Egypt to become energy center in Eastern Mediterranean: Min. - EGYPT TODAY

CAIRO – Egypt is working to become a regional center for trading energy in the Eastern Mediterranean region during the upcoming period through the exploitation of its strong infrastructure, Minister of Petroleum Tarek el-Molla said.
El-Molla announced Egypt's readiness to cooperate with other countries in the region to receive gas, and then liquefy it and to re-export to Europe.
This came during Molla’s participation at the third Euro-Arab Summit under the theme "Horizons of Partnership" representing President Abdel Fatah al-Sisi, in the Greek capital Athens, which started today and lasts for two days.
The minister pointed out that despite the natural and human resources of the Arab region, the optimal use of these resources has not yet been achieved, which clearly demonstrates great disparity in the trade balance between Arab countries and the European Union.

An international conference on the future of energy in the eastern Mediterranean held in Nicosia earlier this month had three main themes: global energy developments and their impact on the East Med; the oil and gas industry and the prospects for the region, and energy transition and renewables in the East Med.
Impact of global energy developments
The keynote presentation was made by Professor Jonathan Stern of Oxford University’s Institute of Energy Studies, who is a renowned expert in the global energy and gas industries. It was a forceful but sobering presentation setting the global scene. His opening statement was that the ‘good old days’ of the global gas sector are over. Industry liberalisation, increasing competition, short-term trading, the relentless advance of renewables, energy efficiency and carbon reduction policies are impacting future energy demand. The future for gas is uncertain due to competition from low carbon energy and Paris Climate Agreement commitments.
The rate of growth of energy, power and gas demand in Europe has declined since its peak in 2010. Low prices also mean that companies want guarantees for projects for at least 15 years – otherwise they do not invest. Russian gas penetration of Europe is increasing and low prices make it difficult for others to compete.

The state-owned Petroleum Pipeline Company (BOTAŞ) reached an agreement on financing the Turkish Stream pipeline with the Russian state-owned gas and oil giant Gazprom, the Turkish company's General Manager Burhan Özcan said Monday.
"We have already agreed with them on the issue [of financing]. However, I cannot disclose any figures, in what percentage ratio will we do this," Özcan said, speaking at the 22nd World Petroleum Congress in Istanbul.
The BOTAŞ head said that the process of obtaining permits for the second line of TurkStream continues in a positive way, adding that "there are no pitfalls in it."

By KAROLINA TAGARIS AND ANGELIKI KOUTANTOUATHENS (Reuters) - Cyprus will push ahead with its oil and gas development plans despite potential setbacks, including the decades-long Cyprus conflict, its energy minister said on Thursday.
Cyprus is keen to develop its energy sector to bolster an economy that relies largely on tourism and business services. But its efforts could be complicated by the island's division between Turkish Cypriots and Greek Cypriots [since the 1974 Turkish invasion and the forced removal from the north of its 85% majority Christian population in its entirety].
Turkey, which supports a breakaway Turkish Cypriot state in northern Cyprus, says the island's Greek Cypriot-led government has no right to explore for hydrocarbons.
On Wednesday, Greek Cypriot and Turkish Cypriot leaders began fresh reunification talks in what United Nations mediators say represents the best chance at peace in decades.

Gas execs in Cyprus to discuss prospects - IN CYPRUS / CYPRUS WEEKLY
Energy minister George Lakkotrypis will kick off the Fourth Eastern Mediterranean Gas Conference (EMGC) on Tuesday during which a range of gas industry executive speakers will explore the region’s potential natural gas resources and the path to production.
The conference, run by Gulf Publishing Company, will be held in Nicosia on March 14-15. The conference is sponsored by Deloitte and Cyprus Hydrocarbons Company and is supported by Tiger Offshore, Petroleum Economist, World Oil, and Gas Processing.
Investment and activity in the region has shown a resurgence following Eni’s discovery of Zohr in 2015. Cyprus recently announced the results of its third Licensing Round with blocks approved to be awarded to energy majors Eni, Eni/Total, and ExxonMobil/Qatar Petroleum. Israel has announced that it plans to launch its first auction round for energy development rights to five offshore blocks for natural gas development.

ENI believes there is a sense in investing in Cyprus and it is committed to be here especially at this particular period of time, ENI Cyprus LTD Managing Director Alessandro Barberis has said.
Speaking on Monday during a conference organised by the PRIO Cyprus Centre, in collaboration with the Atlantic Council, the Friedrich-Ebert-Stiftung in Cyprus and Istituto Affari Internazionali and Strata Insight, Barberis said that ENI has a strong presence in this region and especially its activities in Egypt date back to 1954.
He added that after the discovery of Zhor gas field off the coast of Egypt, the position in the country has been reinforced. The finding of Zhor, he pointed out, opened a completely new era that was unknown. Barberis said that the company struggled a lot to find partners in Zhor and ended up drilling it 100% alone, but the risk was well paid by the results, he pointed out.

Cyprus gas via Turkey the most viable option, experts say - CYPRUS MAIL

Transporting natural gas to Turkey from Israel and Cyprus seems to be under current market conditions the most viable option, but not without geopolitical risks, experts said on Monday at a conference titled ‘The Future of Eastern Mediterranean Gas’.
The conference, the fourth in a series on energy in the eastern Mediterranean, was organised by the Prio Cyprus Centre, in collaboration with the Atlantic Council, the Friedrich-Ebert-Stiftung in Cyprus and Istituto Affari Internazionali and Strata Insight.
Charles Ellinas, non-resident senior fellow with the Atlantic Council, said that in the long term the transport of natural gas through a floating LNG (FLNG) plant is a serious option, since options such as exporting gas to Europe through Egypt, through the mooted East Med pipeline or through Turkey, seem not to be viable because of low prices internationally.

