Shortly after midnight Thursday night — a historic night for Israel’s natural-gas and oil industries — the partner companies that own the Leviathan gas field announced that they had signed an amended memo of understandings with Woodside Energy of Australia, bringing it into the partnership. Woodside will hold about 25% of the rights to Leviathan in exchange for payments and royalty commitments amounting to roughly $2.71 billion.
With Woodside’s entry into the partnership, the percentage of holdings of each of the partners will change. Delek Drilling and Avner Oil and Gas, which are part of Yitzhak Tshuva’s Delek Group, will hold roughly 16.93% each of the rights to Leviathan field. Noble Energy will hold roughly 30%, Woodside will hold about 25 % and Ratio Oil Exploration, which is controlled by the Rotlevi and Landau families, will hold about 11.12%. The Leviathan field gains a value of roughly $10.8 billion from Woodside joining the partnership, as compared with the figure of $8.3 billion that was discussed in the previous round of talks in December 2012.
The Leviathan field, which contains roughly 19 trillion cubic feet of natural gas, is the largest gas field to have been discovered in the past decade. It was discovered in 2010, about a year after the discovery of the Tamar field, which, together with Tamar Southwest reservoir, contains roughly 11 trillion cubic feet of natural gas. The Leviathan reservoir is expected to be the largest infrastructure project in Israel’s history, and the partners’ investment in it will likely amount to billions of dollars.
Woodside, Australia’s largest independent oil and gas company, specializes in liquefied natural gas. It will be installing a liquefaction plant (either on land or offshore) and ship LNG by sea to far-flung destinations all over the world. “Woodside’s entry into the transaction expresses its great trust in the State of Israel and the potential of the Leviathan reservoir, and also its desire to derive significant added value from the reservoir,” a spokesperson for the Delek Group said.
Woodside will pay about $2.71 billion for its stake in Leviathan. The first payment, of $850 million, will be paid in cash upon the closing of the transaction. The second payment, of $350 million, will be transferred only when the decision is made to construct the liquefaction plant or upon the export of non-liquefied natural gas from Leviathan. The third payment, of up to $1.3 billion, will be made upon the future production of natural gas for export. The amount, which comprises 5.75% of Woodside’s revenue for the sale of natural gas, is dependent on minimum production of two trillion cubic feet of natural gas from the well.
The three payments add up to roughly $2.55 billion to be paid to the partnership of Leviathan, with the addition of Woodside’s commitment to pay $160 million in royalties instead of the rest of the partners. Besides these payments, the partners in Leviathan will benefit from additional discoveries of natural-gas reserves or crude oil. If the natural-gas reserves should increase beyond 20 trillion cubic feet, the partners will receive an additional $50 million from Woodside. If crude oil should be discovered in the reservoir’s bottom layers, Woodside will pay the partners royalties of 2.5% of the revenue from the sale of the crude oil. Woodside and the other partners agreed to hold talks in Woodside’s absence to complete the binding agreement by March 27.
In December 2012, the partners signed a preliminary agreement in principle with Woodside to sell it a 30% stake in Leviathan. Woodside promised to pay roughly $1.25 billion for partnership in Leviathan, based on a valuation of Leviathan at roughly $5 billion. In addition, Woodside agreed to bear the various costs, which were expected to reach up to about $250 million, including the cost of exploratory drilling for crude oil. The final sum that Woodside was to pay could have climbed to $2.5 billion, depending on future natural-gas prices throughout the world, among other things. The agreement raised Leviathan’s potential value to roughly $8.3 billion.
Since the preliminary agreement was signed, geopolitical changes have taken place that allowed the partners in Leviathan to demand a higher price from Woodside. The major change was the resumption of diplomatic relations between Israel and Turkey, which could allow for the export of cheap natural gas to Turkey via an undersea pipeline. At the same time, an analysis of the findings of exploratory drilling in Leviathan increased the natural-gas reserves by roughly two trillion cubic feet as compared with the preliminary estimate.
The new agreement has raised the immediate payment the partners are receiving to about $1.2 billion — a significant improvement over the previous agreement — as Woodside’s share in the reservoir has fallen to 25% instead of 30%. Unlike the previous agreement, most of the payment to the partners is assured, and is not conditional on changes in global natural-gas prices or other variables.

