CAIRO, Dec 27 (Reuters) - Egypt has set a new international tender for oil and gas exploration rights in the Nile Delta and Mediterranean sea, the state news agency reported on Tuesday.

The tender was set for 12 blocks, split evenly between onshore and offshore, and the deadline for offers in the bid round was set for April 30, 2023, the tender announcement showed.

Is this it? Are we going to be the energy export hub to the EU next week? Egypt is expected to sign a new oil and gas agreement with the EU next week, Oil Minister Tarek El Molla said yesterday, without providing further details. While he framed the announcement as a “cooperation agreement,” he added that this is part of plans to turn Egypt into a natural gas export hub for the East Mediterranean basin. Cypriot Foreign Minister Nicos Christodoulides had said earlier this month that Egypt and Cyprus would be ready to sign the contracts for a pipeline “in the near future” and that the different parties involved “are in the process of negotiating the terms of the natural gas sale and the purchase agreements.” The two countries were also waiting to hear back from the EU on their preliminary framework for the agreement as of March.

El Molla also said yesterday that the Oil Ministry is also planning to issue tenders for 10-11 oil and gas exploration blocks, as well as other drilling tenders in the Red Sea by the end of the year, according to Reuters.

The Oil Ministry is preparing to sign 12 new oil agreements with a combined investment value of at least USD 433 mn, Minister Tarek El Molla said yesterday, Al Masry Al Youm reports. 

The ministry is also gearing up to issue the first international tenders for oil and gas exploration along Egypt’s Red Sea border with Saudi Arabia. 

The tenders are contingent on geological scans in the area, which industry sources had previously said should be complete sometime in 1H2018.

Greece’s Ministry of Environment and Energy has invited interested parties to submit bids within 90 days from the date of publication of its tender notice in the Official Journal of the European Union.

The tenders were published in the Greek gazette on Aug. 11. Yannis Bassias, director at Hellenic Hydrocarbons Resources Management SA (HHRM), told OGJ, “Although the Greek gazette published the tenders, the official 90-day competition period will start from the day the European gazette publishes the tenders, probably in September.”

Egypt's General Authority for Petroleum (EGPC) announced on Sunday it would hold a tender for oil exploration in the country's Eastern Desert.

The areas open for exploration include Wadi Dara, with a total area of 50 square kilometres, and block G in West Gharib, with an area of 20 square km.

Bids must be submitted by December 28, according to an advertisement EGPC posted in local newspapers.

Egypt has been pushing for new oil and gas discoveries and speeding up production at existing fields, aiming to cut down on imports and return to exporting natural gas in coming years.

Greece launched two tenders on Monday for offshore oil and gas exploration and exploitation in the west and south of the country, the energy ministry said.

The move follows expressions of interest by a consortium of Total, Exxon Mobil and Hellenic Petroleum for exploration in two sites off the island of Crete, and by Greece’s Energean for a block in the Ionian Sea in western Greece.

Investors will have 90 days to submit offers to the Hellenic Hydrocarbons Resources Management (HHRM) from when the announcement is published in the European Union’s official gazette.

Greece has launched a program to discover more oil and gas, encouraged by recent large gas finds off Israel and Cyprus and spurred on by its protracted financial crisis.

New seismic surveys planned for launch in December - ENERGY PRESS

EDEY, the Greek Hydrocarbon Management Company (Hellenic Hydrocarbons Resources Management), plans to stage new seismic surveys later this year at an area covering 46,000 square meters south of Crete. This offshore area had been scanned in 2013 by PGS from north to south but will now be looked at from east to west.

The hydrocarbon company is also moving to conduct more detailed surveys in areas west of Crete and south of the Peloponnese covering 11,000 square meters, while PGS will apply new techniques to soon reprocess older data gathered from the Ionian Sea in an area covering 26,000 square meters.

The news concerning these three initiatives, highlighting EDEY’s intention to intensify local hydrocarbon sector efforts, is expected to be announced today in specialized international industry media to promote the prospect of new sesismic data sale purchases by international oil companies.

