Athens, Greece – Greece on Thursday ratified a mutual defence pact with France, the first between two NATO members.

The two countries are already bound to help each other from an attack originating outside the alliance. But the Strategic Partnership on Defence and Security for the first time joins two NATO members to support one another from an attack originating inside the alliance.

Prime Minister Kyriakos Mitsotakis hailed the agreement as the cornerstone of an independent European defence policy.

“The defence of European interests in the Mediterranean now acquires new substance,” Mitsotakis told parliament. “If attacked, our country will have at its side the most powerful military on the continent, the sole European nuclear power.”

Article 2 of the Partnership states that the pair will assist each other “with all the means at their disposal, in the event that armed force is needed, if they both ascertain that an attack is taking place against the territory of either.”

East Mediterranean states establish forum - KATHIMERINI

The founding members of the East Mediterranean Gas Forum signed a charter during an online ceremony on Tuesday, marking the group’s organization status in seeking to promote regional cooperation.

Ministers from Egypt, Israel, Greece, Cyprus, Jordan, the Palestinian Authority and Italy were scheduled to meet online to put pen to paper in a virtual ceremony, thereby establishing regional intergovernmental forum by statue.

According to a joint declaration, the forum “will contribute to advancing regional stability and prosperity” through cooperation in the energy field.

The Cypriot minister also said the charter was open for all countries that have an interest in the region and also share the same set of values and principles.

The Israeli cabinet last week approved a pipeline deal to move gas offshore via Cyprus to Greece and Europe. The 1,900-kilometer (1,181 miles) link will connect gas fields in the Eastern Mediterranean basin to European markets. The $6 billion project, many years in the discussion, was boosted in January by an agreement signed in Athens between Israeli Prime Minister Benjamin Netanyahu and his Greek and Cypriot counterparts.

The EastMed project puts Israel on a collision course with Turkey. Ankara has laid claim, reinforced with a maritime deal with Libya, to large parts of the Eastern Mediterranean, where it is exploring for gas—and conducting naval exercises. These moves are exacerbating tensions with Greece.

NICOSIA, Cyprus — France's defense minister said Tuesday that her country stands in solidarity with Cyprus amid tensions over a Turkish search for natural gas inside Cypriot waters.

Florence Parly said France supports Cyprus, which finds itself under “strong pressure.”

“France is a friend of Cyprus," Parly told The Associated Press after talks with Cyprus President Nicos Anastasiades. “And we also express our solidarity regarding, for instance, what's going on in the EEZ" — Cyprus' exclusive economic zone.

Turkey has sent warship-escorted vessels to drill for gas in waters where Cyprus has exclusive economic rights, including areas where the Cypriot government has licensed energy companies Total of France and Italy's Eni to carry out exploratory drilling.

European Union member Cyprus has denounced Turkey's actions as a flagrant violation of its sovereign rights and of international law. The EU has also rebuked Turkey over the drilling.

NICOSIA, Cyprus — Energy companies Total of France and Italy’s Eni have teamed up to expand their search for natural gas off southern coast, signing a licensing agreement Wednesday.

Cypriot Energy Minister Georgios Lakkotrypis said the companies will have an equal share in a new block into which a gas deposit that Eni discovered in an adjacent block last year is believed to extend.

Lakkotrypis said Total also gains a 20-40% share in four of Eni’s concessions inside Cyprus’ exclusive economic zone. Korea’s Kogas is also a partner with a 20% share in three of the four concessions.

With Wednesday’s signing, Eni and Total now hold exploration licenses for seven of Cyprus’ 13 blocks. ExxonMobil and a partnership between Texas-based Noble Energy, Dutch Shell and Israeli Delek hold licenses for one block each.

The two companies are expected to drill six wells in their blocks over the next two years.

The four met in Athens on 7 August and agreed to establish a High-Level Working Group (HLWG) that will highlight specific energy projects and propose ways of promoting their implementation.

“The ministers and the United States agreed to support their countries’ energy independence and the establishment of an Energy Corridor of the Eastern Mediterranean, contributing thus to the energy security of the European Union by actively promoting the diversification of import sources and routes,” the US Department of State said in a statement.