Noble Energy Announces Memorandum Of Understanding Regarding Leviathan Partnership

HOUSTON, Feb. 6, 2014 /PRNewswire/ -- Noble Energy, Inc. (NYSE: NBL) today announced the signing of a non-binding memorandum of understanding regarding the sale of interest in the Leviathan licenses, offshore Israel to Woodside Petroleum.  Each of the existing Leviathan partners, Noble Energy, Delek Drilling, Avner Oil Exploration and Ratio Oil Exploration, are participating as sellers of a 25 percent interest in the licenses to Woodside.  Noble Energy will convey a 9.66 percent working interest and will continue as upstream operator with a 30 percent working interest.  Following completion of the transaction, Woodside will become the operator of any LNG development of the field.

Charles D. Davidson, Noble Energy's Chairman and CEO, commented, "Our partnership is excited to have executed this MoU with Woodside who brings extensive global expertise in LNG operations and marketing to the partnership.  Their addition to the project will result in substantial added value while also bringing us much closer to when we will be able to sanction Leviathan for development."

Total compensation to Noble Energy is anticipated to include $525 million in cash payments plus $502 million in shared future revenues.  The initial cash payment of $390 million is payable at closing of the transaction, which is expected in 2014.  The remaining cash amount of $135 million is due when a final investment decision is made in relation to an LNG or FLNG development or as regional export contracts are executed in excess of a threshold volume amount, whichever occurs earlier.  The shared future revenue represents 5.75 percent of export revenue attributable to Woodside's net export sales, commencing once the gross exported volume from the Leviathan field exceeds 2.0 trillion cubic feet (Tcf) of natural gas.
An additional payment of $19 million, net to Noble Energy, will be made should ultimate recoverable Leviathan resources be determined to be in excess of 20 Tcf gross of natural gas.  The determination and payment will occur no earlier than when cumulative field production reaches 4 Tcf.  In addition, the sellers will receive a royalty of 2.5 percent of Woodside's future oil revenues associated with the deep Mesozoic should a commercial discovery and development result on the licenses.  The royalty would go into effect following net payout of investment.

The memorandum of understanding includes the agreed-upon commercial terms of the farm-out transaction and sets the timeframe for execution of definitive agreements.  The transaction remains subject to the execution of definitive agreements between the parties, as well as necessary and customary regulatory approvals.

The Leviathan project is located on the Rachel and Amit licenses offshore Israel in 5,550 feet of water.  It has an estimated 19 Tcf of discovered natural gas resources.

Following completion of the transaction, working interests in the Leviathan Project will be:  Noble Energy (30.00 percent), Delek Drilling (16.94 percent), Avner Oil Exploration (16.94 percent), Woodside Petroleum (25.00 percent), and Ratio Oil Exploration (11.12 percent).

Woodside nears Leviathan deal | Business Spectator

Woodside nears Leviathan deal

Woodside Petroleum is seen nearing a final deal to enter the Leviathan gas project in Israel.
According to Israeli news service Globes, Woodside is ready to sign an agreement to claim 30 per cent for $US3 billion ($A3.428 billion).

The Australian group first signalled its interest in the offshore development – expected to be one of the world’s largest – when signing a memorandum of understanding with Leviathan owners Ratio Oil & Exploration, Delek Group and Noble Energy just over 12 months ago.

Since then it has sat on the sidelines amid concerns over Israel’s gas export policy and a push from the Leviathan owners to extract more cash from Woodside.

The MOU called for Woodside to pay as much as $US2.3 billion for 30 per cent, which means, depending on how the deal is structured, the Australian firm is likely to be paying an additional $US700 million.

The increase comes after a year in which the Leviathan partners boosted the reserves of the project and there was a favourable export policy decision in the Israeli courts.

It is believed senior management from Ratio, Delek and Noble will visit Australia this week to confirm the deal with Woodside. However, one possible spanner in the works is the capital gains tax policy in Israel, which has reportedly frustrated the JV partners.

The speculation follows quickly on the heels of the first export agreement for Leviathan – a $1.2 billion sales contract with the Palestine Power Generation Company.

The project is expected to be operational in 2017.

Υπ.

Cyprus allows Total E&P offshore seismic tests for natgas | Financial Mirror

Cyprus allows Total E&P offshore seismic tests for natgas

31 January, 2014
Cyprus has awarded a license to Total E&P Cyprus Ltd., the local subsidiary of the French energy giant, to conduct seismic tests for oil and gas exploration within its offshore territory.

