δημιουργία τερματικού υγροποίησης.

Εξέφρασε την ελπίδα η μελέτη να βοηθήσει τη σημερινή Κυβέρνηση να προχωρήσει πιο γρήγορα στις διαδικασίες.
«Υπάρχει έντονα ανταγωνιστικό περιβάλλον και έχει σημασία να προχωρούμε γρήγορα για να μην χάνουμε παγκόσμιες αγορές, αλλά σημαντικό στην γεωστρατηγική είναι και το timing, στηριγμένοι σε αυτή τη  γνώση του ΜΙΤ και άλλων εμπειρογνωμόνων να προχωρήσουμε γρήγορα στην υλοποίηση της στρατηγικής μας», σημείωσε.

Στις εισαγωγικές τους ομιλίες όλοι οι συμμετέχοντες τόνισαν τη σημασία που έχει από οικονομικής αλλά και γεωστρατηγικής άποψης , η ανακάλυψη υδρογονανθράκων στην κυπριακή ΑΟΖ και σημείωσαν ότι πρέπει να γίνει η καλύτερη δυνατή διαχείριση και η ελαχιστοποίηση των διαφόρων ρίσκων. Αναφέρθηκαν ακόμη στο θέμα του τερματικού υγροποίησης και στις προοπτικές για δημιουργία θέσεων εργασίας και αύξησης των εσόδων για την Κύπρο.

Στη διημερίδα συμμετέχουν με παρεμβάσεις τους διακεκριμένοι καθηγητές από το ΜΙΤ, το Cyprus Institute, το Πανεπιστήμιο Κύπρου, το Πανεπιστήμιο Λευκωσίας, το Πανεπιστήμιο Αθηνών, ο Πρόεδρος της Κρατικής Εταιρείας Υδρογονανθράκων, καθώς και πολιτικοί και άλλοι αναλυτές και επιστήμονες από την Κύπρο και το εξωτερικό. Χαιρετισμούς απηύθυναν σήμερα και εκπρόσωποι όλων των κομμάτων.

Ο ιταλικός κολοσσός αποφάσισε να επενδύσει τέσσερις φορές παραπάνω από τη Noble Energy στην ανάπτυξη των τεμαχίων 2, 3 και 9 της κυπριακής ΑΟΖ – Η κίνηση αναπτέρωσε τις ελπίδες για κατασκευή τερματικού υγροποίησης αερίου στο Βασιλικό
Καλά νέα, από τα σπάνια αυτή την περίοδο, έδωσε στην κυβέρνηση η εταιρεία ΕΝΙ.
Ο πολυεθνικός κολοσσός πετρελαίου και φυσικού αερίου με έδρα την Ιταλία προτίθεται να επενδύσει 1,2 δισεκατομμύρια ευρώ για να αναπτύξει τα τεμάχια που διαθέτει στην κυπριακή ΑΟΖ.
Η ΕΝΙ, ως γνωστόν, έχει εξασφαλίσει άδεια έρευνας και εκμετάλλευσης στα οικόπεδα 2, 3 και 9.
ΠΡΟΧΩΡΟΥΝ ΓΡΗΓΟΡΑ
Ο ιταλικός κολοσσός εμφανίζεται να είναι αποφασισμένος να αξιοποιήσει τα όποια κοιτάσματα φυσικού αερίου υπάρχουν στα τεμάχια που ελέγχει.
Έχει ενημερώσει την κυπριακή κυβέρνηση ότι προτίθεται να πραγματοποιήσει μια πολύ σημαντική επένδυση στην ΑΟΖ του νησιού.
Στην ουσία, η ΕΝΙ επιθυμεί να δαπανήσει για την ανάπτυξη των οικοπέδων της ποσό τετραπλάσιο απ' αυτό που δαπάνησε μέχρι τώρα η Noble Energy για να διαπιστώσει πόσο αέριο διαθέτει το κοίτασμα Αφροδίτη, στο τεμάχιο 12 της ΑΟΖ.
Με δεδομένο ότι η Noble Energy έχει επενδύσει στην Κύπρο γύρω στα 300 εκατομμύρια ευρώ, καθίσταται σαφές το μέγεθος εμπλοκής που βάζει στο τραπέζι η ENI.
ΔΙΝΟΥΝ ΥΠΟΣΤΑΣΗ ΣΕ ΤΕΡΜΑΤΙΚΟ LNG
Η σοβαρότητα με την οποία αντιμετωπίζει η ENI την παρουσία της στην Κύπρο δίνει τη δυνατότητα στην κυβέρνηση να προσδοκεί ότι ο στόχος για οικοδόμηση τερματικού υγροποίησης φυσικού αερίου (LNG) στην Κύπρο είναι εφικτός.
Τα επιβεβαιωμένα αποθέματα του κοιτάσματος Αφροδίτη που ανέπτυξε η Noble Energy (γύρω στα 5 τρις κυβικά πόδια) δεν επιτρέπουν από μόνα τους την κατασκευή τερματικού LNG στο Βασιλικό.
Η ενθουσιώδης εμπλοκή της ENI, όμως, ενθαρρύνει την κυβέρνηση να προσδοκεί ότι το τερματικό, όσον αφορά τα κυπριακά αποθέματα, είναι εφικτό. Αν μάλιστα ενισχυθεί το τερματικό με ισραηλινό αέριο προς υγροποίηση τότε σίγουρα το εγχείρημα είναι κάτι παραπάνω από βιώσιμο.