CAIRO - Energy ministers from the founding countries of the Eastern Mediterranean Gas Forum agreed to complete the basic structure of the group and enhance cooperation to promote the exploitation of natural gas reserves in the region.

During a meeting July 25 in Cairo, energy ministers of Egypt, Cyprus, Greece, Israel, Italy, the Palestinian territories and a representative of the energy minister of Jordan said they would form a committee to elevate the forum to the level of an international organisation that respects the rights of its members to their natural resources.

The meeting of the Eastern Mediterranean Gas Forum (EMGF) founders was almost six months after the forum was declared. EMGF is a new player on the international natural gas scene, deriving its force from numerous gas finds in the region in recent years.

The forum is an expression of the changing face of the region, in which political and military rivalries and animosities are overshadowed by economic interests, even as some regional countries, including Turkey, Lebanon and Syria, are yet to join.

Heads of state from Cyprus, France, Greece, Italy, Malta, Portugal and Spain convene today in Malta for the sixth South EU Summit.

The group, informally known as the Med7, is expected to focus on energy security at today’s conference.

In January, six European and Middle Eastern leaders committed to creating an Eastern Mediterranean regional gas market. The biggest step, however, is the proposed EastMed pipeline, which would bring Levantine gas deposits to European markets via Cyprus, Greece and Italy. The potential 1,900-kilometre pipeline could satisfy 10% of Europe’s energy demand, diminishing the continent’s dependence on Russian energy.

While the EastMed pipeline is still in the planning stages, it could be a geopolitical boon for the EU. Without reliance on Russian energy, a more united front on Ukraine could be established, and Moscow would have less leverage in negotiations with Brussels.

As Turkey raises the stakes in the Eastern Mediterranean with violations and threats of drilling in Cyprus’ exclusive economic zone (EEZ), the Cypriot minister of energy, commerce, industry and tourism notes that “the best response is for us to continue to implement our energy strategy unfettered.”

Indeed, last weekend Yiorgos Lakkotrypis confirmed that the Republic of Cyprus is close to agreement with the Total-ENI joint venture for offshore drilling in another area. In an exclusive interview with Kathimerini, Lakkotrypis focused on the merits of regional partnerships such as the East Med Gas Forum and the role of the European Union and the United States in ensuring stability for investors. As for the Turkish claims, he stressed that Cyprus “is ready for all scenarios” but added that “we need to avoid playing the destabilization game that Turkey is pursuing.”

US Secretary of State Mike Pompeo will be taking part in the next trilateral meeting between Cyprus, Greece, and Israel, Foreign Minister Nikos Christodoulides said on Saturday.

“US interest in taking part in the trilateral summit between Cyprus, Greece and Israel was conveyed to us some time ago and we were in constant contact to set a specific date,” Christodoulides told the Cyprus News Agency.

“It so happens that the meeting in question with the USA represented at foreign minister level can take place on March 20 in Israel.”

One of the main issues to be discussed is energy security, the minister added.

The meeting comes in the wake of ExxonMobil’s discovery of between 5-8 trillion cubic feet in an offshore field inside the island’s exclusive economic zone.

NICOSIA, Cyprus — France’s foreign minister says his country is looking to bolster defenceco-operation with Cyprus that could help augment Europe’s presence in the east Mediterranean.

Jean-Yves Le Drian said Friday after talks with his Cypriot counterpart Nikos Christodoulides that France wants a more united, democratic and sovereign Europe “whose voice is heard with greater power in the world.”

Christodoulides said Cyprus is ready to work with France to fulfil the ambition of French President Emmanuel Macron that Europe takes more responsibility for its own defence.

French warships often use the east Mediterranean island-nation — some 100 miles (160 kilometres) from Syria’s coastline — as a resupply and refuelling stop.

The two ministers also discussed expanding energy co-operation.

French company Total is already licensed to search for hydrocarbons off Cyprus’ southern coast.

French energy giant Total, wants to expand its presence into block 8 of Cyprus’ exclusive economic zone (EEZ) Energy Minister Yiorgos Lakkotrypis said on Monday.

Speaking to reporters at the presidential palace after the meeting between President Nicos Anastasiades and the Regional Director of Total, Stephane Michel, Lakkotrypis said the discussion had been constructive. “The next steps in the exploration programme were discussed and one of the most important issues was the interest by Total in participating in block 8,” he said.

