Greek oil enterprise Energean has secured its entry into Block 2 of the Ionian Sea by buying out the stake of French company Total, which had been seeking to disengage from the region for months.

Total had a 50 percent stake in the consortium to survey Block 2, while Hellenic Petroleum and Edison each hold 25 percent. Sources say Total first offered its two partners the stake but that they were not interested. Energean agreed to buy it because it appreciates the synergies this particular block presents with the other areas it has undertaken in Greece (Ioannina), as well as similar ones in Montenegro and the concessions of Edison in Italy.

Four offshore hydrocarbon exploration and production licenses signed by three groups of investors for areas off Crete, in the Ionian Sea and west of the Peloponnese are expected to be ratified in Greek Parliament within the next few days, possibly before the end of August, energypress sources have informed.

These licenses are significant for the reputation of the recently elected conservative New Democracy party, keen to underline its willingness to cooperate in the energy sector and draw major investments to the country.

Oil majors are involved. France’s Total heads a consortium that includes US giant ExxonMobil and Hellenic Petroleum (ELPE) for the two licenses off Crete, south and southwest of the island.

ELPE has joined forces with Spain’s Repsol for a license in the Ionian Sea, while ELPE is the sole participant in the offshore license west of the Peloponnese.

The country’s ambitious hydrocarbon exploration and production plan appears set to be impacted by further delays as a result of the government’s call for snap elections, now expected to take place on July 7.

License agreements signed recently for offshore blocks in the Ionian Sea and west of the Peloponnese, will, as a result, not be pushed through for ratification in parliament until after the elections.

An Ionian Sea license has been acquired by a consortium comprising Repsol and Hellenic Petroleum (ELPE), while ELPE has also taken on Block 10, further south, west of the Peloponnese.

Licenses offered for blocks west and southwest of Crete to a consortium made up of Total, ExxonMobil and ELPE are also set to face delays as a result of the country’s political developments. The triple-member team will need to hold on for several more months before it can begin work at these promising spots. The consortium’s licences, still in the hands of a supervisory committee, have also yet to be ratified in parliament. No action on these is expected prior to the early general elections.

Spanish energy company Repsol and Greece-based Hellenic Petroleum have signed lease agreements to conduct exploration in two offshore blocks in Greece.

The joint venture (JV) of the two companies will conduct oil and gas exploration in an offshore block in the Ionian Sea. Hellenic Petroleum will also carry out exploration in another block off the Peloponnese peninsula.

Reuters reported that the two blocks are situated in the western region of the country, an under-explored area with very little information on its hydrocarbon potentiality.

The agreement comes at a time when Greece is working to bolster its oil and gas sector with major discoveries in the eastern Mediterranean region.

Hellenic also has rights to explore oil and gas in other offshore and onshore areas of the country, with plans to conduct the first test drilling off the Peloponnese peninsula in 2020.

“A big round of lease agreements for the exploration and development of hydrocarbons is closing with these two agreements we are signing today.”

EDEY, the Greek Hydrocarbon Management Company, and a consortium comprising Spain’s Repsol and ELPE (Hellenic Petroleum) have completed negotiations for exploration and production rights at a new Ionian Sea block on offer.

The two sides have delivered a draft agreement to the energy ministry. It will also be forwarded to a supervisory committee within the next few days for approval before being signed by all sides involved and submitted to parliament for ratification. The agreement could be finalized by the end of the month, sources informed.

Plans for deep-water exploration have raised hopes of an eventual major natural gas discovery, while onshore oil development is progressing slowly

In a modest, modern building tucked away in a leafy residential street close to the centre of Athens a major energy transition is being managed. The building is home to Hellenic Hydrocarbons Resources Management (HHRM). Since 2011, this state-owned company has been revitalising what had become a near-moribund energy sector.

HHRM exudes vigour, taking its cue, perhaps, from president and chief executive Yannis Bassias. Not so, he insisted, in an interview with Petroleum Economist. He said the firm's youthful vitality stemmed not from him but from the staff themselves: "When you take me out of the statistics, the average age here is 34, so this is great. We have a staff of just 17, we don't need any more."

