BEIRUT (AP) — Lebanon and Cyprus signed a long-delayed sea border agreement on Wednesday, ending an almost 20-year impasse that had stalled some oil and gas exploration in the Mediterranean Sea, as Europe seeks alternatives to Russian fuel.

Lebanese President Joseph Aoun and Cypriot counterpart Nikos Christodoulides signed the agreement at the Baabda presidential palace outside the Lebanese capital, Beirut, finalizing an initial deal first inked in 2007.

Christodoulides called the deal a “historic agreement” in a joint press conference with Aoun, who in turn said the signing sends “a clear ... invitation” to anyone who wants to cooperate with Lebanon.

The Pegasus and Glaucus blocks in Cyprus’ EEZ may contain as much as 8-9 trillion cubic feet of natural gas, ExxonMobil officials told President Nikos Christodoulides in New York overnight.

On the sidelines of the UN general assembly, Christodoulides met a delegation from ExxonMobil headed by Vice President John Ardill, who outlined the latest figures.

He stressed that the Cyprus government attaches great importance to ExxonMobil’s presence in its EEZ, adding that “our cooperation is excellent and always based on honesty. I look forward to the assessment of the results for Pegasus, as well as for Block 10.”

Ardill emphasised that progress had been achieved and highlighted the success of the surveys at Pegasus.

The discovery follows the successful completion of drilling operations conducted by the consortium of ExxonMobil Exploration and Production Cyprus (Offshore) Limited (Operator) and QatarEnergy International E&P LLC.

Drilling at the Pegasus-1 well has detected a 350-metre column of natural gas, the government announced on Monday, giving no more clues about the significance of the find – but separately sources told the Cyprus Mail that the “news from Pegasus is good”.

In a written statement after an afternoon conference call between President Nikos Christodoulides and Vice President of Global Exploration at ExxonMobil John Ardill, the government said another discovery of natural gas has been made at the Pegasus-1 site in Block 10 of Cyprus’ exclusive economic zone (EEZ).

“The Pegasus-1 well… indicated approximately 350 metres of gas-bearing reservoir,” government spokesman Konstantinos Letymbiotis said.

Drilling had been carried out by the Valaris DS-9 rig at a distance of 190km southwest of the island, and at a depth of 1,921m.

“Further assessment will be required in the coming months to evaluate the results.”

Cyprus issues Navtex for drilling in block 5 of EEZ - CYPRUS MAIL

Cyprus issued a Navtex on Sunday in relation to the start of drilling at the ‘Electra’ field, in bloc 5 of the Cypriot exclusive economic zone (EEZ).

According to the Joint Rescue Coordination Centre (JRCC), the Navtex came into force from January 19, until June 19, 2025 with the drillship VALARIS DS-9 conducting the operations.

Speaking to the Cyprus News Agency, Energy Minister George Papanastasiou, said that the VALARIS DS-9 drillship is in Block 5, confirming that the Navtex in question relates to drilling in Block 5 and specifically the ‘Electra’ field.

Papanastasiou reminded that EXXON MOBIL is active in Block 5 in a joint venture with Qatar Energy.

Asked if there is a timetable for the start of drilling, Papanastasiou said that this depends on the positioning of the drilling rig, which should be set at the right coordinates with the target being in the centre of the drill, which, according to the Energy Minister, also depends on the weather conditions.

Papanastasiou estimated that the timeframe stipulated in the issued Navtex for bloc 5 would not need to be exhausted. He added that the drilling results are expected to be known at the end of February, while an official announcement will be made at the end of March, following an evaluation, on the quantities of the deposit.

“Energy giants from Gulf states” are interested in possibly drilling for natural gas in Cyprus’ Exclusive Economic Zone (EEZ), President Nikos Christodoulides said on Friday.

Addressing the Energy symposium in Nicosia, he said this interest constitutes a “vote of confidence in the prospects of Cyprus’ EEZ”.

He said work is “progressing intensively” regarding the ‘Aphrodite’ deposit in block 12, with Energy Minister George Papanastasiou having said last week that the revised plan for the deposit submitted by American corporation Chevron in September is now being “discussed at a technocratic level”.

On the matter of the ‘Kronos’ reservoir, he said Italian energy company Eni are expected to submit a development plan soon, and that he had held a telephone conversation with the company’s head Claudio Descalzi on Thursday.

Papanastasiou said last week that Eni is “fast tracking” the process.

“We expect this month or next for there to be a development and production plan” for the deposit in question, Papanastasiou said, adding that the gas from the ‘Kronos’ reservoir will also be taken to Egypt for liquefaction and subsequent export.

ENI's discoveries in Cyprus' Exclusive Economic Zone (EEZ) and the scenarios for the exploitation of the confirmed drillings as well as the preferred solutions to efficiently meet domestic energy priorities were discussed in a meeting with the President of the Republic, Nikos Christodoulides, and ENI's CEO Claudio Descalzi held Tuesday in the presence of the Ministers of Energy and Foreign Affairs at the Presidential Palace.

