By SETH CROPSEY / For the Register
In recent years the Houston-based oil company, Noble Energy has discovered about 42 trillion cubic feet of natural gas off the coasts of Cyprus and Israel – a volume which could easily double with new exploration. Greece’s waters could hold as much as 165 tcf. The European Union’s total consumption last year was only 15.67 tcf! Under the deep waters of the Eastern Mediterranean lies an economic boon that could lower global energy prices, reduce our allies’ dependence on Russia and provide funds for fiscally strained Greece and Cyprus.
But those seas roil with the de-secularization of Turkey and the fall of stable, although authoritarian, regimes in Egypt and Syria. In response, Israel, Greece and Cyprus are drawing together to protect their off-shore hydrocarbon reserves in a relationship of necessity nourished by shared political values. Aside from conducting naval exercises with Israel and Greece, U.S. policy hasn’t reflected this new democratic triangle of Jerusalem, Nicosia and Athens.
The Tamar drilling natural gas production platform is seen some 25 kilometers West of the Ashkelon shore in Israel.
Instead, American foreign policy carries on blithely. Since the end of Truman’s first term, the U.S. has loaned or granted $12.5 billion to Turkey, plus $14 billion in military assistance. President Barack Obama welcomed Prime Minister Erdogan to the White House in March. They discussed commercial ties, mutual security and Syria. The administration offered a press release singling out the “strong partnership and friendship rooted in common values” between the U.S. and Turkey. American defense companies continue to sell equipment to Turkey such as tactical aircraft, surveillance planes and helicopters. Turkey is partnering with the U.S. on the Joint Strike Fighter program and plans to purchase 100 of the new planes.
This would make sense if Turkey were still a dependable NATO ally, valued for its location at an important chokepoint connecting the Black Sea with the Mediterranean. But cordial relations with Ankara are no longer appropriate. Erdogan, an Islamist, is transforming Turkey into a state characterized by repression, single-party rule and human rights abuse. The State Department’s 2012 human rights report notes that the Turkey has imprisoned or charged scores of journalists, students, street demonstrators, writers and political figures under anti-terror laws. Surely these are not the “common values” Obama touted.
But if the Obama administration is unwilling to strengthen the hand of Turks who want to see their country return to westward-looking, moderate governance, they can at least assist the friendly outposts of democracy in the region. The U.S. maintains an anachronistic weapons embargo against Cyprus, a legacy of the conflict that divided Greek and Turkish Cypriots four decades ago. Other embargoed states include Iran, North Korea, Syria, China and the terrorist group, Hezbollah. Cyprus’ place in this rogue’s gallery is questionable as a member of the European Union, a flourishing democracy with a multi-party system, a fully functioning national legislature and an independent judiciary.
At a minimum the U.S. should allow sale of patrol boats to protect the Cypriot natural gas facility from attack by sea: the Syrian and Lebanese coasts are fewer than a hundred miles to the east. A dozen patrol craft could do nothing against a Turkish navy which boasts over 100 combat vessels.
Finally, the U.S. should strengthen its Sixth Fleet, the Mediterranean Fleet. It presently has few vessels: a command ship based in Italy, and a few ballistic missile destroyers based in Spain.
The Sixth Fleet is nowhere near the strength that is needed to support our friends in the region if the Syrian civil war starts to spill across borders, if Egypt faces similar domestic unrest or in the event of an Israeli strike against Iran’s nuclear weapons facilities. Reinvigorating the Sixth Fleet with a single carrier battle group and an amphibious task force would help deter conflict – as its presence would have encouraged terrorists to think twice about attacking America’s ambassador in Libya last year.
A Sixth Fleet with muscle would also go a long way toward re-asserting U.S. commitment in a region where Russia, China and Iran have been increasing their naval presence. U.S. policy may wish to “re-balance” toward Asia, but as NATO’s southern flank grows in strategic importance and the Eastern Mediterranean grows in economic importance, America’s status will suffer immeasurably by showing the world that we can only protect our vital interests one at a time.

