Πώς βλέπουν οι εταιρείες τις τουρκικές προκλήσεις; (Interview by VP of SeaNG) | SigmaLIVE

Πώς βλέπουν οι εταιρείες τις τουρκικές προκλήσεις;

ENI-KOGAS says will continue operations as normal in Block 9 | Cyprus Mail

ENI-KOGAS says will continue operations as normal in Block 9

ENI-KOGAS says will continue operations as normal in Block 9
By Elias Hazou
ENI-KOGAS are continuing their operations normally within offshore Block 9 and do not anticipate that their drilling schedule will in any way be affected by the latest Turkish moves.

The consortium’s ongoing operations at the Onasagoras reservoir are proceeding according to plan, government sources said.
Last week Turkey issued a NAVTEX (Navigational Telex), a notice to mariners advising that it was reserving areas south of Cyprus for seismic surveys from October 20 to December 30.
The coordinates reserved under the NAVTEX trespass into offshore blocks 1, 2, 3, 8 and 9 of Cyprus’ Exclusive Economic Zone (EEZ).
Inside block 9, the area reserved by the Turkish advisory directly borders – but does not overlap – the spot where ENI-KOGAS are currently conducting exploratory drilling for natural gas, on licence from the Republic of Cyprus.
Moreover, none of the areas reserved by the Turkish advisory – which Cyprus has dismissed as null and void -overlap with any of the areas reserved by Cyprus for ENI’s operations.
In early September, ahead of the arrival of ENI’s drillship, the Saipem 10000, Cyprus authorities had issued a NAVTEX reserving areas for ENI in blocks 2, 3 and 9.
Where these three offshore blocks are concerned, the areas reserved by Turkey lie within a short distance – sometimes within a few nautical miles – just north of the areas where ENI will be operating.
Due to the sheer size of offshore blocks, a NAVTEX typically reserves only certain sections of any given block.
However, the areas reserved by Turkey do come between the Cypriot coastline and the areas where ENI is operating.
This could conceivably pose a minor nuisance to the operations, in that ENI’s support vessels – travelling back and forth to the drillship and the port of Larnaca – may have to skirt the areas reserved by Turkey and take a longer route.
The Turkish NAVTEX enters into effect on October 20 and expires on December 30, although it could be renewed. ENI’s drilling schedule is expected to last between 12 and 18 months, according to officials.
ENI itself declined comment in response to questions from the Cyprus Mail.
On Saturday, on the back of the Turkish NAVTEX, the Turkish foreign ministry issued a press release saying it would provide support to the breakaway regime’s seismic research activities, including acquiring a drilling platform and “dispatching it to an area to be determined.”
Speaking on the state broadcaster on Tuesday, Solon Kassinis, former head of the energy service, said he did not think the oil companies were unduly perturbed by the Turkish moves.

“We had the same situation with Block 12,” he said, alluding to another Turkish seismic survey ship, which for over a fortnight in November 2011 was wandering in offshore blocks 4, 5, 6, 10, 11 and12.
Kassinis also downplayed Turkey’s stated intent to bring a drilling platform to Cyprus’ offshore blocks, doubting that Turkey would find a corporation willing to do that.

Greece Initiates Offshore Oil and Gas Tender Process | JDSUPRA

Greece Initiates Offshore Oil and Gas Tender Process

Greek Offshore Hydrocarbon Bid MapGreece has initiated its tender process for offshore oil and gas (hydrocarbons) exploration as of August 26, 2014. The Greek Ministry of Environment, Energy and Climate Change is seeking bid applications for its offshore oil and gas exploration in 20 block areas in the Ionian Sea and south of Crete. The Greek government is hoping this will aid the Greek economy by encouraging an influx of investment capital.
Greece is utilizing a licensed-based system where applicants will have to acquire certain licenses in order to qualify as operators. Successful bidders will be awarded exploration and development rights for a primary term of eight years which will be subject to extensions. The Greek government has made several concessions with the objective of making the process more attractive to investors and international oil and gas companies. Paramount among these is a substantial decrease in its corporate tax rate from 40% to 25%. The 25% consists of a 20% income tax and a 5% regional tax.
The submission deadline ends six months after the date of initial publication (August 26, 2014), which will be February 27, 2015. The Ministerial Decree calling for tenders is available online.

