Total to get involved in Cypriot LNG terminal | Kathimerini

Total to get involved in Cypriot LNG terminal

Total SA, already a strategic partner of the Cyprus government, has expressed an interest in extending its cooperation with Nicosia to the processing of natural gas, with the Cypriot Cabinet on Wednesday approving a draft memorandum of cooperation with the French energy giant, according to sources cited by Kathimerini in Cyprus.
The MoU concerns Total’s participation in planning and developing a liquefied natural gas (LNG) terminal to be constructed at Vassiliko, on the island’s southern coast.
Nicosia has already signed a deal with Noble for the same project, with ENI-Kogas set to follow.

Lebanese Gas Stuck In Political Mud | Forbes

10/31/2013

A seismic vessel is pictured off the coast of Lebanon on September 24, 2012. Seismic surveys of Mediterranean waters off Lebanon's southern coast suggest they contain 12 trillion cubic feet of natural gas, Energy and Water Minister Gebran Bassil said. (Image credit: AFP/Getty Images via @daylife)

This week, Lebanon’sEnergy Minister Gebran Bassil announced that his country’s offshore gas potential could end up being even more plentiful than first announced, telling Reuters that “under a probability of 50 percent, for almost 45 percent of our waters has reached 95.9 trillion cubic feet of gas and 865 million barrels of oil.” Bassil’s comments present a rosier assessment than earlier studies. However, they shouldn’t be confused with actual progress when it comes to exploiting Lebanon’s claims to the new-found Eastern Mediterranean offshore bonanza. Instead, the new findings highlight just how much Beirut is missing out on due to a lengthy list of political and fiscal challenges, most notably a political paralysis that has frozen the exploration efforts in place for much of the year.

Gov't delaying Leviathan development | GLOBES

Gov't delaying Leviathan development

The foot-dragging in approving a gas pipeline terminal and allowing gas exports has prevented the gas field's development.

29 October 13 19:12, Amiram Barkat
Almost three years have passed since the Leviathan natural gas discovery, but there has still be no official announcement of a discovery. Leviathan's rights holders - Noble Energy Inc. (NYSE: NBL), Delek Group Ltd. (TASE:DLEKG), and Ratio Oil Exploration (1992) LP (TASE:RATI.L) - have not yet received a lease from the government to allow them to develop the gas field.
To obtain a lease, the rights owners must present a development plan for the field, but they cannot do so because the government has not yet decided where the terminal for the gas delivery will be located.
Regulatory progress in Israel's planning and building commissions is among the slowest in the world, while the developers rush ahead. The main challenge facing the Netanyahu government is the construction of a gas pipeline terminal from Leviathan, 130 kilometers offshore, on a 100-dunam (25-acre) onshore site.
Prime Minister Benjamin Netanyahu has instructed Prime Minister's Office director general Harel Locker to personally supervise this critical project. Since 2010, the planners have been able to obtain provisional permits to carry out detailed examinations of two sites, one adjacent to the Meretz sewage treatment site at Emek Hefer, and the other adjacent to the Hagit power station at Yokne'am. Local residents at both sites have been waging an effective public campaign against the plan, demanding that the handling of gas be carried out at offshore facilities.
The target date for approving the National Outline Plan - Gas Terminal was August 2013. As of now, no approval seems likely before August 2014. The government needs four years to approve a 100-dunam natural gas terminal. In the same period of time, energy exploration companies discovered the Tamar field, developed it at a cost of $3.5 billion, and have contracts to sell almost all of the gas to the Israeli economy.
$125 million has already been spent on planning for Leviathan's development. Just last week, the green light was given for gas exports, when the High Court of Justice dismissed the petitions against the government's decision to export gas. A major question mark still hangs over exports: whether the government will levy a special tax on the exports component, which is not currently taxed. The issue has been under discussion for three months at the Ministry of Finance and Israel Tax Authority.
Meanwhile, Leviathan's developers are blocked from selling gas to the domestic market. For two years, Antitrust Authority director general David Gilo has been examining whether Leviathan is a cartel, and until a decision is made, it will not be possible to sell Leviathan gas to Israeli customers.

US Tries to Mediate Lebanon-Israel Maritime Border Dispute | Al Monitor

Official Israeli circles said that the Lebanese government is in the process of granting licenses to explore for oil and gas in a Mediterranean region that Israel claims as part of its exclusive economic zone (EEZ).