Διαπραγματεύσεις με ENI-KOGAS για τα τεμάχια 5-6

Μέχρι τις 2 Δεκεμβρίου ευελπιστεί η Κυβερνηση να τελειώσουν οι διαπραγματεύσεις.
Την έναρξη διαπραγματεύσεων με την κοινοπραξία ENI-KOGAS για έρευνες εντοπισμού υδρογονανθράκων στα τεμάχια 5 και 6 της κυπριακής ΑΟΖ, ενέκρινε την Πέμπτη σύμφωνα με πληροφορίες, το Υπουργικό Συμβούλιο.

Σύμφωνα με τις ίδιες πληροφορίες, ο χρονικός ορίζοντας για ολοκλήρωση των διαπραγματεύσεων είναι η 2α Δεκεμβρίου, με τον Υπουργό Ενέργειας, Εμπορίου, Βιομηχανίας και Τουρισμού Γιώργο Λακκοτρύπη να λαμβάνει εξουσιοδότηση να δώσει παράταση στη διαδικασία αν η διαπραγμάτευση δεν ολοκληρωθεί και υπάρχουν περιθώρια για θετική κατάληξη.

Ο κ. Λακκοτρύπης, αναφέρουν επίσης οι πληροφορίες, αναμένεται εντός της ημέρας να στείλει επιστολή στην κοινοπραξία της ιταλικής εταιρείας ENI και της κορεατικής KOGAS, καλώντας τους να εισέλθουν στις διαπραγματεύσεις.

Αν δεν υπάρχει κατάληξη με την κοινοπραξία ENI-KOGAS για τα συγκεκριμένα τεμάχια, τότε ο 2ος γύρος θα ολοκληρωθεί και θα εναπόκειται στην Κυβέρνηση το πότε θα προχωρήσει στην έναρξη του τρίτου γύρου αδειοδοτήσεων για όλα τα τεμάχια που δεν έχουν αδειοδοτηθεί.
Μέχρι στιγμής η Κυβέρνηση έχει συνάψει συμφωνίες για αδειοδότηση με τη Noble Energy για το τεμάχιο 12, με την TOTAL για τα τεμάχια 10 και 11, και με την κοινοπραξία ENI-KOGAS για τα τεμάχια 2, 3 και 9.

Cypriot government officials have admitted that there have been difficulties in the talks with Noble Energy, apparently over the government's stake in the project.

The Cypriot media reports that the liquefied natural gas (LNG) plant due to be built on the island's southern coast is facing delays. Government officials deny the reports, saying that the negotiations on the plant with Noble Energy Inc.(NYSE: NBL) were progressing normally.
Cypriot government officials have admitted that there have been difficulties in the talks, apparently over the government's stake in the project.
"Globes" recently reported that Cyprus has asked Israel to agree that some of the natural gas from Leviathan be sent to the Cypriot LNG plant. Cyprus needs Israeli gas because the gas discoveries in its own waters do not justify the cost of building a small LNG plant with two production lines.
Cyprus has had only one natural gas discovery to date, the Aphrodite discovery (Block 12) of 4-5 trillion cubic feet, located near Leviathan. Leviathan partners Noble Energy and Delek Group Ltd. (TASE: DLEKG) also own the rights to the Aphrodite.

The part of the natural gas increases progressively in Turkish energy market due to its advantages, such that it has been subject to large projects. TANAP Project is one of the largest natural gas projects in the world with an investment amount of USD 9,0, which is regarded as one of the largest direct investment in natural gas market in Turkey aiming to minimize external natural gas dependence in Turkey. After the start of gas flow, it is expected that Turkey's natural gas market will be influenced positively. However, there are predictions concerning the natural gas sale and import from Turkey with regard to the privatisation of İGDAŞ which comes to the fore within the frame of the Draft of New Regulation on Natural Gas Energy.