This lean team has just pulled off a considerable coup, hooking super-major ExxonMobil into Greece's upstream, in partnership with Total, which already had a presence there. The latest move, many believe, will eventually see Greece emerge as a significant player on the East Mediterranean energy stage. Greek deputy energy minister Michalis Verroiopoulos told Petroleum Economist that "these days we're focussing on promoting hydrocarbons exploration in Greece—there's a new dynamism to it. We're very happy having huge companies like Exxon and Total deciding to invest here."

ATHENS (Reuters) - Oil majors Exxon Mobil (XOM.N), Total (TOTF.PA) and Repsol (REP.MC) are among members of two consortia that have submitted bids to explore for oil and gas off Greece.

Greece’s oil and gas resources management company (HHRM) said on Monday that Exxon and Total, each with 40 percent stakes, and Hellenic Petroleum had jointly bid to explore off Crete, while Spain’s Repsol and Hellenic Petroleum had submitted a joint bid for a block in the Ionian Sea.

Greece launched the tenders last year after expressions of interest by the Exxon-led consortium for the two sites off Crete and by Greece’s Energean for the Ionian block, although Energean has since withdrawn.

HHRM said it would quickly evaluate the offers, while the final approval lies with the Energy Ministry.

Encouraged by large gas finds in the eastern Mediterranean, Greece is eager to attract investment in its energy sector as it tries to emerge from years of economic crisis.

Recent interest in the areas south-west and west of Crete and in the Ionian Sea between Greece and southern Italy have brought western Greece to the attention of the oil and gas exploration industry, spurred on by East Mediterranean discoveries like Zohr in Egypt and Aphrodite in Cyprus. Greece’s Ministry of Environment and Energy has invited interested parties to submit bids within 90 days from the date of publication of its tender notice in the Official Journal of the European Union.

The tenders were published in the Greek gazette on Aug. 11. Yannis Bassias, director at Hellenic Hydrocarbons Resources Management SA (HHRM), told OGJ, “Although the Greek gazette published the tenders, the official 90-day competition period will start from the day the European gazette publishes the tenders, probably in September.” 

New seismic surveys planned for launch in December - ENERGY PRESS

EDEY, the Greek Hydrocarbon Management Company (Hellenic Hydrocarbons Resources Management), plans to stage new seismic surveys later this year at an area covering 46,000 square meters south of Crete. This offshore area had been scanned in 2013 by PGS from north to south but will now be looked at from east to west.

The hydrocarbon company is also moving to conduct more detailed surveys in areas west of Crete and south of the Peloponnese covering 11,000 square meters, while PGS will apply new techniques to soon reprocess older data gathered from the Ionian Sea in an area covering 26,000 square meters.

The news concerning these three initiatives, highlighting EDEY’s intention to intensify local hydrocarbon sector efforts, is expected to be announced today in specialized international industry media to promote the prospect of new sesismic data sale purchases by international oil companies.

Greece will begin the process of opening up new onshore oil and gas prospects to exploration next year, the chief executive of the country’s oil and gas resources management company said on Monday.

Among the first will be the Greek region of Grevena, close to where the Trans Adriatic Pipeline (TAP) will cross, Yannis Bassias, head of the Hellenic Hydrocarbons Resources Management (HHRM), told Reuters in an interview.

TAP, which will bring new gas supplies from Azerbaijan to Italy, runs across northern Greek territory.

“As of next year, and perhaps earlier, we will begin announcing that we are opening the door to whoever is interested in onshore sites,” Bassias told Reuters.

ATHENS - Greece's energy minister held talks on Friday with representatives of U.S. oil major ExxonMobil <XOM.N> and France's Total <TOTF.PA> about gas exploration opportunities off Greek shores, the energy ministry said. 

A government official, speaking on condition of anonymity, said a consortium of ExxonMobil, Total and Greece's biggest oil refiner Hellenic Petroleum <HEPr.AT> are expected to submit an offer "in the coming period" for exploration south of Crete.

Senior ExxonMobil officials are expected to arrive in Athens in the next few days to sign an agreement with Hellenic Petroleum and France’s Total regarding the hydrocarbon surveying work in Block 2 beneath the Ionian Sea, in western Greece.