Ερώτηση: Τα κοιτάσματα της Κύπρου είναι Ευρωπαϊκά και υπάρχει η ομπρέλα, η ασφάλεια της Ευρωπαϊκής Ένωσης. Ισχύει ή δεν ισχύει κάτι τέτοιο;

Ερώτηση: Τι σκέφτεται η Ιταλική Προεδρία και η Ιταλική Κυβέρνηση, αφού η ΕΝΙ είναι ιταλική κοινοπραξία;

Ερώτηση: Μια άλλη πληροφορία που μεταδώσαμε χθες τηλεοπτικά, λέει ότι υψηλόβαθμα στελέχη της NOBLE ήταν το Σαββατοκύριακο που πέρασε στην Κύπρο. Είχατε συνάντηση μαζί τους;

Ερώτηση: Δηλαδή βρίσκονταν στην Κύπρο την ώρα που συνέβαιναν οι προκλήσεις;

Ερώτηση: Πως αντιμετωπίζουν αυτές τις απειλές και τις προκλήσεις;

Ερώτηση: Σε ότι αφορά τον χειμώνα που έρχεται και την εσωτερική αγορά ενέργειας και τον εφοδιασμό της ΕΕ, λόγω και των τεκταινόμενων στο ουκρανικό μέτωπο, υπάρχει ανησυχία στην Ευρώπη;

Egypt pays another $1.5 billion to oil producers | Interfax

Egypt pays another $1.5 billion to oil producers

By Leigh Elston
Posted 3 October 2014 13:05 GMT
The Egyptian government has paid an additional $1.5 billion in debt owed to foreign oil and gas companies, bringing its total overdue payments down to $4.9 billion, the Ministry of Petroleum said on Thursday.
The payment was funded through an EGP 10 billion loan from local banks, arranged by the National Bank of Egypt, the statement said.
Egypt paid the last $1.5 billion debt instalment to foreign oil operators in December 2013. The country needs to keep up with its overdue payments to encourage fresh investment in oil and gas exploration, said Petroleum Minister Sherif Ismail.
The petroleum ministry is also taking a more flexible approach in its upstream contract negotiations, and appears open to offering better terms and prices to existing and new concession holders (see BP contract renegotiation could revive Egyptian offshore,2 October 2014).
The government has, for example, negotiated a deal with Dana Gas under which the company can strip out and export any new condensate production in Egypt and use the revenues to pay down the $280 million in outstanding receivables owed to the company (see Dana to increase Egyptian output but shortage persists, 2 October 2014).
The ministry will also allow IOCs to sell gas directly to private industrial users at a price that can be negotiated after gas is found – rather than one locked into production-sharing agreements.