CAIRO Jan 17 (Reuters) - Egypt will hold an international tender for 11 oil and natural gas exploration blocks in the Mediterranean sea and Nile Delta during the second half of fiscal year 2015-2016, Khaled Abdel Badie, head of state-owned EGAS said in a statement on Sunday.

Egypt, which used to be a net energy exporter, has turned into a net importer over the past few years due to increased consumption and falling production.

It has been on a drive to lure foreign investors back to its energy sector, many of whom left due to growing arrears. Egypt currently owes about $3 billion to international oil companies.

Χθες μία ακόμη έκθεση του γνωστού οίκου Wood Mackenzie, που έχει ιδιαίτερη εξειδίκευση στον ενεργειακό τομέα, ήρθε να επιβεβαιώσει τη δεινή θέση στην οποία έχει περιέλθει ο κλάδος της έρευνας και παραγωγής υδρογονανθράκων εξαιτίας της πτώσης των τιμών του αργού. Η μελέτη παρακολούθησε την πορεία πολυάριθμων project έρευνας και παραγωγής από την έναρξη της κατάρρευσης των τιμών του μαύρου χρυσού το 2014.

Το εντυπωσιακό συμπέρασμα που προκύπτει είναι ότι ο λογαριασμός της κρίσης απαριθμεί σε 68 μεγάλα project που έχουν ανασταλεί και περιέχουν συνολικά 27 δισ. βαρέλια πετρελαίου που έμειναν θαμμένα κάτω από τη γη εξαιτίας των χαμηλών τιμών του πετρελαίου. Και όπως επισημαίνει η Wood Mackenzie όσο οι τιμές συνεχίζουν να πέφτουν, τόσο οι επενδυτικές δαπάνες θα περιορίζονται και η λίστα με τα "παγωμένα" έργα θα μεγαλώνει.

Μόνο τον περασμένο Ιούνιο τα project που αποφασίστηκε από τις εταιρείες να "παγώσουν", αντιστοιχούν σε παραγωγή 1 εκατομμυρίου βαρελιών την ημέρα, σύμφωνα πάντα με τους υπολογισμούς της εξαιρετικά ενδιαφέρουσας μελέτης, που επισημαίνει ότι η τελική επενδυτική απόφαση για την πλειονότητα των έργων μετατέθηκε για το 2017 ή και αργότερα.

Τώρα ως προς τη σύνθεση της λίστας, από τα συνολικά 68 αδρανή έργα πάνω από τα μισά αφορούν σε βαθιά νερά (deepwater projects), στα οποία είτε δεν είχε επιτευχθεί ικανοποιητική μείωση του κόστους ανάπτυξης ώστε να καταστούν βιώσιμα είτε είχαν ήδη ξοδευτεί σημαντικά ποσά προκαταβολικά με αποτέλεσμα ήδη το budget να έχει ξεφύγει με τις τρέχουσες τιμές του αργού. Σε κάθε περίπτωση τα deepwater έργα που έχουν σταματήσει είναι ως επί το πλείστον καινούρια έργα ανάπτυξης και δεν αφορούν σε περιοχές που βρίσκονται ήδη σε εκμετάλλευση.

Ελληνικός προβληματισμός

Η κατάσταση όπως έχει διαμορφωθεί – χθες το αμερικανικό αργό έδινε μάχη να διατηρηθεί πάνω από τα 30 δολάρια κλείνοντας στα 30,72$ - προκαλεί έντονο προβληματισμό και στην ελληνική αγορά, η οποία εμφανίζεται εξαιτίας των καθυστερήσεων (των προηγούμενων αλλά και της σημερινής κυβέρνησης) να έχει χάσει το momentum. Θυμίζουμε ότι οι διαγωνισμοί που βρίσκονται σε εκκρεμότητα για τα οικόπεδα της Δ. Ελλάδας αλλά και για τα 20 θαλάσσια οικόπεδα της Δ. Ελλάδας ξεκίνησαν με τις τιμές στα 70 και στα 100 δολάρια, αντίστοιχα (καλοκαίρι και φθινόπωρο του 2014).