Using Hellenic Petroleum as a vehicle, the US energy giant is strengthening its position in the broader region of the Southeastern Mediterranean – where the competition of the global oil industry has shifted to – six months after its arrival in Cyprus’s Exclusive Economic Zone.

ExxonMobil’s presence in Greece lends credence to indications about the existence of hydrocarbon reserves in the area. It is also expected to accelerate geopolitical developments in the region.

Greece said on Wednesday that it is naming a consortium led by France’s Total SA (NYSE:TOT) and comprised of Italy’s Edison and Greece’s largest refiner, Hellenic Petroleum, as the preferred bidder to drill for gas in an offshore block in the Ionian Sea west of the country.

Back in February of this year, a Hellenic Petroleum official said that Total, Hellenic Petroleum and Edison had filed a joint financial bid for block 2 in the Ionian Sea, Reuters reported back at the time.

According to Greece’s energy ministry’s statement today, a committee that has been reviewing the bids will invite the Total-led consortium to finalize the deal.

Τα κοιτάσματα νότια της Κρήτης και η "διαπλοκή" ενέργειας και πολιτικής στην Αν. Μεσόγειο

Υπάρχουν δυνατότητες να αυξηθεί ο γεωπολιτικός ρόλος της Ελλάδας στην ευρύτερη περιοχή της Αν. Μεσογείου, εξαιτίας της ανακάλυψης υδρογονανθράκων νοτίως της Κρήτης και στο Ιόνιο, ωστόσο αυτό δεν θα γίνει άμεσα ενώ η ρευστή πολιτική κατάσταση σε διάφορες χώρες της Μέσης Ανατολής και της Αν. Μεσογείου, διαμορφώνουν μια αντίστοιχη αβεβαιότητα σχετικά με την εκμετάλλευση των ενεργειακών κοιτασμάτων στις παραπάνω περιοχές και τις συμμαχίες χωρών που θα δημιουργηθούν με άξονα την ενέργεια.

Αυτά είναι μόνο μερικά από τα βασικά συμπεράσματα που προέκυψαν κατά την διάρκεια των διήμερων εργασιών του διεθνούς επιστημονικού συνεδρίου με θέμα «Ενέργεια και Πολιτική στην Αν. Μεσόγειο» που ολοκληρώθηκε την Τρίτη στο Ηράκλειο της Κρήτης υπό την αιγίδα του Πανεπιστημίου Κρήτης και του Ινστιτούτου Διεθνών Σχέσεων "Truman” (Ιερουσαλήμ), με τη συμμετοχή παγκοσμίου φήμης επιστημόνων σε θέματα ενέργειας και διεθνών σχέσεων.

«Αυτό που είδαμε είναι ότι υπάρχουν απεριόριστες δυνατότητες συνεργασίας μεταξύ των χωρών όμως η κατάσταση είναι ακόμα ρευστή» εξηγεί ο Επίκουρος Καθηγητής του τμήματος Πολιτικής Επιστήμης του Πανεπιστημίου Κρήτης και ένας εκ των βασικών διοργανωτών του συνεδρίου, κ. Ανδρέας Στεργίου, ο οποίος επεσήμανε ότι «για μια ακόμη φορά φάνηκε, ο δισυπόστατος χαρακτήρας της ενέργειας ως παράγοντας διαμόρφωσης συνεργασίας και ειρήνης αλλά και ως καταλύτης ή ως θρυαλλίδα για εμβάθυνση υφιστάμενων προβλημάτων».

Τα κοιτάσματα που υπάρχουν σε Συρία, Λίβανο, Ισραήλ, Γάζα, Αίγυπτο, Κύπρο και Ελλάδα αλλά και το ενδιαφέρον μεγάλων δυνάμεων όπως η ΗΠΑ, η Ρωσία και η Κίνα, προς την Αν. Μεσόγειο, με την τελευταία όπως επισημάνθηκε να στρέφει ολοένα και περισσότερο το ενδιαφέρον της στην περιοχή, διαμορφώνουν ένα διαρκώς μεταβαλλόμενο περιβάλλον συμμαχιών που εξαρτώνται τόσο από τις ιστορικές καταβολές αυτών των σχέσεων όσο και από την ανάγκη για ασφάλεια και ανάπτυξη των χωρών.