Agriculture and Natural Resources Minister Nicos Kouyialis announced that he has awarded the license for block 10 within the Cyprus Excusive Economic Zone, as well as within “parts of blocks 6, 7 and 11.”
The license begins on February 1 and ends on May 1, with an option to renew.

Total already has exploration licenses for blocks 10 and 11, but has not yet started drilling.

Texas-based Noble Energy was the first to be licensed in 2007 and in 2011 found a prospective reserve of 5 to 8 trillion cubic feet (Tcf) in Block 12, adjacent to Israel’s EEZ. It has since entered into agreement with junior venture partners Delek and Avner of Israel to submit proposals to develop an LNG plant and terminal onshore Cyprus.

Total has also committed to joining the LNG plant, as has the Italian-South Korean consortium ENI/Kogas that has exploration licenses in other Cyprus gasfields.

Australia's Woodside set to sign Leviathan deal | Globes

Australia's Woodside set to sign Leviathan deal

Leviathan

Sources inform "Globes" that Woodside will pay $3 billion for its stake in the Israeli gas field.

Sources inform "Globes" that the huge deal whereby Australia's Woodside Petroleum Ltd. (ASX: WPL) is to buy a major stake in the Leviathan gas field offshore from Israel will be signed next week. The deal is expected to be signed during a visit by senior managers of Delek Group Ltd. (TASE: DLEKG), Ratio Oil Exploration (1992) LP (TASE:RATI.L) and Noble Energy to Australia. The group is due to leave Israel Saturday night.

According to information that has reached "Globes", the deal will be worth $3 billion, valuing the Leviathan field at over $9 billion. The partners in Leviathan declined to comment to this information or to provide any details of the deal and its value.

Under the original terms of the deal agreed in December, Woodside was to have paid just $2.5 billion.
One of the matters still delaying the final signing of the deal is the question of taxation. There remains a gap between the position of the Israel Tax Authority, which seeks to collect capital gains tax on the deal as soon as it is signed, and the position of the Leviathan partners, which seek a deferment of the tax payment, on the grounds that the entire consideration for the sale of the rights will be invested in developing the reserve.

There will apparently have to be further discussions on the subject between the Leviathan partners and Woodside, and the Tax Authority.

A number of other matters remain open, but the deal should be signed next week.

Antitrust Authority: Noble, Delek should sell smaller reservoirs, remain in Leviathan | Jerusalem Post

Antitrust Authority: Noble, Delek should sell smaller reservoirs, remain in Leviathan

Replacing energy giants with competitors in natural gas basin is physically impossible, says antitrust commissioner.

Although replacing Noble Energy and the Delek Group with competitors in the Leviathan natural gas basin might have been ideal, it is physically impossible for the Antitrust Authority to remove the partners from the reservoir, Commissioner David Gilo said on Thursday.

“I would also have preferred that Delek and Noble left Leviathan, and that there was competition between Leviathan and Tamar, but I do not have the authority to physically remove them from Leviathan,” Gilo said during a Knesset Economic Affairs Committee hearing on the subject. “All I can do to help is declare that there was a violation, and only the court could remove them physically from the basin, and this could take many years.”

Gilo has been exploring the issue of whether the majority presence of Houston- based Noble Energy and the Israeli firm the Delek Group in both the Tamar and Leviathan reservoirs constitute a cartel, and whether competition must be introduced into the latter of the two.

To the dismay of the politicians and NGOs advocating such a move, Gilo has determined that the companies can, in fact, remain in Leviathan, provided that they sell their smaller reservoirs Karish and Tanin.

“We initiated a process that was based on the fact that they did not seek approval from the Authority when they entered Leviathan,” Gilo said.

The 282 billion cu.m. of Tamar reservoir, which came online in March 2013, is owned 36 percent by Noble Energy, while Delek Drilling and Avner Oil Exploration – both subsidiaries of the Delek Group – each own 15.625%.

The firms Isramco Negev 2 and Dor Gas own 28.75% and 4%, respectively.

Tamar’s much larger, approximately 537b.cu.m., neighbor Leviathan is also by and large in the hand of Noble and Delek, with Noble owning 39.66% and Delek Drilling and Avner Oil Exploration each holding 22.67%. A third partner, Ratio Oil Exploration, holds 15%.

The smaller Karish and Tanin reservoirs – in each of which Noble Energy has a 47% hold and the two Delek Group subsidiaries own 26.5% respectively – contain a total of roughly 70b.cu.m. of natural gas.