Οι χαμηλές τιμές σημαίνουν ότι το ρίσκο για τις εταιρείες που θα θελήσουν να συμμετάσχουν μεγαλώνει ακόμη περισσότερο, ενώ ακόμη και για τις περιοχές που έχουν παραχωρηθεί και βρίσκονται σε εξέλιξη έρευνες, είναι πλέον εξαιρετικά δύσκολο έως απίθανο να βρεθεί κάποιος νέος συνεταίρος που θα θελήσει να συμμετάσχει στα επενδυτικά κόστη. Αυτό φάνηκε και με την αποχώρηση της Petroceltic από την κοινοπραξία με τα ΕΛΠΕ στην περιοχή του Πατραϊκού.

Πλέον οι αντικειμενικές συνθήκες που επικρατούν στην αγορά καθιστούν εξαιρετικά δύσκολη έως αδύνατη την ανάπτυξη νέων έργων ενώ ακόμη και επενδυτικά έργα που βρίσκονται σε εξέλιξη, όπως της Energean στον Πρίνο αντιμετωπίζουν σοβαρά ζητήματα. Θυμίζουμε ότι όπως είχε αποκαλύψει πρόσφατα η εταιρεία, εάν οι τιμές του πετρελαίου πέσουν στα 30 δολάρια, τότε απλώς θα καλύπτονται τα έξοδα της εταιρείας, υπό τον όρο ότι θα ολοκληρωθεί το μεγάλο επενδυτικό πρόγραμμα ύψους 200 εκατ. ευρώ που τρέχει για αύξηση της παραγωγής στα 4-5 χιλιάδες βαρέλια.

Πάντως εάν για τον Πρίνο που υπάρχουν έτοιμες υποδομές και οι επενδύσεις αφορούν σε περαιτέρω αξιοποίηση εν λειτουργία κοιτάσματος, οι επενδύσεις παραμένουν βιώσιμες, δε συμβαίνει το ίδιο με νέες περιοχές. Ακόμη και στο Κατάκολο όπου υπάρχει επιβεβαιωμένο κοίτασμα και το ρίσκο αποτυχίας μιας γεώτρησης είναι μηδενικό, το οριακό κόστος για να είναι βιώσιμη η επένδυση υπολογίζεται πάνω από τα 35 δολάρια καθώς θα πρέπει να κατασκευαστούν νέες υποδομές με μεγάλα κόστη. Γίνεται αντιληπτό ότι για τις άλλες υπό εξερεύνηση περιοχές (Ιωάννινα, Πατραϊκός και οικόπεδα Δ. Ελλάδας) τα πράγματα είναι ακόμη πιο δύσκολα.

Για να μην πάμε στον ανοιχτό διαγωνισμό για τα 20 θαλάσσια οικόπεδα, ο οποίος με τις τρέχουσες τιμές και με την προοπτική την επόμενη διετία το πετρέλαιο να παραμένει σύμφωνα με τα πιο αισιόδοξα σενάρια στην περιοχή των 50 -60 δολαρίων, θα πρέπει να θεωρείται ουσιαστικά νεκρός: όταν έργα πολύ πιο ώριμα με σαφώς μικρότερο ρίσκο και κόστη αναστέλλονται για μετά το 2017, το όνειρο των ελληνικών κοιτασμάτων, μάλλον θα πρέπει να περιμένει ακόμη πιο πολύ…

Fall of oil price pushes EGPC to halt tender for new exploration | ENERGY EGYPT

The price of Brent on international markets recorded $34.4 on Wednesday and reached a maximum of $45 in November.

The Egyptian General Petroleum Corporation (EGPC) postponed offering new exploration tenders for oil and gas for foreign companies in ten areas until prices of Brent oil stabilise in international markets, instead of offering tenders early in 2016.

Security approvals related to these areas have been finalisaed, CEO of EGPC Mohamed El-Masry said. He said however that the continuous decline in Brent’s prices is not encouraging companies to apply for exploration for crude oil.