SUMMARY Israel claims that Lebanon is planning to grant gas exploration licenses in a disputed area, while the United States is working to mediate a solution.

Helmi Moussa, October 2, 2013

With that announcement, the Israeli-Lebanese dispute over their maritime border is out in the open, despite news that US mediation had achieved great successes in resolving that issue.

The subject of oil and gas in the eastern Mediterranean was a main meeting topic between Israeli Prime Minister Benjamin Netanyahu, who visited Washington on Oct. 1, and US Vice President Joe Biden, who is handling that issue. The results of that meeting have not been announced.

Official Israeli sources informed the Globes economic newspaper that Lebanon is trying to impose facts in disputed areas between Lebanon and Israel. Thesources pointed out that “Lebanon is about to award offshore oil and gas exploration licenses in areas that encroach on Israel’s EEZ.” Globes said that it is not yet known how Israel will deal with those licenses, which may spark a border dispute with Lebanon.

Israeli international law experts are urging their government to quickly announce its objections to the Lebanese moves either legally or militarily.

At the beginning of September, Lebanon announced its intention to grant tenders for licenses to explore for oil and gas in five blocks in Lebanese waters. But Israeli experts who analyzed the coordinates on the Lebanese map “discovered” that the southmost area to be licensed, Block 9, is in Israeli waters. The newspaper said that this area is the most attractive and the most likely to yield significant gas discoveries.

The official responsible for oil in the Israeli Ministry of Energy and Water, Alexander Varshavsky, presented his analysis at an international oil conference in Cyprus two weeks ago. He said that Israel has refrained from taking a similar step and has not granted licenses to explore for oil and gas in the disputed area.

The dispute between Israel and Lebanon is over the maritime demarcation line separating two EEZs. Both sides agree that Ras al-Naqoura lies on the common land border. But they disagree on the angle of the line drawn from Ras al-Naqoura toward the Cyprus EEZ. The disputed area is 850 square kilometers [528 square miles], in the shape of a triangle.

In 2010, Lebanon presented a map of its maritime boundaries to the UN. Israel did the same for its borders a year later. The map signed by Lebanon, Israel and Cyprus is the basis of the dispute. The United States is trying to get the parties to resolve the dispute peacefully.

Israeli border expert David Kornbluth said that Israel may lose its claim on the disputed area if it does not respond to the Lebanese move. “Judicial practice says that the state that doesn’t object to such a step is considered to have withdrawn its claim.”

To assert Israel’s claim, he called for naval patrols in the area, issuing a formal communication, requesting that a third country mediate and informing international companies that participate in the bidding licenses that this area is disputed. It is known that dozens of international companies, most of which refuse to deal with Israel, fear for their interests in the Arab region and are making bids to Lebanon.

On the other hand, it was learned that US Vice President Joe Biden delayed his speech to the Jewish American J Street organization by an hour and a half because he was meeting with Israeli Prime Minister Benjamin Netanyahu. The meeting took place at the White House in the presence of US Secretary of State John Kerry, after Netanyahu’s meeting with US President Barack Obama. US media barely mentioned the meeting, but some considered it more important than Netanyahu’s meeting with Obama. The meeting with Biden was about the oil and gas fields in the eastern Mediterranean. Kerry and Biden are focusing US efforts in this regard.

It is obvious that this is not only about Lebanon and Israel. The US strategy for the eastern Mediterranean gas discoveries is related to Turkish, Cypriot and Greek relations, and the relations between them and Israel as well as Lebanon. A US strategy developed by the Marshall Institute and adopted by the US administration is based on exploiting the gas issue to conclude political settlements and resolve the disputes between countries in the region. The strategy calls for a gas pipeline from Israeli and Cypriot fields to Turkey, and that Lebanon can later benefit from the pipeline after it starts extracting gas.

In that context, Biden met with the Cypriot president last week after he met with the Turkish prime minister a month ago. Cypriot newspapers said that these moves were aimed at resolving the conflict between Turkey and Cyprus over their EEZs and gas fields.

Australian Woodside Execs Due In Israel ;Turkey’s Zorlu Seeks Leviathan Gas | Jewish Business News

11 Nov 2013

Representatives of Australia’s Woodside Petroleum will be in Israel shortly to move forward on buying 30% of the Leviathan field.