According to a joint written statement by the Republic of Cyprus and Eni, President Christodoulides and Descalzi met today to discuss "Eni's activities and future projects in the country".

In particular, President Christodoulides and ENI's CEO reviewed the discoveries made in 2022 by Eni and its partner TotalEnergies of Cronos and Zeus which led to the drilling of Cronos 2 appraisal well in late 2023.

Italian ENI’s exploration in the “Cronos-2” target within Block 6 of Cyprus’ exclusive economic zone (EEZ) appears to have yielded positive results, as gas flaring reported from the drilling site indicates the discovery of a natural gas reservoir.

According to the Cyprus News Agency, the occurrence of gas flaring is considered a clear indication of the presence of a natural gas deposit. The drilling activities at “Cronos-2” were conducted using the Transocean Barents floating rig, which is under lease by ENI, the operator of Block 6.

The discovery at “Cronos-2” marks the fourth successful find in Block 6, following the identification of “Zeus” with an estimated quantity of 2-3 trillion cubic feet, “Cronos-1” with an estimated quantity of 2.5 trillion cubic feet, and “Calypso.”

ENI characterised “Calypso” as a “promising discovery,” confirming the extension of the “Zohr-like play” within the Cypriot EEZ.

PARIS, Aug 22 (Reuters) - Energy companies TotalEnergies (TTEF.PA) and ENI (ENI.MI) said they had made a significant gas discovery at the Cronos-1 well, in Block 6, offshore Cyprus.

Cronos-1 probe in Block 6 has found at least 2.5 Tcf of gas in place, with significantly more potential, according to the operator, as per UpStream Online

Cronos-1 encountered several good quality carbonate reservoir intervals and confirmed overall net gas pay of more than 260 meters, said TotalEnergies in a statement.

"This successful exploration well at Cronos-1 is another illustration of the impact of our Exploration strategy which is focused on discovering resources with low technical cost and low carbon emissions, to contribute to energy security including to provide an additional sources of gas supply to Europe," said Kevin McLachlan, Senior Vice President, Exploration at TotalEnergies.

Eni-Total discovers large gas deposits in block six, reports say (updated) - CYPRUS MAIL

A large natural gas deposit has been discovered by ENI/Total in block six of Cyprus’ EEZ, daily Alithia and state broadcaster Cybc reported on Friday, but the energy ministry later stated drilling at the block is still in progress.

The initial report added that an official announcement is expected once more work has been carried out, while there are positive indications that there may be more deposits nearby.

Soon after the reports emerged, Foreign Minister Ioannis Kasoulides warned that: “Block six is one of the seven locations which Turkey has decided to carry out illegal drillings.”

Kasoulides told radio Trito he hopes the positive developments on new deposits will not be impacted by the Abdulhamid Han, Turkey’s newest drillship.

The minister further stated that there are procedures when new deposits are located namely that the energy ministry is informed first and the company issues its announcement soon after.

Nicosia is not ruling out possible provocations by Turkey near natural gas exploration plot 6 within Cyprus’ Exclusive Economic Zone in the near future, Philenews reported on Tuesday.

This is what President Nicos Anastasiades told National Council members who met on Monday, adding that Turkey is likely to send a fourth survey-conducting vessel in the Mediterranean island’s EEZ, in full violation of international law.

Turkey continues to carry its Eastern Mediterranean provocative operations on sea into the summer, leading to an escalating war of words with both Cyprus and Greece.

Nicosia is certain that the target of the Turkish actions this time will be block 6. However, Turkey’s actions are carried out in such a way that problems do not arise with the countries whose companies are active in Cyprus’ EEZ.

Cyprus is hoping to begin exporting its natural gas from the Aphrodite gas field by 2026, Minister of Energy, Commerce and Industry, Natasa Pilides, has said.

Speaking after a hearing of the parliamentary committee of Commerce, Pilides said there are many options concerning natural gas infrastructures, one of which is a pipeline connecting the Cypriot gas fields with Egypt, either a joint pipeline with Israeli gas fields or separately.

Pilides also said that there were already discussions with companies that own pipelines from various gas fields to the Egyptian natural gas infrastructure and its contractor companies, as they also should be engaged in the talks with a view to developing the infrastructure within the timeframe, that is three to four years.

The Cyprus energy ministry confirmed a reservoir of high-quality gas was encountered by the ExxonMobil-led Glaucus-2 appraisal well. The drilling of the well was conducted in the area known as Block 10 in the Exclusive Economic Zone (EEZ) that has been challenged by Turkey. The ministry said that operations in the EEZ included production testing.