TANAP Project at a glance

TANAP Project has been signed through the Agreement by Turkey's and Azerbaijan's governments in 2012 which has been promulgated in Official Gazette on 19 March 2013. According to this Agreement, this project is intended to transmit the natural gas from Azerbaijan to Europe through Turkey and sell it to Europe. This aims diversifying of natural gas resources and also the incentive of natural gas transmission over Turkey. For conduction of this project a consortium has been established. The project partners are the Azerbaijan company SOCAR , BOTAŞ, BP and STATOIL. The partnership interest of SOCAR is 51%, BOTAŞ and TPAO have a share of % 20. The rest 29 % is held by BP, TOTAL and STATOIL. Transfer of interest to these companies may attract attention and provide support of Europe to this project. However, Turkey does not intend to sell or decrease its shares on this project.

This project is regarded as the biggest contribution to the natural gas supply of Turkey. The tender process of this project has been set off recently, and according to SOCAR, start of construction process is expected in 2014. If the project ends in due time, gas flow is predicted to start in 2018. It is expected that the gas amount will increase until 2026. Important is that the revenue from the sale of gas will contribute to development of Turkey's economy. This project will also provide the increase of Turkey's geostrategical importance. According to the agreement, 6,0 billion bcm of the natural gas which will be transmitted to Europe will imported to Turkey and the rest of 16 billion bcm gas will be imported to Europe. Turkey is dependent on external natural gas energy and its natural gas consumption has been increasing year over year. Accordingly, this natural gas of 6 billion bcm will contribute to minimize its dependence on natural gas export, and also contribute to meet of natural gas demand of Europe.

Providences regarding privatisation of İGDAŞ

As is known, the privatisation of İGDAŞ is topical and the Draft of New Natural Gas Energy Regulation admits to this privatisation with certain incentives, in which SOCAR is interested. In the event that SOCAR takes İGDAŞ over, its possibilities regarding competition in natural gas energy market, especially positive and negative sides of centralizing of diverse activities such as transmission, distribution and import of natural gas in an institution may be discussed. According to the experts' opinion, another possibility is that more natural gas than intended may remain in Turkey. It is certain that TANAP will meet a big part of natural gas demand of Turkey in all cases and it may contribute to decrease of natural gas prices in Turkey.

Drilling of the well to Leviathan’s oil-bearing strata, which was supposed to begin in December, has been postponed. No new starting date for the $250 million well has yet been set but market sources believe that the postponement could be for at least six months.Meanwhile there is continued uncertainty regarding development of Leviathan’s gas field and the final investment decision has yet to be taken by the Leviathan partners. In addition, expensive equipment intended for developing the gas field has been sent out of Israel.
Noble Energy Inc. (NYSE: NBL) owns 39.66% of Leviathan, Delek Group Ltd.(TASE: DLEKG) units Avner Oil and Gas LP (TASE: AVNR.L) and Delek Drilling LP (TASE: DEDR.L) each own 22.67% and Ratio Oil Exploration (1992) LP (TASE:RATI.L) owns 15%.
Postponing Leviathan’s development could have major repercussions on Israel’s economy, which will face a natural gas shortage from 2015. At a recent electrical engineers conference Noble Energy VP Eastern Mediterranean Lawson Freeman said that regulatory uncertainty was the main reason delaying Leviathan’s development, such as the lack of an approved outline plan for bringing gas from Leviathan, without which Noble Energy cannot obtain rights to develop the field.
Leviathan’s partners are waiting for Antitrust Authority director general David Gilo’s decision on a suspected cartel in the licenses. The companies have invested over $800 million in Leviathan to date, mostly for drilling and planning the field’s development.
Postponing Leviathan’s oil well is the latest development in the saga. The Atwood Advantage ultra deepwater drillship, which was scheduled for delivery in September to drill the well, is still at the Daewoo shipyard in South Korea, and is now not likely to arrive before the second half of 2014. The ship was built to order for Noble Energy, after the rig that tried to reach the oil-bearing strata was forced to stop drilling at a depth of 6,500 meters because of high pressure disparities at the great depth. Updated estimates give a 25% probability of finding 1.5 billion barrels of oil in various target strata beneath Leviathan’s gas-bearing strata.
Construction of the Atwood Advantage was completed in September. Noble Energy has committed to hiring the ship at a cost of $584,000 a day, and planned to first use the ship at Leviathan before moving it to other deepwater fields offshore from West Africa and the Falklands.
Noble Energy said, “We remain committed to the development of the Leviathan field and continue to work hard to advance the project.”

A struggle for control over Israel's gas resources has delayed Woodside Petroleum Ltd's proposed acquisition of a 30 per cent stake in the Leviathan field, The Australian Financial Review reports.
According to the newspaper, the $US1.3 billion ($A1.39 billion) deal is yet to be completed almost a year after its announcement as debate continues over how much gas Israel should keep for local use and how much it is worth.
Israel was mostly reliant on imported energy until gas was discovered off its coast in recent years.
Woodside could be cut out of the equation as Russia, China and South Korea want to lock up large chunks of the gas and some domestic parties want to keep the reserves at home, the AFR reports.