--
Representatives of Australia’s Woodside Petroleum Ltd. (ASX: WPL) will soon arrive in Israel to move forward on the acquisition of 30% of the Leviathan field for $1.25 billion. The representatives may arrive this week. “Globes” recently reported that the negotiations on the deal would be reopened, after the High Court of Justice approved the government decision to export 40% of Israeli natural gas. This means that gas from Leviathan will be exported.
Energy market sources believe that Leviathan’s Israeli partners - Delek Group Ltd. (TASE: DLEKG) and Ratio Oil Exploration (1992) LP (TASE:RATI.L) – will demand a much higher price from Woodside’s original offer for the rights to the gas field, otherwise the deal might fall apart. The main arguments behind the demand are the increase in Leviathan’s potential reserves from 16 trillion cubic feet (TCF) to at least 19 TCF, the much higher chances of finding large quantities of oil, and rising competition from Turkish companies interested in buying the gas.
Noble Energy Inc. (NYSE: NBL) owns 39.66% of Leviathan, Delek Group units Avner Oil and Gas LP (TASE: AVNR.L) and DD) each own 22.67% and Ratio owns 15%.

In a separate development, Turkish conglomerate Zorlu is in talks to buy natural gas from Leviathan.Zorlu Energy CEO Ibrahim Sinan Ak, said for the first time on Friday, that the company was interested in buying 3 billion cubic meters of natural gas a year from the Israeli gas field under a 15-year contract.
Media reports say that the gas purchases would be part of a project to lay a pipeline from the Leviathan field to Turkey, at a cost of $2.5 billion. JPMorgan says that a pipeline from Leviathan to Turkey would have a higher return on equity than construction of a liquefied natural gas (LNG) plant, and that the payback period would be less than four years.
The choice of projects could have a major effect on the future of the pending deal between Leviathan’s partners and Woodside Petroleum Ltd. (ASX: WPL). The Australian company, which has offered $1.25 billion for 30% of the rights to Leviathan, specializes in building LNG plants, and its customers are in East Asia. For Woodside, there is no special added value in a pipeline to Turkey.
Ak spoke at the European Energy Summit in Istanbul. Delek Drilling LP (TASE:DEDR.L) and Avner Oil and Gas LP (TASE: AVNR.L) chairman Gideon Tadmor, who also attended, said that there was no reason that Israeli gas should not begin flowing to Turkey by 2017. “For this to happen, we must speed up the negotiations on the development plans and obtain support from both governments,” he said.
There have been reports that Zorlu is a partner in several of the consortia which have expressed an interest in laying a pipeline from the Leviathan gas field to the company’s customers in Turkey.
Zorlu, one of Turkey’s largest companies, owns 25% of Dorad Energy Ltd., which will become Israel’s largest independent power station, as well as stakes in two smaller power stations under construction adjacent to Makhteshim Agan Industries’ plants at Ramat Hovav and in Ashdod.