LONDON—Italian major Eni has taken an unconventional approach to the ongoing “lower for longer” industry downturn, achieving outstanding results by focusing on conventional oil and gas.
While many upstream companies have pulled back from conventional offshore exploration and development activity due to traditionally longer project cycles in order to focus on shorter-cycle, faster return unconventional projects, Eni has stuck to what it knows best, according to Luca Bertelli, the company’s chief exploration officer.
Speaking in London on Nov. 15 during the exploration-focused PETEX exhibition and conference, organized by the Petroleum Exploration Society of Great Britain, Bertelli told a crowd that Eni decided “to stay conventional. We did not want to follow the pack, but stay with what we know. We see many opportunities remaining.”

Europe's gas industry not a happy place: Conference - NATURAL GAS EUROPE
For those who fear the worst for the prospects for gas in Europe, Dusseldorf was not a reassuring place to be these last few days. That’s because the highlights of the tenth annual European Gas Summit organised by Platts (part of S&P Global) in the German city persistently returned to the themes that demand forecasts are always too high, that the industry is behind the curve in responding to public concerns about carbon emissions; and that the much-trumpeted prospective sources of supply, notably LNG from the US and eastern Mediterranean, may simply find no room in the European market.
This approach was kicked off by the veteran gas trader Wolfgang Peters, who blamed the European Union as much as Russia for damaging the reputation of gas as a speedy and cost-effective way of tackling CO2 emissions. “The European Commission will not acknowledge there has been reputational damage to natural gas,” said Peters, who formerly headed RWE’s supply and trading operation in the Czech Republic. “Gas advocacy should be more assertive," Peters said. “Even without a subsidy, it can make a huge contribution to the reduction of greenhouse gas emissions.”

Israeli partners line up Tamar, Leviathan rig - NATURAL GAS EUROPE
The controlling stakeholders offshore Israel – Noble Energy and Delek Group – are moving forward in their expansion and development plans for Tamar and Leviathan gas fields by trying to coordinate and schedule a sequence of drilling operations between the two projects.
A source told NGE that a tender was issued for a drilling rig, which is supposed to arrive at Israel later this year. The rig will drill a new well at Tamar field, Tamar 5, the source said. The new well is part of the expansion plan for the already producing field.
Speaking at the Herzeliya Conference June 16, Delek Group CEO Yossi Abu said that by the end of the year a drilling rig would arrive in Israeli waters. However he did not refer to the Tamar field. Drilling production wells in Leviathan will follow final investment decision at the end of this year, so not before the second half of next year, at the earliest.

Energy Minister Yuval Steinitz says Israel will offer new offshore gas exploration licenses in the fall.
Israel has undiscovered offshore natural gas worth four more Leviathan fields, Minister of National Infrastructures, Energy and Water Resources Yuval Steinitz has told the 16th Herzliya Conference of the Institute for Policy and Strategy (IPS) at the Interdisciplinary Center.
Steinitz said, "It's no secret that Israel has had a major downturn in growth, in investments and in exports and that's very worrying. Developing the gas fields, bringing natural gas to factories and transport and developing export pipelines all these things are a huge engine of growth. What might save us from recession and bring us back to a reasonable level of growth is natural gas."

Yiorgos Lakkotrypis, the Republic of Cyprus Minister of Energy, Commerce, Industry and Tourism, told an event hosted by Natural Gas Europe in Brussels on May 25 that he sees strong interest from international oil companies (IOCs) in the country's recently launched offshore licensing round. The event was also addressed by the EU's energy union commissioner Maros Sefcovic.
Eni's discovery of the giant Zohr field offshore Egypt was significant for nearby Cyprus, the minister said. Zohr was based on carbonate structures and ancient reefs, and similar key structures had been identified around the Eratosthenes Seamount in Cyprus's exclusive economic zone.

Israel is scheduled to hold an international oil and gas bid round this year, confirmed Eitan Levon, consul general of Israel to the Southwest US, in a presentation at OTC in Houston.
Addressing industry delegates, Levon revealed that the Levant basin could still hold undiscovered resources of 6.6 billion barrels of oil equivalent. In a statement in November, Israeli Energy Minister Yuval Steinitz said experts estimate that there are between 10,000 and 15,000 billion cubic meters of gas in the East Mediterranean basin.

Gas Fields – Incentives to Form Relations with Neighboring Countries - ISRAEL DEFENSE

The discovery of gas fields is a tremendous incentive for the economic development of Israeli industries, for development of transportation and for the reduction of air pollution. It is also an incentive to create an infrastructure of improved and innovative international contacts and relationships with neighboring countries, such as Jordan, Egypt, the Palestinian Authority, Greece, Cyprus and Turkey. This is the main conclusion of two panels of energy experts, who participated in the Hadera EnergyTech Conference held at the Hilton Hotel in Tel Aviv.
All the speakers expressed their hope that the Israeli government and all relevant parties will rush to develop the Leviathan gas field, as well as other, new fields. Yossi Abu, CEO of Delek Drilling, said, "the use of gas is a revolution in public health due to reduction of air pollution. Gas is a key factor in positioning the geopolitical status of Israel ".

Israel Looks to Mediterranean Gas as Stabilizing Force in the Region - FORBES
Israel’s minister of infrastructure, energy and water, Yuval Steinitz promoted the idea of Eastern Mediterranean natural gas a stabilizing force in the region this past week, in remarks made at the IHS Energy CERAWeek in Houston.
The minister suggested that natural gas produced in the region and a functioning transport infrastructure could ease regional tension by providing ample energy resources to all those countries in need of it.
“I think it might serve stability at least in part of the Middle East,” said Steinitz.