Block 8 was licensed to Italy’s ENI and “now we see interest by the French company to grow in this segment. It is a very important development that strengthens the [ENI-Total] consortium and expand its presence in Cyprus’ EEZ,” Lakkotrypis added. The consortium has 50 per cent stake each in blocks 6 and 11.

Cyprus is ramping up efforts to become a regional energy player with 2018 seen as a critical year in deciding where it stands, Foreign Minister Nicos Christodoulides said in an exclusive interview with Kathimerini.

“All that I would like to say publicly is that 2018 will be a decisive year for the future of the Republic of Cyprus’ energy planning, its energy perspective, and that of the East Mediterranean in general,” said Christodoulides.

Geopolitical factors constraining the range of participants in order to safeguard matters such as national and regional security will inevitably be incorporated into the terms of an international tender offering 50.1 percent of ELPE (Hellenic Petroleum), expected to be announced by TAIPED, the state privatization fund, any day now, possibly even today.

Though the terms to be applied to the ELPE tender remain unclear, Russian, Iranian and Chinese players, for example, stand little chance of emerging as candidates, given the current geopolitical climate in the southeast Meditteranean, polarized by US-Russian tension.

ATHENS, Feb 21 (Reuters) - Cyprus said on Wednesday it would press ahead with oil and gas exploration, signalling resolve in a standoff with Turkey over access to potential energy riches after Ankara extended military exercises in the eastern Mediterranean to early March.

Cyprus has accused Turkey of obstructing a drill ship exploring for natural gas off the ethnically-split island on Feb. 9, highlighting tensions in the region over competing claims for offshore resources.

The Saipem 12000 vessel is contracted by Italy's state-controlled Eni which along with France's Total operates the Block 3 of Cyprus's economic zone.

The ship was headed to that area when it was blocked by Turkish warships. Turkey issued a new navigational advisory this week extending military training to March 10.

As heads of state and government of Cyprus, France, Greece, Italy, Malta, Portugal and Spain, or so-called “Club Med,’ convened in Rome on January 10 for the fourth Summit of the Southern European Union countries, Cyprus President Nicos Anastasiades reportedly discussed energy issues with French President Emmanuel Macron and Italian Prime Minister Paolo Gentiloni. Currently, Italian energy major ENI and France’s Total are drilling for natural gas in Cyprus’ exclusive economic zone (EEZ). Also in Rome, Greek Prime Minister Alexis Tsipras and Gentiloni reportedly discussed energy cooperation. Greece and Italy are cooperating to bring Caspian gas to Europe via the Trans Adriatic Pipeline.

Connecting with the Trans Anatolian Pipeline (TANAP) at the Greek-Turkish border, TAP will cross Northern Greece, Albania and the Adriatic Sea before coming ashore in Southern Italy to connect to the Italian natural gas network.

PARIS — Drilling operations have begun off the coast of Cyprus despite Ankara's threats against the Cypriot government. And for French oil and gas multinational Total and its Italian partner, ENI, hopes for a huge payout are running high. As IHS Markit reported earlier this year, the "Onisiforos" operation, as it's known, is expected to be "one of the most critical wells drilled globally in 2017."

It will be several months before Total and ENI have a clear picture of what exactly the Onisiforos well will turn up. But they have reason to be optimistic given other recent natural gas discoveries in the area. Egypt's Zohr gas field, thought to be the biggest gas discovery in the Mediterranean, is only six kilometers away.

French energy giant Total will soon begin operating in block 6 of Cyprus` Exclusive Economic Zone (EEZ) it was announced on Sunday evening after a meeting President Nicos Anastasiades had in Paris with the company`s Chairman and CEO Patrick Pouyanne and Vice President of the Middle East and North Africa division Elias Kassis.

Present at the meeting was Government Spokesman Nicos Christodoulides, who is accompanying Anastasiades, on his working visit to France. On Monday Anastasiades will meet with his French counterpart Emmanuel Macron.

According to an announcement issued by the presidency, in statements after the meeting, Christodoulides said that “it was a very constructive meeting during which the activities of the company in Cyprus were discussed, as a result of a recent drilling and future company plans in cooperation with the Italian ENI.”
