Why Greece Is Betting Big on American Gas - THE NEW YORK TIMES

May 31, 2024
Max Bearak

When a withering financial crisis forced Greece to rethink its economy a decade ago, it bet big on green power. Since then, Greece’s energy transition has been so swift “it almost feels utopian,” one Greek environmentalist said.

Mountainous ridgelines and arid islands are covered in wind turbines and solar panels that today provide nearly two-thirds of the nation’s electricity.

But now Greece is deliberately pivoting back toward fossil fuels, just not to burn at home. This time it’s betting that it can become one of Europe’s main suppliers of natural gas, with much of it shipped from the United States.

Both Greek and European Union subsidies have funded new pipelines that crisscross the country and connect to a brand-new import terminal that will send gas to a broad swath of Central and Eastern Europe for decades to come.

Greece’s first FSRU arrives in Alexandroupolis - LNG PRIME

December 17, 2023

Greece’s first floating storage and regasification unit (FSRU) has arrived in Alexandroupolis, where it will soon start serving Gastrade’s LNG import project.

According to its AIS data, the 153,600-cbm Alexandroupolis was on Sunday anchored offshore the Greek port of Alexandroupolis.

Greece’s Gastrade previously said that the FSRU would arrive in the port on December 17 from Singapore.

Last month, the vessel left Seatrium’s yard in Singapore following the completion of the conversion work at the yard.

Gastrade’s shareholder and Greek LNG shipping firm GasLog told Keppel Offshore & Marine, now Seatrium, in February last year to proceed with the conversion of the 2010-built, GasLog Chelsea, to an FSRU.

European Commission to fund major LNG project in Greece - RIVIERA NEWS

22 Jun 2021

The European Commission (EC) will provide €166.7M (US$198M) for the construction of a new LNG terminal in Alexandroupolis, Greece

Funding for the project, which is expected to improve security of supply for Greece and the wider southeastern European region, was approved under the EU’s state aid rules.

Commenting on the EC’s decision, executive vice-president Margrethe Vestager said “The new LNG terminal in Alexandroupolis will improve gas supply and infrastructure not only in Greece, but in the whole southeastern European region. This will contribute to achieving the EU’s goals in terms of security and diversification of energy supply. The Greek support measure limits the aid to what is necessary to make the project happen and sufficient safeguards will be in place to ensure that potential competition distortions are minimised.”

The Greek State will finance the project using European Structural and Investment Funds and support will take the form of a direct grant amounting to €166.7M (US$198M).

25 August 2020

ATHENS, Greece (AP) — Greece and Bulgaria sought to reduce their reliance on Russian gas with the signing Monday of an agreement that will allow Bulgaria to participate in a planned liquefied natural gas terminal in northeastern Greece.

The project, which has strong support from the United States, is aimed at boosting energy diversification in southeastern Europe, a region largely reliant on Russian natural gas.

Greek Prime Minister Kyriakos Mitsotakis and his Bulgarian counterpart, Boiko Borisov, were present for the signing of the agreement under which Bulgaria’s state-controlled Bulgartransgaz will acquire a 20% stake in the Greek company, Gastrade, that is developing the LNG terminal outside the Greek city of Alexandroupolis.

“This large investment will help our ultimate goal of turning our easternmost port into a global energy hub,” Mitsotakis said.

Ambassador Pyatt’s Remarks at ELIAMEP - U.S. EMBASSY IN ATHENS

September 16, 2019

Ambassador Pyatt: I will try to mirror my Cyprus counterpart and be brief so we have time for discussion.

Let me start by commending Thanos, ELIAMEP and Claudia and DEREE for putting this event together. This is a really important set of issues and I’m delighted to be able to have this prestigious audience, to have Ambassador Theodorou here, and also to have my new Israeli counterpart whom I look forward very much to working with in the months and years ahead.

I would also note, we’re meeting at a particularly busy time for the American Embassy in Greece. We had Secretary of Commerce Wilbur Ross here two weeks ago for a visit that highlighted the United States’ enthusiasm for the changes that are happening under the new Greek government and the investment and economic opportunities, the green light which we see in the decisions that are coming from Prime Minister Mitsotakis and his team.

Gastrade closes Alexandroupolis FSRU market test - LNG WORLD NEWS

January 3, 2019

Greece’s Gastrade said it has completed the first phase of the market test for the reservation of regasification capacity at the proposed floating LNG import terminal in Alexandroupolis.

Twenty companies submitted expressions of interest for a total of up to 12.2 billion cubic meters/year of regasification capacity reservation at the floating terminal and delivery to the Greek national natural gas transmission system.

These gas quantities will be directed towards the markets of the wider Southeastern European region, Gastrade said, adding that the expressions of interest surpassed the technical capacity of the project which is designed at 5.5 bcm/year.

“The highly successful outcome of the first phase of the market test and the great interest expressed for the Alexandroupolis LNG project by many important regional and international gas players is an essential step for the implementation of the project and ultimately for the upgrade of the energy position and the energy supply diversification of Greece, Bulgaria and the SE Europe as a whole,” said Konstantinos Spyropoulos, managing director of Gastrade.

Eastern Mediterranean gas discoveries redefine LNG playing field - LNG WORLD SHIPPING

Wed 28 Mar 2018
Mike Corkhill

The Eastern Mediterranean is fast becoming a gas hub, with numerous LNG projects, plentiful recent gas finds and likely further discoveries

Newly discovered offshore gas deposits in the exclusive economic zones (EEZs) of Egypt, Israel and Cyprus, coming on top of similar major finds in recent years, are poised to alter the energy map of the Eastern Mediterranean irrevocably. LNG projects, which already play a key role in the region’s gas distribution logistics, will be impacted by the upcoming development of the Eastern Mediterranean gas fields.

The majority of the LNG projects in the area are import schemes, and floating storage and regasification units (FSRUs) have proved to be the most popular route to securing access to new gas supplies quickly and at relatively low cost. Turkey, Egypt, Israel and Jordan make use of FSRUs to import LNG while Greece, Cyprus and Lebanon are evaluating FSRU projects.

Russia Looks At Greece As Gas Gateway To Europe - OIL PRICE / THE JAMESTOWN FOUNDATION

Feb 05, 2017, 11:09 PM CST
Gulmira Rzayeva via Jamestown.org

The Greek private limited company Gastrade, owned by the Greek conglomerate Coupelouzos Group, has been licensed to develop a floating storage and regasification unit (FSRU), which would allow for the import of liquefied natural gas (LNG) from various sources, including the United States, to northeastern Greece (Energypress.gr, December 22, 2016). Located off the coast of Alexandroupolis, the FSRU system is linked to a 29 kilometer subsea and onshore pipeline (25 km offshore and 4 km onshore), with a daily capacity of 16.8 million cubic meters of gas per day. Gastrade plans to import LNG through this project into the country, whereas the Monaco-registered LNG ship-owner GasLog will be responsible for shipping the gas.
According to current plans, the imported LNG will be regasified at Alexandroupolis and transported onward via the so-called Vertical Corridor, which will extend all the way to the Bulgarian market. From there, those volumes could supply other countries in Central and Eastern Europe or even Turkey, assuming that proves to be economically viable. But if that happens, those LNG imports might end up competing in the Bulgarian and Turkish markets with future gas volumes from Azerbaijan’s offshore Shah Deniz Stage 2 production project. The FSRU in Alexandroupolis is included on the European Union’s list of Projects of Common Interest (PCI), which means that this project is eligible to be financed (340 million euros, equivalent to $367 million) by the European Investment Bank (EIB) between 2016 and 2018 (Eib.org, accessed January 11, 2017).