BP contract renegotiation could revive Egyptian offshore

A platform in BG Group’s Rosetta field offshore Egypt. Better prices will be key to offshore development. (BG Group)A platform in BG Group’s Rosetta field offshore Egypt. Better prices will be key to offshore development. (BG Group)
Talks between Egypt and BP over the pricing of gas produced from the $10 billion deepwater North Alexandria field are part of a slow renaissance of Egypt’s wider offshore sector, even though they have not yet been successfully concluded.
Ahmed Moazz, Egypt manager for Sea Dragon Energy, said old-fashioned contracts and bureaucratic practices were responsible for Egypt’s poor upstream performance over the past decade. He called BP’s initial contract renegotiation in 2010 “a revolution” and said the current talks are extremely important for the industry.
“I think it is a game-changer in the sense that BP has also got a concession agreement [which had been] ratified by the [Egyptian] parliament – which is normally the last thing you can change – changed.”
Others share Moazz’s confidence, with one industry source saying: “Something is happening now because the government and the decision makers finally see that BP is not playing games”
The source added that the outcome of the talks between Cairo and the oil major will indicate how flexible the government is prepared to be in renegotiating contracts with other operators.
A BP spokesman confirmed no contract had yet been signed, but that “progress [was] still being made”. Should a deal be reached, the government still plans to use the estimated 5 trillion cubic feet (142 billion cubic metres) of reserves to supply the domestic market, said the spokesman.
Egypt’s Petroleum Minister Sherif Ismail said in June that BP’s West Nile Delta North Alexandria project – the biggest gas development in Egypt – had restarted after being shuttered during the 2011 revolution.
However, this turned out to be untrue, and the project is unlikely to come onstream before the end of this year. BP would not comment on Ismail’s premature announcement, nor would it provide details on what is holding up the restart.
The field is expected to produce gas at a rate of up to 28.3 million cubic metres per day (MMcm/d), potentially meeting up to 25% of Egypt’s gas needs. Had the project been restarted this year, Ismail estimated in his June announcement that initial production would have reached 12.7 MMcm/d by 2017 and 22.7 MMcm/d by 2018.
BP has already renegotiated the West Nile Delta contract once. In 2010, BP and its partner RWE Dea signed amended contracts for the North Alexandria and West Mediterranean Deepwater blocks, altering the deals from product sharing agreements (PSAs) to concessions. This allowed the companies to fund development themselves, pay royalties to the government instead of sharing the gas, and bypass the slow spending and work approvals process involved when operating with a government joint venture.
Cairo will be able to afford to sweeten the price it pays to gas producers from the historic $2.65/MMBtu as subsidies are slowly reduced and prices for some industrial users rise to as high as $8/MMbtu. Wood Mackenzie analyst Martijn Murphy said other concessions in Egypt’s Mediterranean region were receiving upwards of $5/MMbtu.
Price is key
Officials and private sector managers say securing better gas prices for existing concession holders is a key element to developing offshore fields.
Murphy said BP’s DEKA project in the Temsah concession was an example of this. BP and Eni announced first gas from the Denise and Karawan fields on 21 August, with peak production of just over 6.5 MMcm/d expected at the start of next year.
“I think that they likely achieved better pricing that allowed them to proceed with the development and that has probably incentivised it,” Murphy said.
RWE Dea Egypt General Manager Maximilian Fellner told Interfax the company’s offshore North Idku and Northeast Almeria concessions included some gas discoveries, but the company needed a higher price to develop them.
Fields in production include Edison International’s shallow water Abu Qir development, and BG Group’s Rosetta, Sequoia and West Delta Deep Marine concessions – the first of which is aimed at the domestic market, while the other two are export-oriented.
But price is not so much of a hindrance for new offshore exploration.
Exploration incentives
Egypt has returned to annual bidding rounds, and is allowing IOCs to sell privately to industrial users and to negotiate prices after gas is discovered – instead of locking a figure into PSAs. These changes make it commercially viable to develop Egypt’s deep offshore and technically difficult high pressure reservoirs, such as BP’s North Alexandria deal, which require either much higher prices or better fiscal terms.
The results can be seen in the latest Egyptian Natural Gas Holding Co. concession awards. Three of the five offshore blocks offered in the 2013 bidding round received bids – all of which are in deep water.
In September, Eni announced it had won the North Leil block, covering 510,500 hectares in 2,100-2,800 metres of water, and a half share with BP in the Karawan Offshore block, covering 456,500 hectares in 2,000-2,500 metres of water.
A Petroceltic and Edison International JV was awarded the North Port Fouad block, which is in 1,400-1,800 metres of water and close to the Levantine basin.

Turkey warned to stop offshore harassment near Cyprus drill zone | Famagusta Gazette

FAMAGUSTA GAZETTE, Monday, 06 October, 2014

THE Government has warned that there will be serious implications for the process of peace talks, if the Turkish provocations in Cyprus Exclusive Economic Zone (EEZ) continue and if there is any harassment of the companies operating in it.

"Harassment in any manner of the Company which operates within the Exclusive Economic Zone of the Republic, it is in no way compatible with the orderly conduct of the talks, " said Sunday Government Spokesman Nikos Christodoulides

Speaking in Limassol, Christodoulides said that on Friday evening, Turkey issued a directive to seafarers (NAVTEX), which binds some areas within the EEZ of the Republic of Cyprus and that the Cyprus Republic directly adopted a directive which proved the illegality of Turkey`s Directive.

The issue, he noted, was particularly important since was violating the sovereign rights of the Republic of Cyprus and the rights of the company ENI-KOGAS, active within the EEZ of Cyprus, following an agreement with the Republic.