Το αιγυπτιακό αγκάθι για την ΑΟΖ | mignatiou.com

AOZ-XARTHS01-03NOVEMBER2013

Israel Rejects Natural Gas Boundary Proposal | alakhbar

Meanwhile, Israel continues its quest to tap into the European market, with the last of the obstacles to do so now cleared. (Photo: Reuters - Amir Cohen)
Published Saturday, November 2, 2013
When it comes to the production of natural gas, Israel calculates that it is ahead of Lebanon by three years. But perhaps the figure is closer to 20 if you factor in Lebanon's complacency and non-stop political infighting. While Lebanon is busy with endless debates, Israel is rushing to put the final touches on its bid to export gas to Europe.
Israel has rejected a proposal for a settlement made by the US administration to resolve the “dispute” between the Jewish state and Lebanon over the boundaries of each side’s exclusive economic zone (EEZ). The proposal concerned the disputed area of Block 9 in the Mediterranean, which Israel claims sovereignty over.
The Israeli financial newspaper Globes, which broke the news of Israel’s snub of the US proposal on Tuesday, October 29, reported, “The continuation of the dispute will delay development of Lebanon's Block 9.”
In other words, Israel is obstructing any progress on Block 9 – if it cannot exploit it itself, then it will not allow anyone else to do so.
While Globes did not provide details of the settlement, its report mentioned that the newspaper had contacted Israeli Ministry of Foreign Affairs officials for clarification, only to be told, “We do not comment on the matter due to its sensitivity.”
The newspaper mentioned that the disputed area, which covers 850 square kilometers north of Israel's Alon license, is likely to contain gas reserves similar in scale to Israel's Tamar gas field. Globes also stated that Lebanon, which refuses to demarcate its maritime boundaries in accordance with the Israeli interpretation, had signed an agreement with Cyprus in September 2010 that supports Israel’s interpretation, though it was not ratified by the Lebanese parliament.
Meanwhile, Israel continues its quest to tap into the European market, with the last of the obstacles to do so now cleared. According to recent Israeli media reports, Israel’s efforts in recent months focused on practical plans to transport gas to the European market, and are now way beyond the phase of exploration and drilling for gas. Israel is determined to make Europe a key player in Israel’s gas production, liquefaction, marketing, and transportation, specifically through the Cypriot gateway.
Consistent reports from both Cyprus and Israel indicate that Israel has made great strides in this vein, with special American backing. The practical interpretation of US-Cypriot agreements emerged on Wednesday, October 30.
According to Globes, Cyprus made a special request to turn the island into a transit station for Israeli gas bound for Europe, with confirmation that Israel accepted the request, and even initiated negotiations to find a mechanism for implementation. The two sides are expected to sign a special agreement in this regard in the next few months.
The newspaper revealed that the Cypriot request was related to Tel Aviv’s consent to allocating minimum volumes of gas produced from Israeli fields to be exported exclusively through Cyprus, after being liquefied in the facility it plans to build on the island, with an investment that may exceed $12 billion.
Globes reported that the Cypriot request was the culmination of three years of negotiations. “A strategic partnership with Israel is considered the best possible conduit to draw foreign investors to the island, and to deter Turkey from harming Cyprus’[s] interests,” stated the article.
Before Cyprus’s interests, the Cypriot liquefied natural gas (LNG) facility serves an Israeli interest, despite all claims to the contrary made by the Israeli media. The LNG facility achieves two strategic advantages for Israel: The facility spares Tel Aviv the need to build a costly underwater pipeline far from the coast, and the LNG facility would enlist two EU member states, Cyprus and Greece, as economic partners in marketing Israeli gas in Europe.
While Lebanon is asleep at the wheel, dreaming of its oil and gas without making any practical moves, Tel Aviv is motoring ahead.
To remind the Lebanese politicians obstructing the exploitation of Lebanon’s oil and gas wealth, we repeat what Al-Akhbar published three years ago, on September 25, 2010.
Israeli Minister Yossi Peled, appearing before the Knesset Economic Committee at a special hearing on the oil and gas sector, said that the Lebanese had large gas fields similar to the ones Israel had discovered. He cautioned that the Europeans, who were looking for alternatives to Russian gas, had initiated negotiations with Lebanon, saying, “Imagine what it would mean if this country became a gas producer,” something he claimed had equally alarming economic and security implications.
Although Israel managed to pinpoint the challenges it faced, it did predict at the time – and wager on – Lebanon’s complacency. In response to Peled’s warnings in the Knesset, Globes, in a front-page editorial on 5 October 2010, stated:
“Israeli sources who follow events in Lebanon are convinced that, at the current rate of progress, the Lebanese will award the first licenses this year [2010], and will start exploratory drilling within a year. The same sources believe that Lebanon will quickly be able to close the gap between it and Israel, and become a real competitor.
“Past experience shows that Israel has no immediate reason for fear. Lebanon's natural resources will arouse internal (and external) conflicts no less severe than Israel's natural resources have provoked here ...
“The oil giants will not rush to invest billions in a country where it is not clear who is in control, and where so many other countries openly interfere.”
Israel has been proven right. Nothing in Lebanon is exempt from being the object of division and polarization, and thus, obstruction, including the oil and gas sector.

Israel mulls gas export options | GLOBES

Cyprus wants a joint liquefaction facility, but a pipeline from Israel to Turkey is also an option.