Σε ότι αφορά την Ελλάδα, την Κύπρο και το Ισραήλ αυτή τη στιγμή, το σενάριο της κατασκευής του αγωγού έρχεται σε δεύτερη μοίρα, όπως και το σενάριο της κατασκευής ενός σταθμού υγροποιημένου αερίου. Επίσης, όπως προέκυψε από τις τοποθετήσεις που έγιναν στο συνέδριο, "αυτή τη στιγμή τα ενεργειακά κοιτάσματα δεν είναι ικανά να προωθήσουν μια λύση του Κυπριακού προβλήματος". Οι προσδοκίες δηλαδή ότι τα ενεργειακά κοιτάσματα θα φέρουν πιο κοντά τις δύο κοινότητες και θα προωθήσουν μια λύση του προβλήματος, δεν φαίνεται να επαληθεύονται, παρόλο που υπάρχουν οι προϋποθέσεις.

Τα κοιτάσματα σε Κρήτη και Ιόνιο και ο γεωπολιτικός ρόλος της Ελλάδας

Εισηγητής στο συνέδριο ήταν και ο γνωστός καθηγητής κ. Αντώνης Φώσκολος ο οποίος επέμεινε ότι υπάρχουν τεράστιες ανεκμετάλλευτες ποσότητες υδρογονανθράκων νότια της Κρήτης, ενώ υπεραμύνθηκε της άποψης ότι τα κοιτάσματα κυρίως της Ελλάδας και δευτερευόντως της Κύπρου, είναι αυτά που θα εμπεδώσουν την ενεργειακή ανεξαρτησία της Ευρώπης και κατά ανάγκη θα φέρουν και μια ησυχία στην περιοχή.

Ο κ. Φώσκολος αναφέρθηκε στο προβλεπόμενο για το 2020 ενεργειακό έλλειμμα που θα κληθεί να αντιμετωπίσει η ΕΕ, ένα ζήτημα το οποία η Ευρώπη συνειδητοποίησε με καθυστέρηση, λίγο μετά την κρίση στην Ουκρανία. 

Αυτό το «κενό ενέργειας» σημειώνει ο καθηγητής, πρέπει να καλυφτεί και αυτό δεν μπορεί να γίνει ούτε από τη Ρωσία, ούτε την Αμερική, ούτε τη Βόρεια Αφρική. Η Ευρώπη επομένως θα πρέπει να «ακουμπήσει στην Ελλάδα και την Κύπρο, προκειμένου να καλύψει τις ενεργειακές τις ανάγκες. 

Υπάρχει ωστόσο μια πιο συγκρατημένης αισιοδοξίας άποψη, η οποία υποστηρίζει ότι μπορεί αναγκαία συνθήκη για την γεωπολιτική αναβάθμιση της Ελλάδας να είναι η ύπαρξη κοιτασμάτων όπως αυτά του Ιονίου και νοτίως της Κρήτης, ωστόσο αυτή δεν είναι ικανή από μόνη της, τουλάχιστον σε βραχυπρόθεσμο ορίζοντα να εγγυηθεί την ενίσχυση της θέσης της Ελλάδας στο γεωπολιτικό χάρτη της Αν. Μεσογείου.

Για παράδειγμα οσον αφορά τα κοιτάσματα νότια της Κρήτης, εκτός από τους βαρύγδουπους τίτλους και τις προσδοκίες ότι θα αποτελέσουν "σανίδα σωτηρίας" για την έξοδο της χώρας μας από την κρίση, το τοπίο για την εκμετάλλευσή τους παραμένει θολό.

«Υπάρχουν πολλά ακόμα ζητήματα ανοικτά, νομικά, πολιτικά, θέματα ασφάλειας τα οποία ενδέχεται να προκαλέσουν επιπλοκές, όσον αφορά την αξιοποίηση των κοιτασμάτων», εξηγεί ο κ. Στεργίου, ο οποίος φαίνεται να κρατά χαμηλούς τόνους σχετικά με τις προοπτικές που ανοίγονται, στο άμεσο τουλάχιστον μέλλον, για την αξιοποίηση και οικονομική εκμετάλλευση των ενεργειακών πόρων νότια της Κρήτης. 