Leviathan partners want Woodside to pay more | GLOBES
The reasons for a higher price are larger estimated natural gas reserves, greater chance of finding oil, and interest from Turkish buyers.
22 October 13 16:06, Amiram Barkat
Negotiations to sell 30% of Leviathan to Woodside Petroleum Ltd. (ASX: WPL) for $1.25 billion will resume, following Monday's High Court of Justice ruling on natural gas exports, industry sources believe. Leviathan's partners will reportedly ask Woodside for a much higher price, but this will not wreck a deal.
The main reasons for a higher price are the larger estimated natural gas reserves at Leviathan from 16 trillion cubic feet (TCF) to 19 TCF, the greater chance of finding large quantities of oil, and increased competition from Turkish buyers for the gas.
Noble Energy Inc. (NYSE: NBL) owns 39.66% of Leviathan, Delek Group Ltd.(TASE: DLEKG) units Avner Oil and Gas LP (TASE: AVNR.L) and Delek Drilling LP (TASE: DEDR.L) each own 22.67% and Ratio Oil Exploration (1992) LP (TASE:RATI.L) owns 15%. In December 2012, Woodside signed a non-binding letter of intent to acquire 30% of Leviathan for $1.25 billion in cash. The deal was subject to milestones, including the signing of a final agreement in exchange for a down payment of $696 million, and the obtaining of regulatory permits for gas exports and the construction of liquefied natural gas (LNG) infrastructures. Woodside also agreed to pay up to an additional $1 billion if the price of gas exported from Leviathan was higher than set out in the formula appended to the letter of intent.
Delek and Ratio did not conceal their unhappiness with the size of Woodside's offer and hinted that they could get higher offers. Russia's Gazprom JSC (RTS: GAZP; LSE: GAZD; DAX: GAZ), Korea Gas Corporation (Kogas), and other companies were mentioned as interested in Leviathan before the deal with Woodside.
When the letter of intent was signed, Woodside believed that the final deal would be signed by February 2013. But the Israeli elections in January delayed a decision on gas exports recommendations by six months, and, at the insistence of Minister National Infrastructures Silvan Shalom, cut the export quota from 50% to 40%. The talks between Leviathan's partners and Woodside remained frozen even after the government decision until the High Court of Justice dismissed the petitions against the decision yesterday.
In the meantime, there has been substantial progress in talks between Leviathan's partners and a Turkish consortium that wants to buy gas from the reservoir and deliver it to customers via pipeline. A Turkish pipeline would jeopardize Woodside's plans for an LNG plant for exports to its customers in China. The Turkish plan has the support of Israeli government officials and the plan's return on investment would be much faster than the return on an LNG plant, which would cost $10-15 billion. On the other hand, Israeli-Turkish relations have been unsettled of late. In addition, Woodside gives great weight to Prime Minister Benjamin Netanyahu's reportedly strong support for its deal.

Projects of Common Interest (PCI) | European Commission
On 14 October 2013, the European Commission has adopted a list of 248 key energy infrastructure projects. These projects have been selected by twelve regional groups established by the new guidelines for trans-European energy infrastructure (TEN-E). Carrying the label "projects of common interest" (PCI) they will benefit from faster and more efficient permit granting procedures and improved regulatory treatment.
They may also have access to financial support from the Connecting Europe Facility (CEF), under which a €5.85 billion budget has been allocated to trans-European energy infrastructure for the period 2014-20.
For a project to be included in the list, it has to have significant benefits for at least two Member States; contribute to market integration and further competition; enhance security of supply, and reduce CO2emissions.
The list of PCIs will be updated every two years.

