EGAS cancels third consecutive LNG tender - ENTERPRISE

EGAS has canceled an LNG tender for six cargoes from the Idku gas liquefaction plant for loading between 5 October and 1 November, three market sources told Reuters without providing a reason. 

This is the third consecutive tender cancelled by the company. 

The tender canceled last month was due to low bids, sources told the newswire.

The first phase of Cyprus Gas Company’s (DEFA) tender process for the supply of liquefied natural gas (LNG) has triggered considerable interest from major international players such as Shell, BP, Eni and Total.

According to DEFA, 25 suppliers, among the most dominant in the global LNG market, are seeking to supply gas to Cyprus and have submitted the prerequisites to qualify for the next stages of bidding and negotiation.

“The intense market competition for LNG supplies confirms that the strategy to acquire an FSRU was a decision toward the right direction,” a DEFA statement said.

Bidders/suppliers participating in the next round of bidding and negotiating are; Gunvor International B.V. EGAS has canceled an LNG tender for three cargoes from the Idku gas liquefaction plant near Alexandria, market sources told Reuters. 

The tender, which closed on 28 August, was canceled due to low bids, the sources said.

SINGAPORE - Egyptian Natural Gas Holding Co (EGAS) has offered three liquefied natural gas (LNG) cargoes for loading from the Idku plant in September, two industry sources said on Tuesday.

The cargoes are offered on a free-on-board (FOB) basis for loading over Sept. 9-11, Sept. 24-26 and Sept. 30 to Oct. 2, they said.

The tender closes on Aug. 28, they added.

Egypt indicated it’s ready to rejoin the club of major exporters of liquefied natural gas, making the biggest offer to supply the market in at least five years.

The state gas company EGAS is tendered to sell four cargoes of LNG for loading in April, three people with direct knowledge of the matter said. The bids are due March 18 and valid until March 25, according to the people, who asked not to be named because details of the tendering process is confidential.

Extra supplies from Egypt would hit a market already battling with spot prices for the super-chilled fuel trading at the lowest level since July 2017 following a mild winter that curbed demand across Europe and Asia. The US, Russia and Australia all are contributing to a glut, starting new plants to export the fuel and build market share.

Cyprus is preparing to tender a contract for the supply of an FSRU to be moored at Vassiliko. Plans for the project are progressing despite a proposal to pipe gas to Cyprus from offshore Israel, according to an official at Cypriot state-owned utility DEFA.

Companies will be invited to submit bids within the next few weeks, Andreas Pentaliotis, gas officer at DEFA, told Interfax Natural Gas Daily. After the tender for the FSRU, DEFA will hold two tenders for LNG supply.

Egypt’s oil and gas sector is expected to receive $10 billion in investments in the next two years.

CAIRO - Egypt is close to reaching self-sufficiency in natural gas and resuming exports, which would end almost a decade of dependence on imports.

Egyptian Petroleum Minister Tarek el-Molla said Egypt’s latest liquefied natural gas tender for nine shipments of natural gas could be its last because local production would meet domestic demand and even allow for energy exports next year.

“I don’t think there will be more tenders beyond this. I think this is it,” Molla said. “Local production should cover our needs.”

Egypt would look to export natural gas to international markets almost a decade after halting exports due to increasing consumption, decreasing production and a lack of upgrade for Egypt’s natural gas fields. Natural gas finds, particularly in the eastern Mediterranean, have revamped Egypt’s energy plans.

Greece’s state-run natural gas supplier (DEPA) is eyeing purchases of greater quantities of liquefied natural gas (LNG) over the coming three-year period, a move attributed to growing demand in the country and the region.

The development could also mark the inaugural supply of LNG from North American providers.

The utility's board of directors this week approved a tender for LNG supplies, open to European and US companies.

According to figures released late last month by the natgas grid operator in the country, DESFA, and the independent statistics authority, LNG supplies to Greece in 2016 increased by 30.5 percent – deliveries and re-exported quantities – compared to 2015.

According to preliminary estimates for the current year, a 30-percent increase in LNG supplies is forecast.

Cyprus is determined to press forward with its energy plans irrespective of any Turkish provocations, energy minister Giorgos Lakkotrypis reiterated on Tuesday.

He was speaking to reporters following a closed-doors briefing to MPs on the state of play regarding the government’s offshore hydrocarbons programme.

Asked about the dispatch of the Turkish seismic survey vessel Barbaros Hayreddin Pasa, as well as Turkey’s naval military drills off Cyprus, Lakkotrypis said these moves would not perturb Nicosia.

“The answer is clear… the procedures regarding our energy programme are not affected,” he said.

“Turkey is provoking us and will continue to do so, but we shall continue doing the self-evident, which is to exercise our sovereign rights, no more, no less.”

The Oil Ministry has postponed commissioning a third FSRU, saying it has no need to increase natural gas imports for 2017, Oil Minister Tarek El Molla told Al Borsa. The FSRU was scheduled to arrive at the SUMED port in Ain Al Sokhna in June 2017. We reported earlier this week that EGAS has locked-in its 2017 gas needs through a “mega tender” that gave it 96 cargoes for delivery across 2017 and 2018 with the option to buy 12 additional cargoes this coming year.

Egypt will import around 60 cargoes of liquefied natural gas (LNG) next year and Glencore will be the biggest supplier, trading sources with knowledge of the results of Egypt's mega tender for 2017 and 2018 said on Monday.

Glencore bagged the right to supply around 25 liquefied natural gas (LNG) cargoes to Egypt, while second-placed Trafigura is understood to have won the right to supply about 18 cargoes of the super-cooled fuel, the trading sources said.

Other parties successful in Egypt Natural Gas Holding's (EGAS) tender included BB Energy, Gunvor and Vitol, the sources added.

Cyprus is preparing to launch an independent study into importing LNG as Nicosia looks to revive plans for an LNG purchase tender.

State-owned Natural Gas Public Co. (DEFA) has invited consultants to submit bids to carry out the research. Up to 10 bids are expected from companies including Gaffney, Cline & Associates, KPMG, Wood Mackenzie, DEP Levant Oil & Gas, DNVGL, Arntzen de Besche and Genesis Oil and Gas.

"The objective of the study is, based on the analysis of the various options of LNG supplies, to identify and propose an option/project, an appropriate process and a timetable for the supply of gas to Cyprus [as soon as possible] and before 2020," the tender documents say.

Egypt launched the world's biggest tender for liquefied natural gas (LNG) on Sunday as officials from top energy companies and trading houses converged on Cairo undeterred by new rules forcing them to wait even longer to get paid.

After months of speculation and delay, state-run Egypt Natural Gas Holding (EGAS) released tender documents on Sunday bidding to secure 96 LNG shipments in 2017 and 2018, participants in the tender told Reuters.

An additional 12 optional cargoes were included in the tender, which EGAS may decide not to award, they said.

It is the biggest mid-term LNG buy tender ever issued, trade sources said.