Επίσης αυτό που καταδείχτηκε στο συνέδριο, είναι ότι «η κατάσταση σε διάφορες χώρες είναι ρευστή πολιτικά και υπάρχει ακόμα αβεβαιότητα στο αν οι Έλληνες αποτελούν έναν αξιόμαχο σύμμαχο».

Με βάση τα παραπάνω « ο γεωπολιτικός ρόλος της Ελλάδας μπορεί να αυξηθεί, αλλά αυτό δεν θα γίνει τώρα. Δεν ξέρω το μέλλον, αλλά αυτό δεν είναι άμεσο», σημειώνει ο κ. Στεργίου.

Έτσι, σε περίοδο οικονομικής κρίσης, όπου τόσο τα εμπόδια όσο και οι ευκαιρίες εμφανίζονται μεγενθυμένες, η υπερβολική αισιοδοξία για την αναβάθμιση του γεωπολιτικού ρόλου της Ελλάδας στην Αν. Μεσόγειο, εκτός από πρόωρη ενδεχομένως να είναι και αποπροσανατολιστική για την εξελισσόμενη φύση των γεωπολιτικών ανακατατάξεων που συντελούνται στην περιοχή.

Να βάλουμε ενέργεια για την ειρήνη και την συνεργασία

Το συνέδριο, εκτός από επιστημονικό ενδιαφέρον είχε βαρύνουσα σημασία και σε συμβολικό επίπεδο καθώς Άραβες, Τούρκοι, Ισραηλινοί και Έλληνες επιστήμονες βρέθηκαν να συνομιλούν στο ίδιο τραπέζι με κοινή παραδοχή ότι η συνεργασία για την εκμετάλλευση των ενεργειακών πόρων αποτελεί μια win to win κατάσταση από την οποία κερδισμένοι βγαίνουν όλοι οι λαοί των χωρών που «φιλοξενούν» ενεργειακά αποθέματα αλλά και ευρύτερα η παγκόσμια ασφάλεια και ανάπτυξη.

Στο πνεύμα αυτό, ο καθηγητής Moshe Maoz, καθηγητής στο Εβραϊκό Πανεπιστήμιο της Ιερουσαλήμ και το Harry S. Truman Ερευνητικό Ινστιτούτο για την Προώθηση της Ειρήνης, τόνισε τον ρόλο της επιστήμης στη δημιουργία συμμαχιών ικανών να προάγουν την ειρήνη και την συνεργασία στην αξιοποίηση των ενεργειακών πόρων.

«Να βάλουμε ενέργεια για να φτάσουμε στην ειρήνη στην Αν. Μεσόγειο», είναι η φράση που περικλείει την φιλοσοφία του κ. Μoshe Maoz σχετικά με τη σχέση ενέργειας και πολιτικής. Ο καθηγητής τόνισε ότι πρέπει να μπει ένα τέλος στις διαμάχες και να δημιουργηθεί ένα κοινό επιστημονικό μέτωπο που θα κατευθύνει την πολιτική στην υιοθέτηση συνεργατικών λύσεων, μακριά από λογικές που βλέπουν τα ενεργειακά διλήμματα ως ένα παίγνιο μηδενικού αθροίσματος.

Στο ίδιο μήκος κύματος ο Dr. M.M Hamed Abu Nawas από τη Σαουδική Αραβία: «Εγώ και ο καθηγητής συμφωνούμε σε πολλά πράγματα όσον αφορά την δικαιοσύνη και την ειρήνη καθώς και τη διάδοση αυτών των θησαυρών»… « Είμαστε εδώ για να δημιουργήσουμε κάτι, έχουμε όλοι κοινές ρίζες»

The Greek authorities officially announced the 2014 offshore exploration bidding round for 20 offshore blocks in the Ionian Sea and on the South of Crete in a conference that took place in London earlier this summer, with the support of the Greek Energy Forum. As expected, this event was received with great levels of excitement. The various publications in the aftermath of this event however did not highlight the display of commitment from the Greek authorities in on this endeavour, which has been also an achievement in itself for a country looking to re-enter the international hydrocarbon exploration arena. The clarity of the structure of the announced bidding round, along with the announcement of a well-defined timeline and coupled with an authoritative delivery to the audience, set the ground for a successful bidding round.