“The consortium will proceed with a detailed analysis and evaluation of the data collected to more accurately determine the qualitative and quantitative characteristics of the reservoir, as well as potential development and commercialization of the discoveries,” the ministry said in a statement.

Cyprus previously estimated gas resources in the reservoir of between 5 and 8 Tcf when the discovery from the Glaucus-1 well was announced in 2019. ExxonMobil and Block 10 partner Qatar Petroleum began drilling the Glaucus-2 well using drillship Stena Forth in December 2021.

ExxonMobil is the operator and holds a 60% interest in Block 10. Qatar Petroleum International Upstream OPC holds the remaining 40% stake.

NICOSIA, Cyprus (AP) — Natural gas will remain an important energy source through 2050 and quantities of the hydrocarbon found off the east Mediterranean island nation of Cyprus could reach markets through a pipeline or by liquefying it for transport by ship, the head of ExxonMobil's Cyprus arm said Tuesday.

ExxonMobil Cyprus lead country manager Varnavas Theodossiou said “all energy sources remain important” for the next three decades “across a range” of scenarios set out under the Paris Agreement on climate change as the globe shifts to cleaner fuels toward achieving a zero-emissions goal.

He told The Associated Press by email that a combination of a pipeline or ship-transported, liquefied gas is also a possibility in getting the hydrocarbon to market.

Turkey has sent a letter of complaint to UN Secretary-General Antonio Guterres taking issue with Cyprus’ recent decision to grant natural gas exploration rights to the ExxonMobil/Qatar Petroleum consortium in Block 5 of its exclusive economic zone and to move ahead with exploratory drilling in Block 10.

Note: Turkey must be told to address the rights of its 20+ million Kurdish community before preaching and threatening Cypriots about their 15% minority community.

In the letter, dated December 20, Turkey’s permanent representative to the UN, Feridun Sinirlioglu, describes Cyprus’ decision for Block 10 as “another example among the many escalatory steps jeopardizing peace and stability.” He also stresses the determination of Turkey and the Turkish-occupied north of Cyprus to protect their legal rights and interests against such “unilateral acts and provocations.”

With regard to Block 5, Sinirlioglu claims the deal violates Turkey’s rights, adding that Turkey “will not allow any unauthorized hydrocarbon activity within its continental shelf.”

US giant ExxonMobil and Qatar Energy Friday signed an exploration and production-sharing contract for oil and gas in Cyprus’ Exclusive Economic Zone (EEZ) despite Turkey’s opposition to the deal.

The contract was signed by Cypriot Energy Minister Natasa Pilides and Varnavas Theodosiou, CEO of ExxonMobil Cyprus and Ali al Mana, Director of Qatar Energy’s International Upstream and Exploration.

It is the second Cyprus exploration contract the consortium has signed and the tenth licenced block of 13 in the Cypriot EEZ.

The consortium holding the concession on block 10 in Cyprus’ Exclusive Economic Zone are making final preparations for follow-up drilling to narrow down the precise quantities of natural gas in place, with the results expected sometime in spring 2022, Energy Minister Natasa Pilides said Thursday.

She was speaking at a press conference she called taking stock of the energy ministry’s work over the past year.

Pilides said other offshore exploratory projects are likewise getting back on track following the delays caused by the coronavirus situation, stressing that the government is prepared to deal with any Turkish provocations on the high seas.

The next natural gas exploration round as well as the hydrocarbon quantities located will determine the speed and the exploitation of the hydrocarbon reserves in Cyprus’ Exclusive Economic Zone (EEZ), Minister of Energy, Commerce and Industry Natasa Pilides has said.

Addressing the 9th Energy Symposium in Nicosia, Pilides also expressed the view that natural gas should remain a transitory fuel as the EU progresses to the green transition despite views expressed that this should be banned from the energy mix.

“The next exploration round, which is expected to begin with the drilling by ExxonMobil and Qatar Petroleum in block 10, is something we eagerly await with high expectations, because surely the hydrocarbon quantities in our offshore blocks will determine to a large extent the speed and the way of exploitation of the hydrocarbons in the Cypriot EEZ,” Pilides said.

The Republic of Cyprus has been assured that ExxonMobil, Qatar Petroleum, Total and Eni are planning their drilling activities for the second half of 2021

Cyprus President Nicos Anastasiades said Tuesday that that the Republic, as a sovereign and independent state and despite Turkey’s provocations, threats and illegal activities, is determined to go ahead with the implementation of its energy policy.

He said the government is continuously in touch with all oil and gas companies licensed to operate within its Economic Exclusive Zone (EEZ), with all assuring that they remain committed to their contractual obligations and that in this context ExxonMobil, Qatar Petroleum, Total and Eni are planning their drilling activities for the second half of 2021.

President Anastasiades was addressing the 8th Energy Symposium, organised online by the Southeastern Europe Energy Institute and Financial Media Way.