"We have made representations and will continue to make," said the Spokesman suggesting that the Cyprus Government expects all those who have publicly talked about the inalienable sovereign right of Cyprus to exploit its Exclusive Economic Zone, to help terminating such occurrences. "

Nikos Christodoulides said that "harassment in any way of the company which operates within the EEZ of the Republic, is in no way compatible with the orderly conduct of the talks," adding that "this is a clear message that we expect to reach its target and to have results. "

Asked if whether he meant even the ending of the talks, the government spokesman said that for such serious issues what counts most are the deeds and not words and that the Government was constantly assessing the situation.

He noted that a relevant a meeting was held on Saturday at Ministerial level, in the presence of technocrats and that the Cypriot Government was expecting to see the developments.

Christodoulides also said that yesterday`s statement by the Turkish Foreign Ministry that followed the directive to seafarers, was reproducing the well - known Turkish argument that lacks any legal or other arguments."

He expressed the view that “it may be an indication of the inability of Turkey to deal with the problems of the region and possibly through such actions may want to create a crisis or other problems."

"Our position is clear, accepted by the entire international community and we will continue our actions based on these data," he said.

Consortium ENI/KOGAS has been awarded exploration licenses in Cyprus` EEZ, in Blocks 2,3 and 9.

ENI completed 2 seismic surveys, and is planning to drill 6 wells in the coming 18 months.

Exploration and appraisal drilling in Block 12 of Cyprus` EEZ by Noble Energy&Delek has shown estimated reserves of 3.6 Tcf to 6 Tcf, namely 5 Tcf. Further exploration is planned by the consortium.

Turkey to prove that has no interest to maintain troops in Cyprus

If the actual position of the Turkish President is that is not in Turkey`s interest to maintain troops in Cyprus, we expect to see that through concrete actions, not words, said the Government Spokesman Nikos Christodoulides.

Invited to comment on what had followed the statements of Vice President of the United States Joe Biden on Turkey in a Harverd`s forum, Nikos Christoudoulidis said he would not comment on the dialogue and communications between the American and the Turkish Government, but he would rather stand in Biden`s statement that Turkish President had stated that it would not be in Turkey`s interest to have troops in Cyprus.

"We believe in this, that there is no benefit for Turkey indeed there is a cost, but if that`s the real position and view of the Turkish President, we expect to see it through concrete actions and deeds, not words," he said.

Cyprus has been divided 1974 when Turkey invaded and occupied its northern third. The latest round of UN-backed peace talks has been under way since last February aiming to reunite the country under a federal roof.

Israel to Soon Announce the Leviathan Production Strategy | Natural Gas Europe

October 06th, 2014

Israel to Soon Announce the Leviathan Production Strategy

The partners in the Leviathan have decided on a development plan for the giant field as reported by Reuters. The field, estimated at 21 Tcf of natural gas, is located 130 kilometers west of Haifa in waters 1,500 meters deep. The partners submitted their proposal to Israel’s authorities in which they lay out the best strategy to develop Israel’s largest offshore field.
The Texan company and its partners had been struggling to develop an export plan since the country approved via a decision from Netanyahu’s cabinet ratified by the High Court of Justice a 40% export quota.
Building an LNG facility by importing Woodside’s expertise was a possibility for a while but a dispute between the Australian giant and the Israeli tax authorities ended such prospects. Israel has also been exploring regional avenues, discussing with its neighbouring countries the possibility of supplying them with some of its natural gas.
Jordan, looking to substitute the disrupted Egyptian gas could be an opportunity for an Israel struggling to find a way to reach distant markets. Egypt, once a net energy exporter, had miscalculated its domestic needs and is now also in desperate needs to overcome its shortfalls of gas, pressured by a growing domestic consumption and export obligations.
In fact, the Leviathan partners conducted a series of talks with Britain’s BG Group, the operator of processing plants located in Idku, Egypt. Exporting gas through Egypt via the facility would give Israel the flexibility to reach far reaching customers. Noble also signed a letter of intent with Jordan’s state-owned National Electric Power Co. to sell natural gas to a Jordanian in a potentially multibillion-dollar deal.
The strategy drafted by the Leviathan partners is expected to encompass those regional deals. The Leviathan is expected to reach production stage by 2018. It is predicted that the partners in the giant field will seek to commence by exploiting local opportunities.
Whilst some energy commentators went as far as suggesting that energy is deeply altering the geopolitical landscape of the Eastern Mediterranean and may open the door to new energy collaborations, it is difficult to imagine deep changes in security dynamics overnight.
Regional deals remain fraught with political tensions and still need to overcome public sentiments against an Israeli-Arab collaboration. Beyond immediate frontiers, Noble’s strategy will touch upon overseas opportunities and with the deteriorated diplomatic relations withTurkey, a Leviathan-Turkey pipeline scenario seems to be far-fetched. The proposal is now pending regulatory approval from the competent authorities and subject to its endorsement is expected to be announced in the weeks to come.