Cyprus has asked Israel to agree to allocate one quarter of the gas in the Leviathan reservoir for export via Cyprus. The idea, which was discussed by government officials from Israel and Cyprus, is to dedicate a LNG train at the planned liquefaction facility on the southern part of the island, at an investment of $12 billion. Approval by the Israeli government would open the door to the possibility of a commercial deal between Cyprus and Leviathan’s partners, Noble Energy Inc. (NYSE: NBL), Delek Group Ltd. (TASE: DLEKG, and Ratio Oil Exploration (1992) LP (TASE:RATI.L). The deal could total an estimated $12 billion, based on current LNG market prices.
Cyprus’ proposal arose in the context of the many options for gas export from Leviathan, which were raised in the wake of the “green light” for exports that the High Court of Justice gave the government last week. The ruling placed decision makers in Israel in a complicated situation - there are many offers, totaling many billions of dollars each, that are entangled with business interests, and occasionally personal interests, of senior politicians. “There are serious doubts in the professional ranks, and for good reason,” a source close to the parties told “Globes.”
Cyprus is dependent upon Leviathan
Significant progress has been made between Israel and Cyprus in recent meetings. Following three years of negotiations to establish a unitization agreement to open joint fields, the agreement is expected to be signed within 6 months. Cyprus’ position is straightforward in comparison to Israel’s considerations. The financial crisis into which the country was thrust does not leave many options. A strategic partnership with Israel is considered the best possible conduit to draw foreign investors to the island, and to deter Turkey from harming Cyprus’ interests.
Cyprus, whose domestic gas consumption is very low, is hoping to become a major natural gas exporter. Time is a critical factor in the export plan in light of the drop in liquid gas prices that is anticipated towards the end of the decade. Cyprus’ government recently announced that they intend to sign an agreement by the end of this year to establish a liquefaction facility with condensers, in which both Delek Group and Noble Energy will be partners. The target date for operation is 2020, and already it seems there will be delays of 18-24 months.
However, the liquefaction project cannot begin without the Israeli gas. At the start of October, Noble announced that the Aphrodite reservoir contains only 100-170 BCM (Billion Cubic Meters) of natural gas. Such a quantity is sufficient to establish a liquefaction facility with only one LNG train - liquefaction facilities around the world have at least two LNG trains. Cyprus, which planned to establish a facility with three LNG trains, is convinced that more fields will be discovered in its waters. Block 12 alone contains, according to reports, at least two more fields, containing an estimated 100 BCM, and the energy majors Total, Eni and Kogas hope to discover additional fields in exploration sites near Block 12. However, in order to get underway without delay, Cyprus’ liquefaction initiative needs available gas, and such gas is currently available only in Israel’s Leviathan. The cost of establishing the land-based liquefaction facility with two LNG trains, with an output of 5 million tons each, is roughly $12 billion. The accepted price that the liquefaction facilities pay for feed gas is $2-2.5/MMBTU. According to a MIT report, ordered by Cyprus’ government, the owners of the liquefaction facility will need to sell the gas for at least $7.25 in order to justify the cost of building it.
The Turkish option beckons
The minimum volume of gas that Cyprus has requested is 7 BCM/year, or 150 BCM in total. This is a little more than 25% of the gas in Leviathan, which is estimated at 550 BCM today, and may grow in the future. Such quantities leave Israel with additional options for gas exports. The most attractive option, economically speaking, is laying a pipeline to Turkey. Such a project, which would cost a mere $3 billion, could deliver a return on the investment within two years, in light of the volume (10 BCM/year) and the prices ($7-9/MMBTU) that were discussed with Turkish companies. The Turkish groups (6 in total) have offered to build transport infrastructure from the reservoir to the Port of Mersin or Jihan in southern Turkey, at their expense.
The problem with the Turkish deal is twofold: the delicate political relationship between Israel and Turkey, and the handling of the negotiations on the parts of the corporate bodies in Turkey. The Turks are treating the matter as though they have all the time in the world, and the deal is a much greater Israeli interest than Turkish. The Kurds of northern Iraq and the Iranians may also compete for the Israeli gas, as the threat of sanctions against them dissipates.
The Turkish option is especially attractive to the Israeli partners in Leviathan - Delek Group (45.33%) and Ratio (15%) - who need the cashflow that the deal would bring to finance their part in bringing Leviathan to the local market, particularly if it is decided that a floating liquefied natural gas facility (FLNG) will be established. The idea of a floating liquefied natural gas facility has largely supplanted the idea of establishing a land-based liquefaction facility, which is considered impractical today. However, the price of a FLNG is still unknown, as it involves very new technology.
Another option that has been pushed forward enthusiastically in recent weeks is selling gas to the international companies that have land-based liquefaction facilities in Egypt. The Egyptian Petroleum Minister responded sharply to Israeli Minister of Infrastructures, Energy and Water Resources Silvan Shalom’s insinuations on the topic, and denied that Egypt is interested in buying Israeli gas. The Egyptian government’s position does not rule out the possibility of the gas being bought by international companies, however, laying a pipeline from Leviathan to the facilities in Egypt will require an agreement between the two countries.