Gideon Tadmor, the CEO of Avner Oil Exploration and chairman of Delek Drilling, reminded those partaking in the committee session of the billions of dollars the partners have invested in developing the gas reservoirs.

“It is impossible to exaggerate the importance of developing Leviathan.

This is the peak of Israeli gas development,” Tadmor said. “I always said, ‘The more the merrier,’ but what can we do, no one else found the gas.”

While this approach may create shortterm competition and avoid prolonged litigation, committee chairman Avishay Braverman (Labor) said he is uncertain this compromise will benefit the consumers.

MK Shelly Yacimovich sharply criticized Gilo, telling him that his plans are “not a compromise but a letter of surrender to the dictates of [Yitzhak] Tshuva,” the majority shareholder of the Delek Group.

“There are very few people that history has placed at such a dramatic crossroads regarding the fate of Israel, and the expectations from you, David, are many, and as of now, unfortunately, you are not living up to any of them,” Yacimovich said. “You are highly responsive to the gas companies and to their many skilled speakers, but to the needs and the demands of the public.”

“All you have to do,” she continued, “is something simple – declare the business acquisition rights to the field as constituting a cartel.”

Amir Hayek, CEO of Manufacturers Association, sent a letter prior to the meeting with Braverman, saying that his organization sees great importance in ensuring reliability of gas supply as well conditions for competition. None of these goals, however, can be realized without allowing for Leviathan’s development, he said.

Similar to Hayek’s comments, MK Ariel Attias (Shas) said that while it would be ideal to operate in the most just manner possible, the issue remains – the country needs the gas sitting in Leviathan.

In response the criticism coming from Yacimovich and heads of NGOs throughout the meeting, Gilo said that this plan is not what the Delek Group suggested, but rather terms upon which the Antitrust Authority insisted.

“They had no choice but to accept what we demanded,” Gilo said, saying that he is only acting with the good of the public in mind. “If competition does not occur, we will insist upon price controls and will not hesitate.”

East Med Gas: Commercial Prospects and More | Natural Gas Europe

East Med Gas: Commercial Prospects and More

Anthony Livanios, CEO, Energy Stream CMG GmbH
Anthony Livanios, CEO, Energy Stream CMG GmbH
Exactly what will the Vasilikos LNG terminal mean for Cyprus? That question was answered by Nicos Kouyialis, Minister of Natural Resources and Environment, Cyprus, at the Frankfurt Gas Forum in a session dedicated to the commercial prospects and geopolitical risks of Eastern Mediterranean deep offshore gas.
“Of course we'd like to see Cyprus become an energy hub," he said. "We've taken an important decision, the only one so far, which is the construction of the LNG plant, and this will be the first step in our strategy of becoming an energy hub."

Mr. Kouyialis conceded that Cyprus' internal market was very small for the consumption of natural gas. “So we definitely have to look to the external markets – the European market and others in the rest of the world.”

Another panel participant, Amit Mor, CEO ECO Energy, Israel, weighed in on LNG in Vasilikos, where the commercial, geologic, and political risks, he said, must be mitigated, raising questions for the potential participants: Israel, Cyprus, Turkey, etc.

For one, would Cyprus remain an EU country, given the deep Russian influence which had been growing, he queried. “This is a major concern for Cypriots, for the Israeli people,” he said.

A conference delegate noted that there had been numerous proposals, among them a proposed chemical and fertilizer factories - serious interest expressed from global players from global service companies to relocate their headquarters to Cyprus.

Of the country's relationship with Russia, he commented, “Of course we are a small nation and need friends, but I think Cyprus has proven for itself and its people that we want to stay in the eurozone and in the EU. This is why we're making all these sacrifices since last March and I think we've developed a lot of discipline and resolve to stay.”

“I think Russia's got bigger problems than worrying about Cyprus, frankly,” quipped Angus Miller, Founding Director, QuinSec Security Management Ltd. (and former Energy Adviser, Foreign & Commonwealth Office, UK). Russia was always wheeled out in such situations, he explained.

There were real questions in Russia's role in all of this, he conceded, especially given the flows of Russian cash through Cyprus. “Russia's major role is as an 'interferer' not as a promoter of anything and now it needs to replace its depleting gas supplies, needs to manage its major market which is Europe. In the past it said it never interfered with the supply of gas to Europe; it demonstrated that it did and that it could and is dealing with the outcomes of that now.”

By overestimating the capacity for Russia to intervene in such activities, he said, resulted in a negative impact on commercial aspects of development.