NOBLE ENERGY ANNOUNCES APPRAISAL DRILLING AND FLOW TEST RESULTS OFFSHORE REPUBLIC OF CYPRUS | Noble Energy

October 3, 2013
NOBLE ENERGY ANNOUNCES APPRAISAL DRILLING AND FLOW TEST RESULTS OFFSHORE REPUBLIC OF CYPRUS
Production testing procedures were performed over a 39-foot section of the upper Miocene reservoir. The test, limited by surface equipment, yielded a maximum flow rate of 56 million cubic feet per day (Mmcf/d) of natural gas. Performance modeling indicates development wells in the reservoir should have capacity to deliver up to 250 Mmcf/d. Evaluation of drilling data, wireline logs and reservoir performance information has resulted in an updated estimate of gross resources of the field ranging(1) from 3.6 trillion cubic feet (Tcf) of natural gas to 6 Tcf, with a mean of approximately 5 Tcf. The Cyprus A structure represents the third largest field discovered to date within the Deepwater Levant Basin .

Cyprus on the Verge of Shifting East Med Gas Strategy | Natural Gas Europe
Cyprus is facing a dilemma with regards to its natural gas strategy, as highly credible information has been leaked over the past few days to local media suggesting a significantly reduced amount of gas for Aphrodite Block 12. This would effectively terminate the chances of establishing an LNG terminal and cooperation with Israel looks like the only way out.
The findings of the first appraisal drilling by Noble Energy point to less than 5 tcf in Block 12, which greatly diminishes the prospects of constructing an LNG terminal that requires 5.5 tcf in order to be economically viable.
Moreover, local sources are putting numbers closer to 3 tcf of gas in place, making the whole investment perilous when considering the high depths involved and the capital needed to create necessary infrastructure. Furthermore, the Cypriot government through its energy authorities has made known that a second appraisal drilling will take place, no sooner than March 2014 and it could be delayed up to a year from now. On the other hand other sea blocs could contain smaller reserves of 1-2 tcf that could be joined with Block 12 to revitalize the LNG terminal project. This would no doubt derail plans for at least another 4-5 years.
Cyprus has drafted a last minute emergency plan in order to deal with these developments. It intends on negotiating with the Noble and Delek in order to provide further incentives to continue with their offshore investment program.
It will also accelerate initiatives to have four research drills from early 2014 onwards by Eni, which has already bought licenses to conduct exploration.
Most importantly, Nicosia is going to push forward with a comprehensive energy collaboration with Israel that would transport gas from Tamar and Leviathan to Cyprus for export to international markets.
At the moment, Tel Aviv has approved no decision of such kind, although it is widely assumed that 400 bcm could be exported worldwide and Cyprus believes that this is enough to boost its own LNG terminal viability prospects for the long term.
In mid-October, a delegation headed by the Cypriot energy minister Yiorgos Lakkotrypis will visit Israel to conduct talks. In the event of a positive response, Cyprus will push forward an international campaign to raise capital needed for LNG infrastructure and then negotiate percentages with interested companies.
Should Israeli response be negative, Cyprus could delay any LNG decisions until further explorations take place offshore Cyprus and if those prove successful, it would then proceed by itself in establishing necessary infrastructure.
In this event, Eni, as it was previously mentioned, would be allowed to rapidly drill in the Cypriot offshore zone, where it is estimated to stay for 24 months and conduct eight exploration drills, four each year in the sea blocks numbered 2, 3, and 9.
Total SA is set to conduct two exploration drills in early 2015. Concurrently on 9th of October it will sign a Memorandum of Cooperation with the Cypriot government for its future involvement in the LNG terminal and thereafter be able to participate in the aforementioned negotiations between Nicosia, Noble and Delek.
All in all, prospects for creating an LNG sector in the Eastern Mediterranean takes yet another twist and illustrates the complexities of offshore exploration. Judging by the latest developments it is more than certain that any definite assessment regarding the prospects of an LNG terminal in Cyprus should not be expected before the end of 2014.