Different gas ambitions in the Eastern Mediterranean | The National (UAE)

Crossing the dividing line from the Greek Republic of Cyprus to Turkish-backed Northern Cyprus is simple enough. Past the crossing point on Ledra Street, churches give way to mosques, Starbucks and designer fashion shops to Ottoman caravanserais and family tailors. But this frontier, which presents no impediment to tourists, has so far been an impassable barrier to gas.
In late September, a drill-ship contracted to Italy’s ENI and South Korea’s Kogas arrived to start drilling south-east of Cyprus, adjacent to the Israeli maritime border. It was shadowed by a Turkish navy corvette, as Turkey considers these waters disputed, a reminder of the island’s drawn-out division. But none of the contenders for the Eastern Mediterranean’s gas – Israel, Lebanon and Egypt being the others – has an easy route to wealth.
When a consortium led by US-based Noble Energy found giant gas fields in the Eastern Mediterranean in 2009 and 2010, Turkey – Europe’s fourth largest gas market, and a route to the EU – seemed the obvious export market. But with no resolution to the division of Cyprus in view, and the island lying firmly in the way of any pipeline route, Cyprus and Israel have had to look elsewhere for buyers.
As analyst Allison Good points out, as Israeli relations with Turkey have cooled, it has grown closer to Cyprus. At one point, it seemed the countries might cooperate on a joint liquefied natural gas (LNG) plant on Cypriot soil. But with Cyprus’s first (and so far only) gas discovery, Aphrodite, turning out to be smaller than hoped, its gas export hopes have been set back. Now it may buy Israeli gas temporarily to cover domestic needs, while waiting for success in this year’s drilling campaign to revive its ambitions.
Israel’s gas policy has so far been far from impressive – losing the chance to bring in Woodside, one of the world’s leading LNG companies, through chaotic messages over increased taxation and export quotas for gas.
But the commercial interest of the companies involved, and the size of its geological bounty, have been enough to compensate for political failings. Despite some public opposition, energy-short Jordan, let down by previous supplier Egypt and with Iraq out of the running for now, has little choice but to begin importing Israeli gas.
The most disastrous policy of all has been in Lebanon. After raising wild expectations amongst its people of easy petroleum riches, political deadlock continues to hold up its first bid round. Tantalised by the highly promising geology, qualified international oil companies are growing exasperated, and the troubled security situation deters them further. Meanwhile, Lebanese endure long electricity outages.
The situation in Egypt is not much better, and less forgivable. Gas and power shortages stem from a failure by successive governments to tackle subsidies, pay a realistic price for gas, and reimburse companies on time. Egypt’s recent bid round, including a number of deepwater offshore blocks along the Cypriot and Israeli borders, was surprisingly successful but it will take years to add to production.
To fill the shortfall, Egypt’s two LNG plants are negotiating to import Israeli gas and chill it for re-export. No doubt some of this gas will make its way quietly to Egyptian domestic customers. This is pragmatic but recognises the failure of Egypt’s own energy policy, and Cairo’s loss of control of its own destiny.
After conquering Cyprus despite losing a fleet at the battle of Lepanto, the Turkish Grand Vizier told the Venetian ambassador, “You have singed my beard, but I have cut off your arm.” The region’s volatile combination of gas and politics may singe a few more beards, but Lebanon and Egypt are in danger of cutting off their own arms.