Moderator John Roberts, Energy Security Specialist, Methinks Ltd. UK, observed that Gazprom was grappling with whether they would face a gigantic fine for an alleged monopoly. “If Russia in some way were seen to do anything, either that physically prevented the Trans Caspian pipeline from being built, or seemed to be some kind of retaliation for a decision in that regard, that would not exactly endear Russia to the West in terms of its reputation of being a reliable supplier,” he said.

Gazprom did not seek to cast itself the reputation of a ruthless natural gas supplier, he added.

Another delegate reminded the others that forthcoming waves of LNG looked to further undermine Gazprom's pricing model, which was based on expensive new gas fields like Yamal. More forthcoming pipelines could hardly make Gazprom's gas more competitive, he said.

“China, China, China,” exclaimed Amit Mor, who said players like Israel and Cyprus must recognize that country's thirst for energy as to how they will develop East Med gas. “China's investing everywhere and is willing to invest in LNG in Cyprus, Israel; it's a major consumer of oil from Iran.

“If it's a pipeline to Europe, we are talking regional gas, Turkish pipeline, European market; if it's LNG, the market is in China, India, east through the Suez Canal – maybe some LNG will come to Europe, but it's not so important,” he continued.

“Aiming for the stars but landing on the moon,” was not a bad thing, according to Adam Hedayat, Vice President, Sea NG Corporation, who suggested that East Med gas should have contingency plans depending on the size of gas finds (for one). “There has to be an integrated plan in order to start looking at petrochemical developments, natural gas used for transportation, small scale exports (via his company's CLNG technology was a possibility).

“LNG requires reserves – in order to invest in a terminal you have to have a reserve of 20 year plus in order for the investment community to go with LNG facilities. If you don't find the gas early enough...Cyprus needs early cash flow: there's an importance in looking at projects that can bring in prosperity, early cash flow as well as a reduction in the cost of electricity.”

Cyprus could have a “first mover advantage” when it came to a small-scale LNG solution in the region, potentially delivering to the region's coastal areas and to customers with power stations in the vicinity.

Noting that commercial realities had eclipsed much of the strategic thinking of the EU, John Roberts questioned where the Union might go next regarding gas in the Eastern Mediterranean.

Anthony Livanios, CEO, Energy Stream CMG GmbH, Germany responded.

He stated, “The market drove TANAP and the Trans Adriatic Pipeline, so everything we are discussing and the concerns raised about the area's geopolitical risks are not taking place in isolation; they happen in relation to the Southern Gas Corridor whose key country is Turkey. Its geography, energy and economic policies that we've seen in the last decade, in tandem with the economic development, places Turkey as the key country between the Southern Gas Corridor and the developments in Israel.”

Nabucco West having lost out in the great pipeline races, Mr. Livanios contended that Europe's energy security policy would be increasingly focused upon Caspian and Levant regions, meaning that in time East Med gas would enjoy an ever-developing relationship with the Southern Gas Corridor.

IEC, Qatar keen to bid for supply of natural gas to Cyprus | Financial Mirror

IEC, Qatar keen to bid for supply of natural gas to Cyprus

29 January, 2014
The Israel Electric Corp., as well as the world’s third largest gas exporter, Qatar, are expected to bid for the supply of natural gas to Cyprus, until such time as the island’s offshore gasfields prove commercially viable and start production in about a decade.

The Natural Gas Public Company (DEFA/Cygas) has announced an invitation for an open competition for the supply of natural gas for a period of up to ten years commencing January 1, 2016.

According to the announcement, DEFA’s requirements are for a supply of natural gas for delivery at the station boundary at the Vasilikos power station, along the southern coast of Cyprus.

Interested parties are required to submit proposals which cover all commercial and infrastructure requirements for gas delivery to Vasilikos (e.g. gas sourcing, transportation/shipping and processing).

The announcement, posted on www.defa.com.cy notes that DEFA requests interested parties to only submit proposals which provide for a complete solution.

Israel Electric, a partner with the Electricity Authority of Cyprus, Cyprus-based Quantum Corp. and the Greek Public Power Company (PPC/DEH) in the sub-sea EuroAsia Interconnector electricity cable along the eastern Mediterranean, has reportedly shown interest to bid for the DEFA contract, according to the Israeli news site Globes.

IEC’s venture partners in the bid are expected to be BP and VITOL, the Dutch energy trader currently building a 300-mln-euro storage terminal near the Vasiliko hub.