| mignatiou.com

During his visit to the United States, the minister held meetings with US Secretary of Energy Ernest Moniz and State Department officials, while he delivered speeches at think tanks and had meetings with members of the Congress, the Jewish lobby and members of the Greek-American community.
Lakkotrypis expressed satisfaction with the results of his contacts both in Washington and New York.
We basically explained what we are doing in the Eastern Mediterranean, what Cyprus is doing with regards to exploration, exploitation of hydrocarbons. I have to say that we had some excellent meetings including what I consider the highlight of meeting with the Department of Energy and the Secretary of Energy himself, Mr. Moniz, he said.
Speaking on Thursday evening, at an event organized at Marsh USA Inc. premises in Manhattan, Lakkotrypis stressed that Cyprus vision is to become an energy centre in the Eastern Mediterranean and contribute to the geopolitical stability and economic development of the region.
Responding to a question by the audience, he said that the recovery of Cyprus economy must not depend by the natural gas exploitation and the Cyprus government is doing everything possible for the recovering of the economy, focusing on the sectors of tourism and services.
He also noted that the issue of natural gas exploitation is not related to the talks for a Cyprus settlement, expected to begin in October, because then Cyprus would become Turkeys hostage for another 39 years.
Lakkotrypis stressed that while the settlement of the Cyprus problem is a top priority for the Cyprus government, the government must at the same time proceed with the hydrocarbons research and exploitation project, irrelevant of the course of the negotiations on the Cyprus problem.
On Friday Lakkotrypis visited the New York Stock Exchange and had meetings with members of the American Jewish Committee (AJC) and its Executive Director David Harris and members of the New York Energy Forum, as well as with the Director of the Global Energy GME Group.
On Thursday he had a series of meetings with organizations and companies dealing with energy issues, New York based think tanks, New York state officials and the media.
The Minister also had a meeting with members of the World Policy Institute, whom he informed on the natural gas issue.
In his statements to the press, Lakkotrypis noted that he discussed with US Secretary of Energy numerous ways that we can collaborate, be it renewable sources of energy or another element which is of interest to all the countries in the Eastern Mediterranean which are environmental protection and ways and processes that we can develop in order to respond potential environmental disasters.
Weve agreed that we will take this conversation further to see how the US can support us in a couple of these endeavors we have undertaken, he added.
I could see that with all the stakeholders that we talked to everyone was pretty excited to what is going on in the Eastern Mediterranean and want to hear more and want to be updated and stay up to date, he stressed.
Asked about the Liquefied Natural Gas (LGN) facility, Lakkotrypis said the LNG facility is being built with the potential to go to three trains and potentially more. Weve marked down the land for in essence three trains. Now, once Israel makes its decisions and should it decide that it would liquefy in Cyprus then we are looking at a pipeline on shore of Cyprus where it will be liquefied and shipped to its destination, he noted.
Asked about his meeting with Senator Menendez, Lakkotrypis said they discussed about Syria, noting that the Senator is interested to see how we can bring about stability, general stability in the region, within the context of Syria as well.
So we discussed with the Senator what we are doing in Cyprus, how we envision the region and how we hope that the discoveries in this new wealth can bring about prosperity and stability which will in turn attract foreign direct investments and further development growth, he added.
He said that the Senator was really interested to hear whether the operations that we are doing in offshore drilling have been impacted by the Syrian situation and my answer was no. Of course you might have technical difficulties if you have military operations but so far, despite the congestion of warships in the Eastern Mediterranean we havent had any significant impact, Lakkotrypis added. — (KYPE)

Eastern Mediterranean Natural Gas Sector Developments | Natural Gas Europe
Over the past few days a set of developments in the Eastern Mediterranean's natural gas sector have shed a new light on the turbulent region, which, for the most part, is characterized by the ongoing military preparations against Syria.
To begin, Eni is said to be interested in securing a deal with Israel in order to transfer gas from its offshore reserves into Cyprus.
Israel's energy Minister is currently on tour in Italy to meet with his counterpart along with Eni directors to discuss future plans that include participation of the Italian company in transferring gas that is going to be produced there in the near future.