The Globes report suggested that the IEC bid would probably be about 33% cheaper than the cost of fuel that the EAC currently imports in Cyprus.

A previous bidder, Itera of Russia, was rejected as it had offered a rate nearly 30% above the current rate EAC was paying for.

Cyprus President Nicos Anastasiades has returned from a three-day official visit to Qatar heading a major state and trade delegation, where among others, cooperation in the fields of energy supply, infrastructure projects, exploration and production was also discussed with the Emir.

Government officials confirmed that Qatar may be interested to bid for the DEFA contract as well.

Leviathan and Tamar Competing Over the Jordanian Market | Natural Gas Europe

January 28th, 2014

The building of a pipeline from Israel to Jordan turned out to be more than just a rumor. The 15 kilometer pipeline expected to be fully constructed by 2016 will allow Israel to supply natural gas to a thirsty neighboring Kingdom. The two countries are currently discussing the final terms of an agreement that would allow such a natural gas trade. Jordan is looking to receive 2.5 billion to 3 billion cubic meters of gas a year.

Exporting to immediate neighbor Jordan is a simple endeavor for Israel given the proximity of the two countries and the low cost infrastructure required. Jordan and Israel both share a same history of natural gas reliance on Egypt. While Israel suffered from a complete cut of natural gas supplies from Egypt, Jordan still receives negligible quantities that do not meet the terms set in the agreement between Egypt and Jordan. Jordan has suffered from a severe jump in its energy bill as a result.

The natural gas cuts were caused by severe attacks to the pipeline connecting Egypt to its neighbors in the aftermath of the uprising that caused the toppling of Husni Mubarak. Egypt is currently shopping for its own supplier of natural gas due to severe shortfalls at home and ongoing export obligations. Israel is looking to supply natural gas to Egypt in its strategy to commence by exports to immediate neighbors before reaching out for further markets.

Where exactly the gas sent to Jordan will be coming from is however causing an internal debate in Israel. While Noble Energy and Delek Group have interests in both the Tamar field and the giant Leviathan field (Noble having  36% share of Tamar, and a 40% share of Leviathan and Delek respectively 31% and 45%), smaller shareholders in Tamar (such as Isramco and Aron Gas holding respectively holding respectively 29% and 4%) are pushing for the natural gas to Jordan to come from the Tamar field.

The reason why Texas-based Noble and Israel’s Delek are inclined to secure a Leviathan deal with Jordan is clear. The giant field needs substantial amounts of funds to be developed and any sealed deal would help in that direction. The smaller shareholders have however different interests, as they are looking to ensure that their shares in the Tamar field are lucrative.

Israel’s current export strategy - exporting to immediate neighbors - has raised the question of whether Israel will be looking to reach further markets in Europe and East-Asia and whether to do so it will opt for an LNG - through Cyprus or its own - or a pipeline. Grabbing the momentum by taking advantage of the severe demand for natural gas in its surrounding before exploring other options seems to be, at the moment, the most obvious thing to do.

Gas company to invite tenders for import | Cyprus Mail

Gas company to invite tenders for import

Gas company to invite tenders for import Energy Minister Giorgos Lakkotrypis

THE Natural Gas Public Company will be inviting expressions of interest for the import of natural gas for power generation purposes.

The so-called ‘interim gas’ tender, to be announced over the next few days, will be published in the EU journal and the local press.

Speaking to the state broadcaster, energy minister Giorgos Lakkotrypis said yesterday the intention is to complete the whole tender process within four months.

Interested parties are being asked to submit tenders for a seven-year period, beginning 2016, with an option of extending the contract for three additional years.

The minister said the tender documents stipulate that the operation of the Dhekeleia power plant is not mandatory, thereby maximising the quantities of gas needed to power the island’s grid.

Cyprus is currently exclusively reliant on the more expensive heavy fuel oil to generate electricity.
Lakkotrypis was asked whether the relatively long period during which Cyprus would import natural gas hinted that the mooted project to build an onshore LNG terminal has been put on ice.

The minister acknowledged that the government is looking at “other options” for developing and monetising its offshore hydrocarbons reserves.

A floating liquefied natural gas (FLNG) facility was one such option, he said.
Land-based terminals are far costlier and more difficult to finance than floating facilities as they are built for far greater capacities of gas.

Cyprus’ proven gas reserves so far are not sufficient for a land-based processing plant.
“But I want to stress that we are not abandoning the LNG terminal,” Lakkotrypis added.
